The United States student loan market is shaped by a variety of market failures–credit constraints, positive externalities, behavioral frictions including myopia, debt aversion, and misperception–that together justify government intervention in the market. Yet the design of federal intervention is just as important as its existence. This thesis details the economic theory underpinning the market for student loans, evaluates three historical federal student loan programs (the Perkins Loan Program, the Federal Family Education Loan Program, and the Federal Direct Loan Program) through the lens of that theory. The initiation of the Golden Dome for America program has brought space-based missile defense (SBMD) to the forefront of American national security policy and rekindled debates that had laid dormant since the administration of President Ronald Reagan. How, forty-two years after President Reagan first proposed the Strategic Defense Initiative, did SBMD return as a national priority? Revisionist Political Coalitions, Queering, And The Transmission Of Violence, Tom Y. Inouye

This thesis examines the ways in which violent non-state actors (VNSAs), specifically revisionist political coalitions (RPCs), emerge from a state-centric international system that denies them access to formal avenues of political advocacy, legitimacy, and recognition. Challenging dominant portraits in international security that cast non-state-perpetrated violence as irrational or deviant, I argue that RPCs turn to brutality as a strategic response to exclusion produced by the Westphalian paradigm. Queer theory, particularly the concepts of legibility and strategic disidentification, is central to the reconceptualization of RPCs as “queered” political objects whose existence falls outside the normative boundaries of sovereignty and legitimacy.

This thesis examines how the absence of comprehensive cultural and linguistic competence within U.S. Army doctrine contributed to operational and ethical failures during the wars in Iraq (2003–2011) and Afghanistan (2001–2021). It focuses on the gap between doctrinal recognition of culture and language and the failure to institutionalize these elements as measurable, force-wide competencies. The thesis analyzes doctrinal publications spanning the period from 2001 to 2014 and finds that, while these publications increasingly acknowledged the importance of cultural awareness, language, and local context—particularly in counterinsurgency operations—these elements were not embedded as standardized requirements across training, planning, or evaluation. This study looks at the feasibility of using Small Modular Reactors (SMRs) to provide island microgrids in Southeast Asia and the Pacific with clean, reliable electricity. SMRs are compared to current methods of electricity generation, namely diesel generators, as well as to renewable alternatives. Policymakers will face geopolitical, technical, economic, and domestic political challenges to SMR deployment. This thesis explains how a false link between undocumented immigration and fentanyl becomes widely accepted in the United States. Empirical data show that most fentanyl enters through legal ports of entry and that U.S. citizens account for the majority of those caught transporting it. Why, then, do 41% of Americans attribute overdose deaths to migrants trafficking fentanyl? This project examines how this myth is built, repeated, and sustained, and what policy consequences follow from it.

Using a qualitative single-case study of California, it traces the evolution from SB 71 (2003) to the California Healthy Youth Act (CHYA) (2016) and analyzes how mandates move through a decentralized governance chain. Drawing on a multiple case study design, the research analyzed accreditation-related documents from eight institutions undergoing reaffirmation, including self-study reports, peer review team reports, Commission action letters, and institutional responses. The study was guided by three research questions: (a) What institutional signals of quality are evidenced in self-studies? This thesis examines how China–U.S. relations evolved from a manageable strategic rivalry into a more rigid and increasingly difficult form of competition after the Obama administration’s “Pivot to Asia.” It argues that traditional explanations such as power transition theory alone cannot fully explain the deterioration of the relationship. This thesis examines how California cities can satisfy state housing mandates while systematically under producing affordable housing. Using San Juan Capistrano as a case study, it documents a pattern of selective compliance. That is, a formal planning obligations are met while local governance tools, place-based identity, and discretionary processes that consistently filter housing outcome towards market-rate development and away from lower-income production. The findings suggest that closing California's affordability gap requires enforcement tools capable of reaching beyond formal planning compliance to address the governance mechanisms that shape what actually gets built.

This program evaluation study examines the implementation of the 2025 Shelter From the Rain “Mothers with Mentors” program in Savannah, GA. Utilizing a convergent parallel mixed-methods approach, the study evaluates the program’s acceptability, feasibility, and perceived benefit through the theoretical lenses of the Theory of Planned Behavior (TPB), the Health Belief Model (HBM), and Bonding Social Network (BSN). The analysis incorporates quantitative and qualitative data for participant mentees (n=7) and mentors (n=12), with a specialized paired analysis of five mentor-mentee matches.

Lunch shaming is the practice of penalizing students who cannot afford to pay for their meals, resulting in them being denied food, served alternative meals, or publicly identified. The origins of lunch shaming can be traced to the financial pressures faced by school districts that struggle to balance tight budgets with the mandate to provide free or reduced-price meals to eligible students. I examine how financial education shapes students’ financial knowledge, college financing decisions, and longer-term financial behavior.

The first chapter studies whether taking high school financial education in Kentucky affects students’ college financing decisions using linked administrative records on high school course-taking and postsecondary financial aid. Using school-level financial education course availability as an instrument, the chapter evaluates whether exposure to financial education is associated with differences in student loan borrowing and receipt of need-based aid.

Objective

To provide an updated comprehensive assessment of the Pediatric Otolaryngology workforce in the United States inclusive of compensation, productivity, practice patterns, and on-call burden.

Study Design

Cross-sectional electronic survey.

Methods

A structured electronic survey was developed by members of the American Society of Pediatric Otolaryngology (ASPO) Workforce and Compensation Committee. The survey evaluated six domains: demographics, compensation, workforce dynamics, productivity, on-call burden, and future priorities, and was distributed to all 480 presumedly actively-practicing, domestic ASPO members.

This paper will evaluate how security governance contributes to both the development of democracy and the establishment of stable institutions within newly independent post-colonial states in Africa. Security governance is examined here as it relates to the long-term influence of colonial legacy, military presence, and the politicization of the security services. The authors have based their analysis of this issue on qualitative data gathered from Nigeria, Ghana, South Africa, Democratic Republic of Congo, and Kenya.
