Transgender and gender non-binary (TGNB) individuals face discrimination in healthcare settings and barriers to healthcare access, resulting in health disparities. These inequities are compounded by the intersection of lower socioeconomic status and geography. To understand the differences in how states provide healthcare to TGNB individuals in poverty, we ask: What are state Medicaid programs offering TGNB residents, and how can coverage be more equitable across jurisdictions? To answer these questions, we examine medical services covered by 15 diverse Medicaid programs and compare them to the services recommended by the World Professional Association for Transgender Health (WPATH). The recent U.S. Supreme Court ruling in Bostock v. Clayton County is a landmark piece of case law that offers fundamental rights to LGBT persons. This essay reflects on how this case arrived at the Supreme Court and its implications for theory and praxis. The overall conclusion is that cautious optimism is warranted.

The energy-water nexus describes the requirement of water-for-energy and energy-for-water. The consumption of water in the production and generation of energy resources is also deemed virtual water. Pairing the virtual water estimates for energy with international trade data creates a virtual water trade network, facilitating analysis of global water resources management. In this database, we identify the virtual water footprints for the trade of eleven different energy commodities including fossil fuels, biomass, and electricity. Despite attention given to the increasing diversity in higher education, greater barriers to college access and degree attainment exist for many minoritized groups in comparison to dominant groups. Research illustrates that campus climate for diversity, a systemic concept, plays a critical role in the success of minoritized groups. Additionally, institutional accreditation is a critical process, and it may be a catalyst for systemic change. However, there is little research on the relationship between the regional accreditation process and institutional change, with even less research on the impact of accreditation on campus climate for diversity.

Attitudes toward sexuality among Chinese youth have become more liberal in recent generations, but sex education remains controversial and limited. Due to the lack of awareness of sexual risks, many Chinese youth engage in unprotected sexual activities resulting in unintended pregnancy, abortions, and STIs. Therefore, understanding successful pathways and unique challenges are crucial to develop adequate sex education for youth’s sexual health in China. The current study used semi-structured in-depth interviews and investigated 28 Chinese youths’ experiences of sex education and sexual health. This report describes results from an annual study of Oregon adult foster homes (AFH). Data contained in this report include home and owner characteristics; monthly charges and payment sources; and resident characteristics, personal and health-related needs. The study’s purpose was to collect and report data that can inform and advise policymakers, state and county agency staff, aging advocates and AFH owners about the status of AFHs in Oregon. These data were collected between December 2020 and February 2021. This report constitutes the first year during the COVID-19 pandemic that these annual data were collected.

The Western Indian Ocean (WIO) is comprised of productive and highly diverse marine ecosystems that are rich sources of food security, livelihoods, and natural wonder. The ecological services that species provide are vital to the productivity of these ecosystems and healthy biodiversity is essential for the continued support of economies and local users. Background: In March 2019 the Georgia legislature passed HB 481 described as a “heartbeat bill”, prohibiting abortion at around six weeks gestation. Given the prevalence of anti-abortion legislation and the public health implications of abortion restrictions, we sought to understand how Georgia legislators made decisions on this early abortion ban legislation.

Methods: We conducted in-depth interviews with nine legislators from the Georgia House of Representatives who participated in the 2019 legislative session. In-depth interviews were conducted in-person and over the phone. Interview recordings were transcribed verbatim and inductive codes identified. Health literacy is an essential to respond proactively to pandemic situations like Covid-19. It helps the general public to reduce the spread of infectious diseases, prevent from over-reactions, reduce carelessness, adopt health protective behavior. The purpose of this research was to examine the impact of health literacy on fear of Covid-19, protective behavior, and conspiracy beliefs of university students in Pakistan. A cross-sectional survey using an online questionnaire was conducted at two public sector universities in Punjab with permission. การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาแนวทางการบริหารจัดการศึกษาภายในสำนักวิชาพยาบาลศาสตร์ สถาบันการพยาบาลศรีสวรินทิรา สภากาชาดไทย และเพื่อศึกษาผลที่เกิดขึ้นภายหลังการบริหารจัดการศึกษาของสำนักวิชาพยาบาลศาสตร์ ภายใต้สถานการณ์การแพร่ระบาดของเชื้อไวรัวโควิด-19 ในการศึกษาวิจัยครั้งนี้เป็นการดำเนินงานวิจัยเชิงคุณภาพ โดยเก็บรวบรวมข้อมูลจากเอกสารและการสัมภาษณ์เชิงลึก (In-depth Interview) ผลการศึกษาพบว่า สถานการณ์การแพร่ระบาดของเชื้อไวรัสโควิด-19 ที่เกิดขึ้น มีผลกระทบต่อการบริหารจัดการศึกษาหลักสูตรพยาบาลศาสตร์ของสำนักวิชาพยาบาลศาสตร์ ส่งผลให้ 1) สำนักวิชาพยาบาลศาสตร์มีการปรับแนวทางการบริหารจัดการเรียนการสอนจากการเรียนในห้องเรียนจริงเป็นรูปแบบออนไลน์ทั้งหมดในระยะแรกของการแพร่ระบาด ซึ่งสามารถตอบรับการสถานการณ์ได้เหมาะสมในรายวิชาทฤษฎี แต่มีข้อจำกัดในรายวิชาปฏิบัติ 2) เกิดการปรับตัวของอาจารย์ นักศึกษา บุคลากรและผู้เกี่ยวข้องต่อรูปแบบการบริการจัดการศึกษารูปแบบใหม่และสถานการณ์ที่เกิดขึ้น ส่วนใหญ่สามารถปรับตัวได้ มีนักศึกษาบางกลุ่มที่รู้สึกพอใจกับการเรียนในห้องเรียนจริงมากกว่า 3) มีการนำเทคโนโลยีสารสนเทศและการสอนที่ทันสมัยมาใช้ในการจัดการเรียนการสอนเต็มรูปแบบ พบข้อจำกัดคือยังไม่สามารถจัดสรรทรัพยากรให้เพียงพอต่อความต้องการได้ และได้มีการแก้ไขโดยการให้ผู้ที่ไม่มีอุปกรณ์มาใช้งานในสถาบัน 4) มีการปรับเปลี่ยนวิธีการวัดและประเมินผลการศึกษาให้เหมาะสมกับรูปแบบการจัดการเรียนการสอน คณะผู้สอนมีอิสระในการกำหนดการวัดและประเมินผลการศึกษาให้เหมาะสมกับการเรียนการสอนรูปแบบใหม่ภายใต้บริบทของรายวิชาและหลักสูตร 5) ผู้บริหารร่วมกับอาจารย์มีการวางแผนจัดการบริหารความเสี่ยงด้านต่าง ๆ ไว้ล่วงหน้าและปรับแก้ตามสถานการณ์ได้

การรับรู้ของผู้ที่กำลังเข้าสู่วัยผู้สูงอายุเกี่ยวกับการคำนวณและขอรับเบี้ยยังชีพผู้สูงอายุ: กรณีศึกษา เทศบาลนครรังสิต, เจริญรัตน์ แท่นทอง

ประเทศไทยก้าวเข้าสู่สังคมสูงอายุโดยสมบูรณ์ โดยมติคณะรัฐมนตรี ได้ประกาศให้ประเด็นเรื่องสังคมสูงอายุเป็นระเบียบวาระแห่งชาติ ซึ่งประเทศไทยได้เตรียมความพร้อมในเรื่องการจัดสรรสวัสดิการให้กับผู้สูงอายุคือเบี้ยยังชีพผู้สูงอายุ การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาการรับรู้ของผู้ที่กำลังเข้าสู่วัยผู้สูงอายุเกี่ยวกับการคำนวณวันที่ยื่นลงทะเบียน วันที่ได้รับเบี้ยยังชีพผู้สูงอายุ (2) เพื่อศึกษาการรับรู้ของผู้ที่กำลังเข้าสู่วัยผู้สูงอายุเกี่ยวกับกระบวนการและขั้นตอนในการขอรับเบี้ยยังชีพผู้สูงอายุ ในบริบทของงานวิจัยนี้ผู้ให้ข้อมูล คือประชากรไทยที่มีอายุตั้งแต่ 55 - 58 ปี มีคุณสมบัติที่จะได้รับเบี้ยยังชีพผู้สูงอายุตามระเบียบว่าด้วยหลักเกณฑ์การจ่ายเงินเบี้ยยังชีพผู้สูงอายุของกระทรวงมหาดไทย จำนวน 15 คน และเจ้าหน้าที่ที่เกี่ยวข้องกับการให้บริการรับยื่นลงทะเบียนขอรับเบี้ยยังชีพผู้สูงอายุในเขตเทศบาลนครรังสิต จำนวน 1 คน ผลการสัมภาษณ์จากผู้ให้ข้อมูลสำคัญทั้งหมด เมื่อนำมาเปรียบเทียบกับมาตรา 16 แห่งประมวลกฎหมายแพ่งและพาณิชย์ ระเบียบกระทรวงมหาดไทยว่าด้วยหลักเกณฑ์การจ่ายเงินเบี้ยยังชีพผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่น พ.ศ. 2552 และแก้ไขเพิ่มเติม และแนวปฏิบัติที่กระทรวงมหาดไทยมีหนังสือแจ้งเวียนไปยังผู้ว่าราชการจังหวัดทั่วประเทศ เพื่อวิเคราะห์ว่าการรับรู้ของผู้ให้ข้อมูลสำคัญสอดคล้องกับระเบียบและหลักเกณฑ์ที่รัฐกำหนดหรือไม่อย่างไร โดยในภาพรวมพบว่า ผู้ที่กำลังเข้าสู่วัยผู้สูงอายุมีการรับรู้พื้นฐานที่ดีเกี่ยวกับสถานที่ยื่นลงทะเบียนขอรับเบี้ยยังชีพ ช่องทางการรับรู้ข่าวสารการประชาสัมพันธ์ และความหมายของเบี้ยยังชีพผู้สูงอายุ แต่ยังขาดการรับรู้ความเข้าใจในรายละเอียดสำคัญ ๆ ที่จะทำให้ยื่นตรงเวลา ได้รับสิทธิ์ตามที่ควรจะเป็น

การวิจัยครั้งนี้เป็นการวิจัยแบบผสมผสานทั้งเชิงปริมาณและเชิงคุณภาพ โดยมีวัตถุประสงค์ 2 ประการ คือ 1) เพื่อศึกษาปัจจัยที่ส่งผลต่อการเข้ารับบริการรักษาพยาบาลของผู้ป่วยทั่วไปในโรงพยาบาลส่งเสริมสุขภาพตำบลบ้านห้วยท่าช้าง อำเภอเขาย้อย จังหวัดเพชรบุรี 2) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะ ในการพัฒนาการบริการรักษาพยาบาลในโรงพยาบาลส่งเสริมสุขภาพตำบลบ้านห้วยท่าช้าง อำเภอเขาย้อย จังหวัดเพชรบุรี ผลการวิจัยพบว่า 1) ปัจจัยส่วนบุคคลที่ส่งผลต่อการเข้ารับบริการรักษาพยาบาลของผู้ป่วยทั่วไป ได้แก่ อายุ 2) ปัจจัยด้านความสามารถในการเข้าถึงบริการที่ส่งผลต่อการเข้ารับบริการรักษาพยาบาลของผู้ป่วยทั่วไป ได้แก่ สิทธิการรักษาพยาบาล 3) ความเห็นของผู้ป่วยทั่วไปที่มีต่อคุณภาพการให้บริการ ประกอบด้วย 4 ด้าน โดยผลการศึกษา พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านบุคลากร รองลงมา คือ ด้านขั้นตอนกระบวนการให้บริการ ด้านความสัมพันธ์ของเจ้าหน้าที่ รพ.สต. กับประชาชนในตำบล และด้านความพร้อมของสถานที่ อุปกรณ์การแพทย์ตามลำดับ ทั้งนี้ เพื่อยกระดับขีดความสามารถในการให้บริการรักษาพยาบาล รพ.สต. บ้านห้วยท่าช้าง ควรจัดหาบุคลากรเพิ่มในรูปแบบของอาสาสมัครควรแสวงหาแหล่งงบประมาณสนับสนุนจากภายนอก รวมถึงสื่อสารข้อมูลต่าง ๆ ผ่านช่องทางโซเชียลมีเดีย และมีการรับฟังความคิดเห็นของประชาชน

งานวิจัยเชิงคุณภาพในครั้งนี้มีวัตถุประสงค์เพื่อวิเคราะห์ปัญหาระบบการรับเรื่องร้องเรียน/ร้องทุกข์ของศูนย์ดำรงธรรมอำเภอพระนครศรีอยุธยา จังหวัดพระนครศรีอยุธยา เพื่อนำไปสู่การพัฒนาประสิทธิภาพระบบการรับเรื่องร้องเรียน/ร้องทุกข์ของหน่วยงานดังกล่าวต่อไป ทั้งนี้ผู้วิจัยเลือกใช้เทคนิคการสัมภาษณ์เชิงลึก (In-depth Interview) เพื่อเก็บรวบรวมข้อมูลจากผู้ให้ข้อมูลสำคัญ ซึ่งประกอบด้วย ผู้บริหาร ผู้ปฏิบัติงานที่เกี่ยวข้องกับการดำเนินการรับเรื่องร้องเรียน/ร้องทุกข์ของศูนย์ดำรงธรรมอำเภอพระนครศรีอยุธยา(ได้แก่ นายอำเภอพระนครศรีอยุธยา, ปลัดอาวุโสอำเภอพระนครศรีอยุธยา, ปลัดอำเภอพระนครศรีอยุธยา, พนักงานราชการผู้ปฏิบัติงานศูนย์ดำรงธรรมอำเภอพระนครศรีอยุธยา, และข้าราชการผู้ปฏิบัติงานศูนย์ดำรงธรรมจังหวัดพระนครศรีอยุธยา) รวมถึงประชาชนผู้ที่เคยใช้บริการศูนย์ดำรงธรรมอำเภอพระนครศรีอยุธยา เมื่อพิจารณาถึงผลการศึกษาเกี่ยวกับสภาพปัญหาระบบการรับเรื่องร้องเรียน/ร้องทุกข์ของศูนย์ดำรงธรรมอำเภอพระนครศรีอยุธยานั้น การศึกษาครั้งนี้พบว่าเจ้าหน้าที่ที่ปฏิบัติงานประจำศูนย์มีจำนวนไม่เพียงพอ เจ้าหน้าที่ยังขาดความเชี่ยวชาญและทักษะการแก้ไขปัญหาเรื่องร้องเรียน/ร้องทุกข์ รวมทั้งขาดผู้เชี่ยวชาญในแต่ละด้าน อีกทั้งพบว่าวัสดุอุปกรณ์งบประมาณยังไม่เพียงพอต่อการดำเนินงาน และลักษณะห้องดำเนินงานของศูนย์ยังไม่มีความเหมาะสมเท่าที่ควร ในขณะเดียวกันก็พบว่านโยบาย ระเบียบ และข้อกฎหมายที่เกี่ยวข้องกับการดำเนินงานของศูนย์ยังไม่สามารถตอบสนองหรือเอื้ออำนวยให้การปฏิบัติหน้าที่ดำเนินไปอย่างมีประสิทธิภาพ เพราะฉะนั้นแนวทางการพัฒนาประสิทธิภาพระบบการรับเรื่องร้องเรียน/ร้องทุกข์ของศูนย์จึงประกอบด้วย 1) การพัฒนาและปรับปรุงระเบียบข้อกฎหมายที่เกี่ยวข้องกับการดำเนินงานของศูนย์ดำรงธรรมให้มีประสิทธิภาพมากขึ้น 2) การปรับลดขั้นตอนการดำเนินงานให้มีความสะดวกรวดเร็ว 3) การจัดสรรงบประมาณ บุคลากร และวัสดุอุปกรณ์ให้เพียงพอต่อการดำเนินงาน 4) การพัฒนาบุคลากรให้มีประสิทธิภาพและส่งเสริมให้มีการคิดค้นและพัฒนานวัตกรรมเพื่อนำไปสู่การพัฒนาและส่งเสริมให้ศูนย์ดำรงธรรมอำเภอทุกแห่งเป็นการให้บริการแบบ One stop service และสามารถตอบสนองต่อความต้องการของประชาชนได้อย่างแท้จริง

“ตู้แดง” ถือเป็นเครื่องมือช่วยสำคัญของเจ้าหน้าที่สายตรวจเพื่อใช้ในการดำเนินงานเพื่อป้องกันปัญหาอาชญากรรมตั้งแต่ในอดีตจนถึงปัจจุบัน หน้าที่หลักคือการวางจุดตรวจตู้แดงบริเวณพื้นที่เสี่ยงและสถานที่สำคัญต่างๆ เพื่อลดการเกิดอาชญากรรม ทั้งนี้หน่วยงานต่างๆ ได้มีความพยายาม ในการพัฒนาขีดความสามารถของตู้แดงและระบบที่เกี่ยวข้องอยู่ตลอดเวลาเพื่อให้เข้ากับสภาพแวดล้อมทางสังคมในยุคต่างๆ ด้วยเหตุนี้ “ระบบตู้แดงรหัสคิวอาร์” (Red Box QR Code) จึงได้รับการพัฒนาขึ้นในปัจจุบัน ทั้งนี้สถานีตำรวจนครบาลห้วยขวางถือเป็นสถานีตำรวจนำร่องตัวอย่างที่มีการใช้งานระบบ ตู้แดงรหัสคิวอาร์มาตั้งแต่ช่วงปี พ.ศ. 2561 เป็นต้นมา การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ คือ 1.) เพื่อศึกษาถึงลักษณะความเหมือนและ ความแตกต่างของตู้แดงแบบปกติในอดีตกับตู้แดงรหัสคิวอาร์ในปัจจุบัน 2.) เพื่อศึกษาถึงผลกระทบและประโยชน์ของระบบตู้แดงรหัสคิวอาร์ที่มีต่อประสิทธิภาพในการดำเนินงานเพื่อป้องกันอาชญากรรมของเจ้าหน้าที่สายตรวจในเขตพื้นที่สถานีตำรวจนครบาลห้วยขวาง ผลการวิจัยพบว่า “ระบบตู้แดงรหัสคิวอาร์” สามารถช่วยเพิ่มประสิทธิภาพในการดำเนินงานของเจ้าหน้าที่สายตรวจจากสถานีตำรวจนครบาลห้วยขวางได้ดีกว่าการใช้งานตู้แดงในอดีต โดยเฉพาะด้านความพึงพอใจของเจ้าหน้าที่สายตรวจในการใช้งานระบบตู้แดงรหัสคิวอาร์ อย่างไรก็ตามควรมีการศึกษาถึงระบบอื่นๆ เพิ่มเติม เพื่อให้ทุกระบบสามารถทำงานร่วมกันและช่วยในการวิเคราะห์ข้อมูลต่างๆ เพื่อนำมาใช้ในการวางแผนเพื่อแก้ไขปัญหาอาชญากรรมให้มีประสิทธิภาพและประสบผลสำเร็จมากยิ่งขึ้น

การพัฒนาสมรรถนะการทำงาน เป็นการเพิ่มประสิทธิภาพและประสิทธิผลในการปฏิบัติงาน ให้บุคคลากรพร้อมต่อการเข้าสู่ตำแหน่งในอนาคต และปฏิบัติงานได้บรรลุผลตามเป้าประสงค์ขององค์การ การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาแนวทางในการพัฒนากรอบสมรรถนะพยาบาลหัวหน้าหอผู้ป่วย โรงพยาบาลจุฬาภรณ์ ราชวิทยาลัยจุฬาภรณ์ (2) เพื่อศึกษาการพัฒนาบุคลากรเข้าสู่ตำแหน่ง และช่องว่างขีดความสามารถ (Competency gap) ที่พยาบาลหัวหน้าเวร และพยาบาลวิชาชีพควรพัฒนาเพื่อขึ้นสู่ตำแหน่งพยาบาลหัวหน้าหอผู้ป่วยวิกฤต ในบริบทของงานวิจัยนี้ ผู้ให้ข้อมูลคือพยายาบาลหอผู้ป่วยวิกฤต โรงพยาบาลจุฬาภรณ์ ราชวิทยาลัยจุฬาภรณ์ จำนวน 9 คน ได้แก่ หัวหน้าหอผู้ป่วยวิกฤต จำนวน 1 ราย หัวหน้าเวร จำนวน 6 ราย และพยาบาลวิชาชีพ จำนวน 2 ราย โดยเป็นการวิจัยเชิงคุณภาพ เก็บข้อมูลจากการค้นคว้าเอกสาร และการสัมภาษณ์เชิงลึกโดยการเลือกกลุ่มผู้ให้ข้อมูลแบบเจาะจง ผลการศึกษาพบว่า โดยภาพรวมแล้วพยาบาลหัวหน้าเวรและพยาบาลวิชาชีพทั้ง 9 คน มีความพร้อมที่จะขึ้นสู่ตำแหน่งหัวหน้าหอผู้ป่วยวิกฤต โดยได้รับสมรรถนะทั้ง 5 หมวด อยู่ในระดับผู้เชี่ยวชาญ (Expert) แต่ยังมีรายละเอียดบางประการที่ต้องมีการพัฒนาเพิ่มเติม ได้แก่ สมรรถนะด้านการวิจัยและการสื่อสารกับผู้ร่วมงานและสหวิชาชีพในการปฏิบัติงานร่วมกันให้เป็นไปตามหลักการเพื่อการให้บริการทางการพยาบาลเป็นไปตามหลักวิธีที่ถูกต้อง นอกจากนี้ยังพบข้อเสนอแนะ การพัฒนาระดับบุคลากรควรมีการพัฒนาเกณฑ์ด้านสมรรถนะในการเข้าสู่ตำแหน่งเพิ่มขึ้น อาทิ ด้านการบริหารจัดการ และการพัฒนาระดับโรงพยาบาลให้มีความสามารถของหอผู้ป่วยวิกฤตที่สอดคล้องต่อบริบทความต้องการของพื้นที่ เป็นต้น

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ ประกอบด้วย 1) เพื่อศึกษาบทบาทและโครงสร้างองค์การของกรมศุลกากรและศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล 2) เพื่อวิเคราะห์ปัญหาและอุปสรรคการปฏิบัติงานของกรมศุลกากรด้านการป้องกันและปราบปรามการลักลอบหนีศุลกากรทางทะเล ภายใต้ศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล 3) เพื่อหาข้อเสนอแนะในการเพิ่มประสิทธิภาพการปฏิบัติงานด้านการป้องกันและปราบปรามการลักลอบหนีศุลกากรทางทะเลของกรมศุลกากร ภายใต้ศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล โดยเป็นการวิจัยเชิงคุณภาพ ทำการเก็บข้อมูลจากการค้นคว้าเอกสารและสัมภาษณ์เชิงลึกจากกลุ่มผู้ให้ข้อมูลหลัก 8 คน ซึ่งครอบคลุมข้าราชการกรมศุลกากรและเจ้าหน้าที่จากศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล ผลการศึกษา พบว่า กรมศุลกากรมีบทบาทในฐานะหน่วยงานหลักภายใต้ศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล โดยมีกองสืบสวนและปราบปรามที่ทำหน้าที่ในด้านการป้องกันและปราบปรามการลักลอบหนีศุลกากรทางทะเล โดยปฏิบัติงานร่วมกับศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเลเป็นหลัก ในด้านโครงสร้างองค์การนั้นกรมศุลกากรมีบทบาทในฐานะสำนักปฏิบัติการ 4 ที่มุ่งเน้นภารกิจด้านการป้องกันและปราบปรามการลักลอบหนีศุลกากรทางทะเลในรูปแบบของการบูรณาการ และได้มีการจัดทำแผนเผชิญเหตุ กรณีการลักลอบขนส่งอาวุธที่มีอานุภาพทำลายล้างสูงทางทะเล เพื่อเป็นแนวทางปฏิบัติในการบูรณาการร่วมกันระหว่างทั้งหน่วยงานภายในศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเลและหน่วยงานอื่นที่เกี่ยวข้อง ทั้งในระดับภาวะปกติจนถึงภาวะที่ไม่ปกติที่อาจส่งผลต่อความเสียหายของประเทศอย่างร้ายแรง ทั้งนี้ ในด้านการปฏิบัติงานนั้น พบข้อจำกัดและอุปสรรคที่สำคัญคือ การขาดแคลนเรือตรวจการณ์ สถานที่จอดเรือ และระบบเทคโนโลยีในการติดตามเรือ ที่มีความเหมาะสมในการปฏิบัติงานในบางพื้นที่ รวมทั้งจำนวนบุคลากรที่ไม่สอดคล้องกับปริมาณงาน และวัฒนธรรมในการบูรณาการร่วมกันที่ควรมีการพัฒนาในรูปแบบการยึดผลงานและบทบาทการมีส่วนร่วมของผู้นำองค์การอันจะนำมาสู่การเพิ่มประสิทธิภาพในการปฏิบัติงานแบบบูรณาการมากยิ่งขึ้น

In this thesis, I provide a historical background and conceptual analysis of how we arrived at our current educational policy landscape. By tracing educational policy and practice through the 20th century, I offer a critical perspective on contemporary educational policy and practice. Specifically, I assess how corporate culture and corporate ideology influenced contemporary educational policy. Additionally, I explore alternatives and possible recommendations for reforming education in both policy and practice through preservice teacher education and funding for public schools.

The present study shows that the protection of civilians (POC) tasks implemented in multiple United Nations (UN) peace operations have not always been executed as intended and, as a result, are accompanied by a number of dysfunctions. Among these dysfunctions are inadequate community engagement, peacekeeper misconduct stemming from the lack of proper training mechanisms, and lack of resources. In consideration of these issues, UN peace operations would profoundly benefit from enhancements offering plausible and beneficial change to the field. There is a long-standing assumption in feminist international relations theory that women are more peace-oriented than men, and that, therefore, if more women were put in positions of power, there would be less war. This paper explores whether this assumption holds true in the United States federal legislature by examining the voting and congressional records of women in Congress over time, in both the Republican and Democratic parties, and comparing them to the records of male members of Congress to determine whether women exhibit a significantly different legislative approach to war.

Over the past twenty years, Thailand’s rice farmers have become one of the country’s most important and active political constituencies, a sharp contrast from the previous decades wherein they were treated with neglect or even derision by the Thai political elite. These “political peasants” now actively advocate for and successfully receive extensive subsidies from both authoritarian and democratic governments. What has driven this change?
