A Qualitative Study Of Federal Employee Whistleblowing And Reprisal For Whistleblowing, Bruce S. Mclean

Federal employee whistleblowing is essential to holding government officials accountable. The U.S. Office of Special Counsel (OSC) was established in 1979 to provide a secure channel for federal government employees to report wrongdoing while protecting them from reprisal. More statutory protections were enacted with the Whistleblower Protection Act (WPA) in 1989; however, deficiencies in the WPA led to the eventual passage of the Whistleblower Protection Enhancement Act in 2012. The problem is that the literature on whistleblowing fails to distinguish the OSC as the Executive Branch whistleblower protection agency nor recognize its annual reports and surveys as the only known …

Previous studies found that the economics of poverty are closely tied to property values, education, and employment. Racial disparity in income also exists today. Part of this is attributed to mass gentrification through Urban Renewal Administration programs that legally displaced entire Black neighborhoods under the purview of the Housing Act of 1954 prior to the Fair Housing Act of 1968. For example, Harlem Park was vacated and redeveloped using eminent domain. Critical Race theorists claim that these programs continue today using colorblind policies and secondary discrimination. This phenomenological study will aim to understand an ethnically balanced male perspective toward police officers seeking mental health counseling. Police Officers are routinely exposed to stressful and traumatic events, leading to acute and chronic disorders, mental illnesses, suicide ideation, and suicide, as research has indicated. Mental health counseling can play an essential role in intervention into mental health illness, providing critical tools to police officers to handle stress and potential mental illness. Student debt was specifically addressed in the federal government’s response to the COVID-19 pandemic through forbearance polices. However, not all individuals were eligible for forbearance, and it is possible that forbearance would leave some feeling further behind. Yet, little is known about student loan debt over the course of the pandemic, especially in relationship to forbearance policies, loan payments, and household financial stability. Leveraging a representative longitudinal survey of households during the pandemic, we use descriptive regression techniques to explore changes in loan balances throughout the pandemic, as well as the relationships among student loan policies, payments, and measures of …

This research update of author’s earlier Paper of October 2015 ‘Greater Drogheda: Emerging Demographic Evidence Base for Ireland’s Sixth City’ by reviewing and updating the growth of the Greater Drogheda Area (GDrA). It includes an examination of the fusion of its two largest settlements, Drogheda and fast-growing Laytown, Bettystown, Mornington and Donacarney (LBMD) towns. The scale of Drogheda’s growth is evidenced as a city and not that of the National Planning Framework’s Regional Growth Towns, as the evidence of this Paper will show. The research aims to analyze the relationship between monetary policy tools and the structure of domestic debt in Iraq based on the multiple regression model after testing the stability of the series under study using approved tests based on monthly data (2016-2024). This organization shelters homeless men. The organization depended on volunteers' assistance in offering short-term and long-term solutions to provide clothing, cleaning, and shelter for homeless men. Equilibrium climate sensitivity modeling relies heavily on paleoclimate records that were affected by meteorite impacts and volcanic explosions. This paper conducts a thought experiment by re-assembling known data and theories to shed new light on anthropogenic carbon waste. Anthropogenic activity, meteorite impacts and volcanic explosions all extract material from the Earth’s crust and deposit it in the atmosphere. This thought experiment tests if the mass of anthropogenic greenhouse gas emissions from 1851 to 2021 is comparable to the mass of atmospheric emissions from historical planetary events. North Lombard Street/US-30 Bypass is a critical corridor in North Portland, serving both commercial and residential interests. This corridor is also ranked 11th in terms of fatal and serious injury crashes in Portland. The Oregon Department of Transportation and the Portland Bureau of Transportation undertook a reconfiguration to improve multimodal safety and accessibility for all users. The reconfiguration happened between North Fiske Ave and North Boston Ave. Improvements included additional curb ramps that meet ADA standards, safer crosswalks with fewer lanes to cross, buffered bike lanes, new pavement and center turn lanes, traffic signals, and RRFBs and median refuge islands. …

Background:
According to the Georgia Department of Public Health (GDPH), the state of Georgia reported 563,658 cumulative COVID-19 cases and 9,845 total deaths in 2020. Decades of research on racial disparities in health outcomes suggest we should not be surprised with the disproportionate number of cases, hospital visits, and deaths of non-white and Black Georgia residents. Racial disparities in health are often defined by a Social Determinants of Health (SDOH) model. One understudied SDOH is racial residential segregation. Martín Redrado was appointed president of the Central Bank of Argentina by President Néstor Kirchner in 2004 and oversaw measures to manage the external shocks of the Global Financial Crisis of 2007–09. He resigned in 2010 after President Cristina Fernández de Kirchner tried to remove him over a dispute regarding the use of the bank’s reserves to fund the government. After leaving the bank, Redrado authored the book No Reserve: The Limit of Absolute Power, which argues against the danger of mixing politics and economics. The Yale Program on Financial Stability (YPFS) interviewed Alfred DelliBovi about his tenure as president and chief executive officer of the Federal Home Loan Bank of New York leading up to and during the Global Financial Crisis of 2007–09 (GFC). The Federal Home Loan Banks (FHLBs) played a critical and unexpected lending role for their member banks at the start of the crisis. DelliBovi remained in his position for 21 years, until 2014. This article utilizes discount window transaction data, which the Federal Reserve began disclosing in 2010, to assess how the Fed’s 2003 redesign of the discount window has affected banks’ use of the window. The data show that while the discount window remains stigmatized and relatively little used outside periods of funding market stress, secondary credit has at times played a role in supporting bank recovery and resolution, as envisioned by the 2003 redesign. As banking regulators work to destigmatize the Federal Reserve’s discount window—and fervently so since the 2023 banking crisis—they’ve pointed to several potentially fruitful policy routes. These have included supervisory improvements, regulatory changes, and operational enhancements by both the banks and the Fed. Left off the menu so far have been changes to the Fed’s weekly publications that reveal up-to-date discount window borrowing data by regional geography. Reforms following the Global Financial Crisis of 2007–2009 have made mandatory the disclosure of discount window borrowers on a two-year lag—higher transparency than previously when no disclosure was required. In July and August 2017, Otkritie Bank, Russia’s largest privately owned bank, experienced a deposit run related to concerns over Otkritie’s recent acquisitions. The run prompted Otkritie’s shareholders to approach the Central Bank of Russia (CBR) for assistance. On August 29, 2017, the CBR announced a rescue plan for Otkritie. In it, the CBR pledged to become Otkritie’s main investor using a newly created resolution mechanism wherein the CBR would take at least a 75% equity stake using funds from the Fund for Banking Sector Consolidation, a subdivision of the CBR. During the first three weeks of November 2008, Citigroup’s stock price dropped almost 80%, and its credit default swap spreads spiked as the market lost confidence in the bank’s ability to honor its commitments. Counterparties pulled away, and regulators determined Citi’s failure would constitute a systemic risk. On November 23, 2008, the Treasury, Federal Reserve Board, and Federal Deposit Insurance Corporation announced a package of measures to rescue Citi, which included an Asset Guarantee Program (AGP) to cover $306 billion in Citi’s assets and an ad hoc capital injection—the Targeted Investment Program (TIP). Schweizerische Volksbank, or Swiss People’s Bank, grew to be the second-largest bank in Switzerland by 1930, when its balance sheet peaked at 1.7 billion Swiss francs (CHF). Beginning in 1929, nonperforming assets weighed on Volksbank’s profitability. By 1933, the bank faced losses on CHF 118.5 million in assets, representing approximately 10% of total assets. The run prompted Otkritie’s shareholders to ask the Central Bank of Russia (CBR) for assistance, which the CBR announced on August 29, 2017. In autumn 2008, Parex faced a capital shortfall owing to massive credit and market losses in addition to increasing liquidity problems and deposit runs of 240 million Latvian lats (LVL; USD 428.6 million).
