Hazard mitigation plans (HMPs) are strategic documents or policies developed by governments, communities, and organizations to identify risks and reduce the impacts of natural and human- made hazards. These plans aim to minimize loss of life, property damage, and disruption from floods, wildfires, snowstorms, heatwaves, and other disasters. While useful, these plans infrequently and unevenly address the lived experiences of marginalized populations who bear the disproportionate impacts of recurrent disasters. Technocratic planning goals exacerbate these impacts by failing to center inclusive and equity-focused approaches, thus eroding the resilience capacities of many vulnerable groups including the poor and communities of color. …

Importance: As government agencies around the globe contemplate approval of the first psychedelic medicines, many questions remain about their ethical integration into mainstream medical practice.

Objective: To identify key ethics and policy issues related to the eventual integration of psychedelic therapies into clinical practice.

Evidence review: From June 9 to 12, 2023, 27 individuals representing the perspectives of clinicians, researchers, Indigenous groups, industry, philanthropy, veterans, retreat facilitators, training programs, and bioethicists convened at the Banbury Center at Cold Spring Harbor Laboratory. The Role Of Macroprudential Policies Under Carbon Pricing, Maria Teresa Punzi

This paper analyses the effectiveness of macroprudential policy on macro-financial fluctuations when the government enforces carbon pricing to reduce carbon emissions and achieve the net-zero target. A carbon tax policy alone can reduce carbon emissions by 2030, but at the cost of a deep and prolonged recession, with consequential financial instability due to a higher probability of default on entrepreneurs in the brown sector. This result suggests that carbon pricing should be coupled with complementary policies, such as macroprudential policy. In particular, differentiated LTV ratios and differentiated capital requirements that penalize the brown sector in favour of the green sector …

A large body of literature substantiates women’s difficulties integrating into all levels of law enforcement. To understand the experiences of women police officers in the force, and to understand how law enforcement leaders view the role of women in leadership positions, this study focused on the perception of six women police officers–specifically, women police chiefs towards women who already assumed leadership positions, overcame challenges entering law enforcement and advancing into leadership positions, and collected their input on organizational decisions, policy, and recruitment of women officers. This study employs a qualitative phenomenological methodology and interviews six women police chiefs in depth. …

This is a study of the effects of sectoral FDI inflows on the rates of change of forest land and the ecological footprint of economic activity measured in forest land. We test the “FDI ecological halo” hypothesis (Doytch, 2020) for nine distinct sectoral FDI inflows, including agricultural FDI, mining FDI, manufacturing FDI, construction FDI, financial FDI, transport FDI, tourism FDI, communications FDI, and trade services FDI, in addition to total FDI, using a global sample of countries and a GMM econometric approach. Disasters and climate-related events, including tropical storms, droughts, coastal erosion, and ocean acidification, threaten small island nations. Given the urgency of reducing disaster risks and the effects of climate change on vulnerable populations, this reflection essay pursues three objectives. First, it highlights the role of anthropology, ethnography, and multi-sited research in exploring disaster impacts, climate crises, and public policy in island communities. It then highlights national planning and inter-regional activities to build awareness of various risk reduction efforts by island nations and multi-governmental organizations. This report provides a look back at the past three years of the Regional Care Team initiative, which helped connect 165 youth to community-based resources in those first three years through a collaborative multi-systems model. The report details the extent of cross-system collaboration that continues as a part of this initiative and summarizes feedback from partners, examines data on youth referrals, their histories of system involvement, and funding. The report recommends next steps to expand prevention, community intervention, and reintegration supports for youth.

I place Jose’s pressing question, 'who am I?' as a central starting point to examine the foundational role that identity work plays in youth processes of 'provoking' peace in Montes de María, Colombia. I center Jose’s critique of the harm enacted when analytic attention focuses solely on youth who have migrated to urban cities. Massachusetts is the only state in the United States with a right-to-shelter law which guarantees shelter for families with children and pregnant women.¹ As of February 2024, 3,500 homeless families with children are being sheltered in a motel or hotel with an average length of stay of 14 months, because traditional family shelters have reached capacity.^2,3 While these families are provided temporary shelter, these shelters do not allow for the development of a true sense of “home.” While a motel meets the needs of rudimentary shelter, motels were never designed as long-term accommodations and certainly not with a …

Jails across the United States were struck with increased infections and deaths during the COVID-19 pandemic. Studies have shown the structural make up of jails, lack of preparedness plans, and overcrowding contributed to health risks and poor health outcomes both inside jails and local communities. Yet little research has been dedicated to strengthening jail responses to infectious disease outbreaks spanning prevention measures, data collection, and reentry planning. This project presents a contextualized Bike and Pedestrian Implementation Strategy for the City of Hillsboro. The goal was to develop an actionable approach to expand and improve the City’s active transportation network. The strategy incorporates 23 criteria for project selection informed by existing conditions and the City’s priorities. Finally, the report culminates with a recommended implementation approach using two top scoring projects as examples.

The project’s ultimate goal was to create at least 5 new community garden sites in the city of Portland for people to grow their own culturally relevant foods. To focus on parts of the city with some of the highest equity and food security needs, Agate chose to narrow the project scope to neighborhood areas located east of SE 57th Ave. Through direct engagement with the community, the team developed a site inventory for new potential community garden locations, as well as recommendations for optimal garden management, inclusion, and longevity. Harm reduction refers to public health policies and programs aimed at decreasing the adverse consequences associated with drug use. While harm reduction services (e.g., syringe exchange programs) can mitigate health risks, marginalized groups face barriers to service access and utilization, partially due to ineffective messaging approaches that fail to align with cultural values and experiences. A one-size-fits-all approach to messaging can negatively impact service utilization, health outcomes, and health disparities. Ineffective communication can lead to poor adherence to treatment, poorer health outcomes, and increased adverse events.

A Comparison Of The Islamophobic Experiences Of The Female Convert And Immigrant Muslims In America, Aliaa Dawoud

This study compares the Islamophobic experiences of female converts and immigrants in America. It is based on interviews with a total of thirteen women, six Muslim born ones and seven converts. Both groups included hijabis and non-hijabis. Unlike most other studies, in which the converts are mostly or exclusively converts from Christianity, two of the interviewees were converts from Judaism while another one was a convert from a Christian/Buddhist/atheist background.

Gender difference in taxation is generally understudied. However, existing scholarship, largely country case studies, suggests men pay higher tax rates where income tax progressivity is higher, due to their higher average income. Men’s higher rates should then increase gender equality in income post-tax. However, many rich countries reduced income tax progressivity starting in the 1980s-90s during “taxing for economic growth” reforms, including over half of the high income countries included in this study. The first chapter evaluates the impact of the extensive health care reforms enacted between 2003–2013 under the Health Transformation Program (HTP) in Turkey on maternal and infant health outcomes for the poor. By focusing on a specific insurance program (Green Card) expansion that was a part of HTP, I explore changes in infant survival, fertility, and children’s vaccination status.
