Electricity demand is soaring in Virginia, driven largely by the state’s booming data center industry. As the country’s cheapest source of new electricity supply, utility-scale solar (USS) is crucial to meeting this growing need.

Virginia has become a leading state for utility-scale solar development, and USS is projected to provide a substantial percentage of Virginia’s future electricity supply.

Concerns about the impacts of solar development, particularly on farm and forest land, is among the factors leading some localities to reject USS local land-use permits, and/or adopt more restrictive permitting regimes.

This trend towards more restrictive local permitting may threaten the …

The LGBTQ+ community in the U.S. has long suffered from collective stigmatization and discrimination. At the same time, there have been calls for increased social acceptance, more legal protections, and better political representation of LGBTQ+ people. An essential ingredient for such calls for change has been a rise in support from outgroup allies. However, what moves members of the public to support LGBTQ+ citizens? In this chapter, we explore how group empathy as a general disposition may serve as a primary driver of positive attitudes towards the LGBTQ+ community. Over the past two decades, Virginia has invested substantially in STEM education, in part through specialized programs focused on computer science and information technology (CS/IT). This study represents the first effort to identify Virginia’s specialized secondary CS/IT programs and examine them collectively. Findings from the statewide environmental scan indicate that the programs are delivered through a wide variety of institutional structures, including Governor’s STEM Academies, Governor’s Schools, specialty centers, and academies, but most often through Career and Technical Education (CTE) centers. Programs tend to be concentrated in metropolitan areas, and some rural divisions may not be served. The programs provide …

Male sexual assault survivors on college campuses face barriers to disclosure, support, and recovery due to stigma, societal expectations of masculinity, and inadequate institutional resources. This hermeneutic phenomenological study explored the lived experiences of six male survivors of sexual assault enrolled in college, focusing on their perceptions of sexual violence before and after their assault, the psychological burden of disclosure, and their experiences with available support systems. Participants described challenges including rape myths, feelings of isolation, fear of emasculation, and limited access to gender-inclusive resources. Virginia has an incarceration rate of 679 per 100,000 residents, the highest among independent democratic nations. This scoping review examines perspectives on post-secondary STEM education to promote STEM education within Virginia's correctional facilities, assesses programs to improve rehabilitation, reduce recidivism, and address systemic inequalities by developing the scientific potential of incarcerated individuals. The review finds that while STEM education in correctional facilities faces limitations, its potential benefits are being realized nationwide. Virginia has made strides through initiatives like House Bill 2158, which aims to expand higher education access for incarcerated individuals. Examples such as the programs at J. Sargeant Reynolds …

This exploratory study was designed to measure the prevalence and correlates of professional quality of life constructs in a novel population: active-duty Air Force First Sergeants. Given the similarities in duties and stressors that First Sergeants encounter with those of other helping professionals, this study aimed to expand the scope of existing professional quality of life research by applying Stamm’s (2010) professional quality of life framework to cross-sectional survey research with a sample of First Sergeants. This report details 943 responses to the 2025 Nebraska Rural Poll, the 30th annual effort to understand rural Nebraskans’ perceptions. Respondents were asked a series of questions about their confidence in institutions. Trends for some of the questions are examined by comparing data from the 2017 Poll and 2021 Poll to this year’s results. In addition, comparisons are made among different respondent subgroups, that is, comparisons by age, occupation, region, etc. Based on these analyses, some key findings emerged:

Rural Nebraskans are more positive about the current change in their communities this year but are less positive about its future. Starting three years ago, the proportion believing their community changed for the worse was more than the proportion believing it had changed for the better (similar to what occurred in 2003 and 2009). However, last year that trend reversed back to the typical pattern and continued this year. This year, more people believe their community has changed for the better than has changed for the worse. As the largest ethnic population in the United States, Latin* college students are at the center of the completion conversation. Seismic hazards in Thailand are frequently overlooked in disaster management planning, leading to insufficient research and significant economic losses during earthquake events. The 2014 Chiang Rai earthquake exposed critical vulnerabilities in Thailand's building practices due to widespread non-compliance with building codes and limited preparedness. This exposure prompted the development of empirical vulnerability functions using loss data from 15,031 damaged residences. The study analyzed government compensation records, which were standardized using replacement cost metrics. Three distinct models were developed through probabilistic and possibilistic modeling approaches. This report offers the first overview of the “what, where, and when” of AI-related legislation introduced in U.S. state legislatures between 2019 and 2024, analyzing key policy trends, priorities, and equity considerations. Although relatively few bills have been enacted, legislative activity has accelerated, reflecting growing political attention to the promises and risks of AI. This quantitative study examines the impact of adaptive governance measures taken by county governments in Texas on their Gross Domestic Product (GDP). The measures were selected based on their fit to adaptive governance theory. The years from 2013 to 2023 are covered, as they encompass the economic shock caused by the COVID-19 pandemic. The measures included the number of special-purpose districts, publicly available budgets, the urban-rural continuum association, the presence of performance dashboards, audits, FEMA-approved hazard mitigation plans, and the number of county revenue sources. Egypt hosts a significant number of refugees, asylum-seekers, and vulnerable migrants. There are over 9 million migrants of diverse nationalities, including 1.5 million migrants living in a vulnerable situation (JPMR, 2022). As of June 2025, approximately one million registered refugees and asylum-seekers reside in Egypt (UNHCR, 2025). This substantial population faces considerable legal, economic, and social hurdles. Egypt is located at the crossroads of Africa, the Middle East, and Europe, with over 9 million migrants, including around 1.5 million migrants living in vulnerable situations (IOM, 2022) and around 992,000 registered refugees and asylum-seekers from 133 countries (UNHCR, 2025a) according to the latest available data. Public and policy discussions, however, remain shaped by the widespread stereotypes and confusion in distinguishing between migrants and refugees. This can promote exclusion, disinformation, and social tension. Misconceptions can hinder integration, limit access to services, and erode social cohesion in a country navigating economic constraints and adapting to ongoing demographic changes.

Background: The maritime industry, vital for global trade, faces escalating cyber threats in 2025. Critical port infrastructures are increasingly vulnerable due to rapid digitalization and the integration of IT and operational technology (OT) systems. Methods: Using 112 incidents from the Maritime Cyber Attack Database (MCAD, 2020-2025), we developed a novel quantitative risk assessment model based on a Threat-Vulnerability-Impact (T-V-I) framework, calibrated with MITRE ATT&CK techniques and validated against historical incidents. Perpetrators of intimate partner violence are barred by federal law and many states' laws from possessing firearms. While such prohibitions enjoy popular support, they are sporadically and inconsistently enforced, placing the lives of survivors at risk when offenders do not voluntarily comply. Many experts, including this author, have offered legal and policy solutions to increase the likelihood that perpetrators of domestic violence will either willingly relinquish their guns or otherwise be dispossessed of them. But these proposals may have been premature.

Antibiotic resistance (AR) has become a critical global health crisis, threatening the efficacy of antibiotics and increasing healthcare costs, morbidity, and mortality. The One Health approach, which emphasizes the interconnectedness of human, animal, and environmental health, is increasingly recognized as an essential framework for addressing the complex drivers of AR.
