การศึกษานี้เป็นการศึกษาเกี่ยวกับการประเมินประสิทธิภาพระบบบริการข้อมูลศาลยุติธรรม (CIOS) ผ่านความคิดเห็นของทนายความผู้ใช้ระบบบริการข้อมูลศาลยุติธรรมออนไลน์ โดยมีวัตถุประสงค์ เพื่อสำรวจความคิดเห็นของทนายความที่มีต่อการปรับใช้งานระบบบริการข้อมูลคดีศาลยุติธรรม ของสำนักงานศาลยุติธรรม อีกทั้งเพื่อวิเคราะห์ปัจจัยที่ส่งผลต่อความคิดเห็นการปรับใช้งานระบบบริการข้อมูลคดีศาลยุติธรรมของสำนักงานศาลยุติธรรม และเพื่อจัดทำข้อเสนอแนะแนวทางการปรับปรุง ระบบบริการข้อมูลคดีศาลยุติธรรม โดยมีกลุ่มตัวอย่างคือทนายความที่มีสำนักงานตั้งอยู่ภายในพื้นที่จังหวัดอ่างทองจำนวน 20 คน ซึ่งในการเก็บข้อมูลนั้น แบ่งออกเป็นสองส่วนได้แก่การเก็บแบบสอบถามปลายปิดและทำการสัมภาษณ์เชิงลึก โดยนำผลการเก็บแบบสอบถามมาวิเคราะห์โดยใช้การวิเคราะห์ความแปรปรวน(one way anova) หรือ F-test และในส่วนของการสัมภาษณ์นั้นจะใช้การวิเคราะห์เชิงเนื้อหา (Content Analysis) โดยผลสรุปจากการวิเคราะห์ข้อมูลทั้งสองแบบนั้นแสดงได้ว่าทนายความส่วนใหญ่มีความคิดว่าระบบบริการข้อมูลคดีศาลยุติธรรมนั้นสามารถตอบโจทย์การใช้งานได้ในระดับดี แต่ทั้งนี้ยังคงมีข้อเสนอแนะเพิ่มเติมในเรื่องความปลอดภัยในการใช้งานระบบและการให้ข้อมูลการใช้งานของเจ้าหน้าที่ และมีความคิดเห็นบ้างส่วนแสดงให้เห็นว่าระบบนี้นั้นเหมาะกับงานคดีบ้างประเภทเท่านั้น ยังไม่ครอบคลุมในการให้บริการในทุกรูปแบบคดี

งานวิจัยนี้มุ่งตอบคำถามที่ว่า กระบวนการปรึกษาหารือของสมาชิกสภาผู้แทนราษฎรเป็นช่องทางที่มีประสิทธิภาพในการตอบสนองความต้องการและความเดือดร้อนของประชาชนจริงหรือไม่ โดยใช้แนวคิดวงจรนโยบาย (Policy Cycle) ของ Thomas R. Dye และใช้ระเบียบวิธีวิจัยเชิงปริมาณ โดยการสุ่มกลุ่มตัวอย่างข้อปรึกษาหารือของสมาชิกสภาผู้แทนราษฎรที่ส่งมาให้นายกรัฐมนตรีพิจารณาในช่วงปี พ.ศ. 2562 ถึง พ.ศ. 2564 จำนวน 249 เรื่อง จากจำนวนทั้งหมด 658 เรื่อง แล้วบันทึกลักษณะต่าง ๆ ของข้อปรึกษาหารือ แต่ละเรื่องลงในแบบสำรวจ ด้วยการวิเคราะห์เนื้อหา (Content Analysis) โดยเก็บข้อมูลจากฐานข้อมูลของกองประสานงานการเมือง สำนักเลขาธิการนายกรัฐมนตรี งานวิจัยพบว่า กระบวนการดำเนินการตอบสนองข้อปรึกษาหารือมิได้นำไปสู่การกำหนดนโยบายเพื่อดำเนินการแก้ไขหรือตอบสนองความต้องการของประชาชน ถึงแม้ว่าจะมีการรายงานสรุปผลการดำเนินการจากหน่วยงานภาครัฐที่เกี่ยวข้องก็ตาม โดยมีข้อปรึกษาหารือจำนวนเพียง 5 เรื่องเท่านั้น คิดเป็นเพียงร้อยละ 2.01 ที่วาระนโยบายได้เข้าสู่ขั้นตอนการกำหนดนโยบาย และเข้าสู่การนำนโยบายไปปฏิบัติ โดยได้รับการจัดสรรงบประมาณเพื่อแก้ไขปัญหา และเกิดผลลลัพธ์เชิงบวกอย่างเป็นรูปธรรมต่อพื้นที่ นอกจากนี้ มีข้อปรึกษาหารือจำนวนเพียง 4 เรื่อง คิดเป็นร้อยละ 1.61 ที่ได้เข้าสู่ขั้นตอนการนำนโยบายไปปฏิบัติโดยได้มีการบูรณาการความร่วมมือระหว่างหน่วยงานภาครัฐและเกิดผลลัพธ์เชิงบวกอย่างเป็นรูปธรรม ซึ่งสะท้อนให้เห็นว่ากระบวนการปรึกษาหารือของสมาชิกสภาผู้แทนราษฎรเป็นช่องทางที่ไม่มีประสิทธิภาพในการตอบสนองความต้องการและความเดือดร้อนของประชาชน ทั้งนี้ ผู้วิจัยมีข้อเสนอแนะว่าประชาชนควรใช้ช่องทางอื่น ๆ ที่กำหนดในรัฐธรรมนูญในการสะท้อนปัญหาหรือความต้องการมากกว่าจะให้สมาชิกสภาผู้แทนราษฎรสะท้อนความต้องการเหล่านั้นผ่านข้อปรึกษาหารือต่อรัฐสภา

งานวิจัยครั้งนี้มีวัตถุประสงค์ ดังนี้ (1) เพื่อศึกษาลักษณะและรูปแบบการมีส่วนร่วมของประชาชนในชุมชนกุฎีจีนเพื่อการพัฒนาชุมชนให้เป็นแหล่งท่องเที่ยวเชิงวัฒนธรรม (2) เพื่อศึกษาปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชนในชุมชนกุฎีจีน และ (3) เพื่อเสนอแนะแนวทางในการส่งเสริมให้ประชาชนในชุมชนกุฎีจีนให้มีความสนใจที่จะเข้ามามีส่วนร่วมในการพัฒนาชุมชนกุฎีจีนให้เป็นแหล่งท่องเที่ยวเชิงวัฒนธรรม โดยได้ทำการสัมภาษณ์เชิงลึกผู้ที่มีส่วนเกี่ยวข้อง จำนวน 15 คน ผลการวิจัย สรุปได้ ดังนี้ 1. กระบวนการมีส่วนร่วมของประชาชนในการพัฒนาแหล่งท่องเที่ยวเชิงวัฒนธรรมชุมชนกุฎีจีน พบว่า โครงการที่จัดทำขึ้นไม่ตรงตามความต้องการที่แท้จริงของประชาชน ขาดการสำรวจความต้องการของประชาชนในชุมชน มีรายละเอียดโครงการและวัตถุประสงค์ของโครงการที่ไม่ชัดเจน ด้านระดับการมีส่วนของประชาชน พบว่า ภาครัฐเปิดโอกาสให้ประชาชนในชุมชนกุฎีจีนเข้ามามีส่วนร่วม อยู่ในระดับของการให้ข้อมูลข่าวสารแก่ประชาชนในพื้นที่ และระดับรับฟังความคิดเห็น 2. ปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชนในชุมชนกุฎีจีน ประกอบด้วย 5 ปัจจัย ดังนี้ (1) ปัจจัยผลักดันจากบุคคลอื่นโดยเฉพาะผู้นำ เป็นปัจจัยที่มีผลมากที่สุด (2) ปัจจัยด้านเศรษฐกิจ (ฐานะการเงินและครอบครัว) พบว่า หากประชาชนกลุ่มใดที่มีฐานะค่อนข้างยากจน จะทำให้ไม่มีเวลาว่างที่จะเข้ามามีส่วนร่วมในการพัฒนาชุมชน (3) ปัจจัยภายในตัวบุคคล พบว่า การที่ประชาชนจะเข้ามามีส่วนร่วมส่วนใหญ่เกิดจากความรักความผูกพันในชุมชน (4) ปัจจัยด้านสภาพแวดล้อมชุมชน พบว่า ผู้คนต่างถิ่นอพยพเข้าอยู่อาศัยในชุมชนเข้ามามีส่วนร่วมน้อย (5) ปัจจัยด้านนโยบายภาครัฐ พบว่า มีการกำหนดนโยบายในการพัฒนาจากบนลงล่าง (Top Down) แนวทางการมีส่วนร่วมของประชาชนในการพัฒนาแหล่งท่องเที่ยวเชิงวัฒนธรรม มีดังนี้ (1) กำหนดนโยบายในการพัฒนาพื้นที่ชุมชนกุฎีจีนจากล่างขึ้นบน (Bottom up) (2) จัดตั้งคณะกรรมการขับเคลื่อนการท่องเที่ยวชุมชนกุฎีจีน (3) นโยบายของภาครัฐจะต้องมีความต่อเนื่อง (4) ปลูกฝังให้ประชาชนเห็นถึงความสำคัญของการพัฒนาชุมชน (5) จัดให้มีศูนย์ข้อมูลและแหล่งเรียนรู้ของชุมชน (6) จัดโครงข่ายการท่องเที่ยวชุมชนกุฎีจีน

การศึกษาวิจัยนี้เป็นงานวิจัยเชิงคุณภาพมีวัตถุประสงค์เพื่อศึกษาปัญหาและอุปสรรคที่ส่งผลต่อการปฏิบัติงานของเจ้าหน้าที่กรมสรรพากรในการนำผู้ประกอบการพาณิชย์อิเล็กทรอนิกส์เข้าสู่ระบบภาษีเงินได้บุคคลธรรมดา ผู้วิจัยได้ศึกษาข้อมูลเบื้องต้นและสัมภาษณ์เจ้าหน้าที่กรมสรรพากรที่เกี่ยวข้องกับการสำรวจและติดตามผู้ประกอบการนอกระบบและผู้ประกอบการพาณิชย์อิเล็กทรอนิกส์ รวมทั้งถอดบทเรียนจากแนวทางการนำผู้ประกอบการพาณิชย์เข้าสู่ระบบของประเทศเกาหลีใต้และประเทศญี่ปุ่น ผลการศึกษาสามารถสรุปประเด็นปัญหาและข้อเสนอแนะ ได้แก่ 1) ปัญหาด้านการบูรณาการข้อมูลระหว่างภาครัฐและภาคเอกชน หน่วยงานภาครัฐควรสร้างความชัดเจนหรือเป้าหมายในการบูรณาการข้อมูล และจัดตั้งคณะกรรมการกำกับดูแลฐานข้อมูลดิจิทัล 2) ปัญหาด้านกฎหมายควรพัฒนากฎหมายให้ทันสมัย ยกเลิกกฎหมายและระเบียบที่สร้างความล่าช้า รวมทั้งพัฒนากฎหมายให้รองรับกับการเปลี่ยนแปลงทางเทคโนโลยีและนวัตกรรม และ 3) ปัญหาด้านเทคโนโลยีและนวัตกรรม หน่วยงานภาครัฐควรกำหนดแผนพัฒนาเทคโนโลยีและนวัตกรรมที่ให้ภาคเอกชนและภาคประชาชนเข้ามาร่วมลงทุน การจะพัฒนาแนวทางการนำผู้ประกอบการพาณิชย์อิเล็กทรอนิกส์เข้าสู่ระบบภาษีให้มีประสิทธิภาพได้ต้องเกิดจากความร่วมมือจากทุกภาคส่วนของสังคม นำจุดแข็งของแต่ละฝ่ายซึ่งประกอบด้วย ความเชี่ยวชาญของภาครัฐในการสำรวจและติดตามผู้ประกอบการ การร่วมลงทุนและการสร้างนวัตกรรมของภาคเอกชน และการเป็นพลเมืองที่ดี มาบูรณาการเพื่อสร้าง Big Data และนำเอาเทคโนโลยีและนวัตกรรมมาใช้ในการวิเคราะห์ข้อมูลผู้ประกอบการพาณิชย์อิเล็กทรอนิกส์ที่มีหน้าที่ยื่นแบบแสดงรายการภาษีเงินได้บุคคลธรรมดา เพื่อให้กรมสรรพากรสามารถจัดเก็บภาษีเงินได้บุคคลธรรมดาจากธุรกิจพาณิชย์อิเล็กทรอนิกส์ได้อย่างทั่วถึงและมีประสิทธิภาพ และสร้างความเป็นธรรมทางภาษีอากรให้กับประชาชนในประเทศ
ปัจจัยที่มีอิทธิพลต่อการตัดสินใจเข้ารับ หรือไม่รับราชการ ของคนรุ่นใหม่ที่จบการศึกษาจากสาขาวิชาที่มีวิชาชีพเฉพาะ กรณีศึกษา สาขาวิชาบัญชี/การเงิน, มาศญา ศรีสุข

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อการตัดสินใจเข้ารับหรือไม่รับราชการของคนรุ่นใหม่ที่จบการศึกษาจากสาขาวิชาชีพเฉพาะ ในสาขาวิชาบัญชีและการเงิน และ เพื่อเป็นแนวทางให้หน่วยงานภาครับนำไปปรับใช้กับกระบวนการสรรหาและการรักษาคนรุ่นใหม่ในระบบราชการ โดยกำหนดกลุ่มตัวอย่างในงานวิจัย คือคนที่มีอายุระหว่าง 22 - 30 ปี ที่จบการศึกษาจากสาขาที่มีวิชาชีพเฉพาะ ในสาขาวิชาบัญชีและการเงินที่รับราชการในหน่วยงานภาครัฐ จำนวน 255 คน และทำงานในหน่วยงานภาคเอกชนอื่น ๆ จำนวน 254 คน รวม 509 คน โดยการวิจัยครั้งนี้ใช้วิธีการวิจัยเชิงปริมาณ (Quantitative Research) ผ่านแบบสอบถามปลายปิด (Close Ended Question) และการวิเคราะห์ผลการวิจัยโดยวิธีการ Independent Sample T-Test ซึ่งเป็นการทดสอบค่าเฉลี่ยของกลุ่มตัวอย่าง 2 กลุ่มที่มีความเป็นอิสระต่อกัน และ Chi Square ซึ่งเป็นการทดสอบที่ไม่อิงการแจกแจงของประชากร จากการวิเคราะห์ผลการศึกษา พบว่าปัจจัยจูงใจมีอิทธิพลต่อการตัดสินใจเข้ารับหรือไม่รับราชการของคนรุ่นใหม่ที่จบการศึกษาจากสาขาวิชาชีพเฉพาะ ในวิชาชีพบัญชี / การเงิน ในขณะที่ปัจจัยค้ำจุนไม่มีอิทธิพลต่อการตัดสินใจเข้ารับหรือไม่รับราชการของคนรุ่นใหม่ที่จบการศึกษาจากสาขาวิชาชีพเฉพาะ ในวิชาชีพบัญชี / การเงิน ส่วนปัจจัยเรื่องรูปแบบองค์การที่แตกต่างกัน และปัจจัยส่วนบุคคล มีอิทธิพลต่อการตัดสินใจเข้ารับหรือไม่รับราชการของคนรุ่นใหม่ที่จบการศึกษาจากสาขาวิชาชีพเฉพาะ ในวิชาชีพบัญชี / การเงิน ซึ่งผลการวิจัยดังกล่าวสามารถเสนอเป็นแนวทางให้หน่วยงานภาครัฐนำไปปรับใช้กับกระบวนการสรรหาและการรักษาคนรุ่นใหม่ในระบบราชการได้

องค์การที่มีวัฒนธรรมองค์การแบบเน้นความสมดุลระหว่างชีวิตและการทำงานย่อมส่งผลให้ผู้ปฏิบัติงานมีความพึงพอใจ เกิดประสิทธิภาพในการปฏิบัติงาน มีชีวิตความเป็นอยู่ที่ดี และที่สำคัญคือมีความรักและผูกพันต่อองค์การ ซึ่งนำไปสู่การธำรงรักษาบุคลากรในองค์การ การศึกษาครั้งนี้จึงมีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาวัฒนธรรมองค์การของ อบจ.ตาก ในปัจจุบันที่ขับเคลื่อนองค์การไปสู่ความสมดุลระหว่างชีวิตและการทำงาน 2) เพื่อประเมินความพร้อมของวัฒนธรรมองค์การในการขับเคลื่อน อบจ.ตาก ไปสู่ความสมดุลระหว่างชีวิตและการทำงาน 3) เพื่อศึกษาแนวทางในการปรับเปลี่ยนหรือเสริมสร้างวัฒนธรรมองค์การที่เหมาะสมในการขับเคลื่อน อบจ.ตาก ไปสู่ความสมดุลระหว่างชีวิตและการทำงาน โดยมีกลุ่มตัวอย่างเป็นผู้ให้ข้อมูลสำคัญ คือ ข้าราชการ อบจ.ตาก ซึ่งได้ดำเนินการคัดเลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง จำนวนทั้งสิ้น 19 ราย โดยรูปแบบของการศึกษาเป็นการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลจากเอกสารและการสัมภาษณ์เชิงลึก โดยมีมิติของวัฒนธรรมองค์การแบบเน้นความสมดุลระหว่างชีวิตและการทำงานของ Bradley และคณะ (2008) จำนวน 4 มิติ เป็นกรอบในการศึกษา ซึ่งผลการศึกษาพบว่า จากการประเมินความพร้อมของวัฒนธรรมองค์การของ อบจ.ตาก มิติ Time Demands และมิติ Support from Management มีความพร้อมอยู่ในระดับพึงพอใจ ในขณะที่มิติ Perceived Negative Career Consequences และมิติ Co-Worker Support มีความพร้อมอยู่ในระดับปานกลาง ซึ่งในภาพรวมถือว่า อบจ.ตาก มีความพร้อมของวัฒนธรรมองค์การในการขับเคลื่อนองค์การไปสู่ความสมดุลระหว่างชีวิตและการทำงาน แต่อย่างไรก็ดี อบจ.ตาก สามารถปรับปรุงและจัดวัฒนธรรมองค์การเพื่อเพิ่มหรือส่งเสริมให้เกิดความพร้อมยิ่งขึ้นได้

การศึกษามีวัตถุประสงค์เพื่อศึกษาแนวทางการและปัญหาอุปสรรคของบริหารงบเงินอุดหนุนเพื่อการป้องกันและแก้ไขปัญหายาเสพติด ของสำนักงาน ป.ป.ส. ระหว่างปีงบประมาณ พ.ศ. 2563 - 2564 เพื่อประกอบการพิจารณาการปรับปรุงกระบวนงานในปีงบประมาณถัดไป โดยผู้ศึกษากำหนดวิธีการเก็บรวบรวมข้อมูล 3 แบบ คือ การค้นคว้าจากเอกสาร แบบสอบถาม จำนวน 40 คน และการสัมภาษณ์เชิงลึก จำนวน 11 คน ผลการศึกษาพบว่า แนวทางการบริหารงบเงินอุดหนุนฯ ระหว่างปีงบประมาณ พ.ศ. 2563 - 2564 ของสำนักงาน ป.ป.ส. มีขั้นตอนหลัก 4 ขั้นตอน คือ 1. การจัดทำแผนการจัดสรรเงิน 2. การอนุมัติจัดสรรเงิน 3. การบริหารเงิน และ 4. การกำกับติดตาม โดยส่วนกลางจะกระจายอำนาจให้กับหน่วยงานในการตัดสินใจบริหารจัดการด้วยตนเอง ภายใต้แนวนโยบายการใช้จ่ายเงินอุดหนุนฯ และระเบียบว่าด้วยสำนักงาน ป.ป.ส.ว่าด้วยงบเงินอุดหนุนฯ ซึ่งปัญหาการบริหารงานภายในของหน่วยงานที่พบมีทั้งหมด 5 ด้าน ได้แก่ 1. ด้านเทคนิคการทำงาน 2. ด้านตัวบุคคล 3. ด้านระเบียบการบริหารงบเงินอุดหนุนฯ 4. ด้านผู้ขอรับสนับสนุนเงิน และ 5. COVID-19 เพื่อให้การบริหารงบเงินอุดหนุนฯ มีประสิทธิภาพมากขึ้น ควรปรับเปลี่ยนกระบวนการทำงานที่ต้องรวดเร็ว ชัดเจน การพัฒนาระบบกลไกการกำกับติดตาม บุคคลที่ให้ความสำคัญและเอาใจใส่กับการ นอกจากนี้หน่วยงานต้องมีการปรับปรุงแก้ไขระเบียบการบริหารเงินอุดหนุนฯ เพื่อที่จะได้สามารถรองรับการดำเนินกิจกรรมในยุคสมัยที่เปลี่ยนแปลงไป

การวิจัยนี้เป็นการวิจัยเชิงคุณภาพมีวัตถุประสงค์ 2 ประการ คือ เพื่อศึกษาปัญหาและแนวทางการเพิ่มประสิทธิภาพการบริหารงบประมาณตามแผนปฏิบัติราชการประจำปีของกลุ่มจังหวัดภาคตะวันออก 1 โดยศึกษาจากเอกสารและสัมภาษณ์เชิงลึกจากกลุ่มเป้าหมาย 12 คน ได้แก่ ผู้บริหาร ผู้เชี่ยวชาญ และผู้ปฏิบัติงานด้านการบริหารงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 และกลุ่มจังหวัดภาคตะวันออก 2 ผลการศึกษาภายใต้กรอบแนวคิดมาตรฐานการจัดการทางการเงิน 7 Hurdles ผู้วิจัยเลือกเฉพาะด้านการวางแผนงบประมาณ ด้านการจัดระบบการจัดซื้อจัดจ้าง ด้านการบริหารทางการเงินและควบคุมงบประมาณ และด้านการรายงานทางการเงินและผลการดำเนินงาน เพื่อศึกษาปัญหาและสาเหตุการบริหารงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 พบว่าปัญหาที่สำคัญ 2 ประการ ได้แก่ ปัญหาด้านการบริหารจัดการองค์กร ที่เกี่ยวข้องกับคน การบูรณาการระหว่างหน่วยงาน และการบริหารความเสี่ยงจากปัจจัยภายนอก ซึ่งสามารถแก้ไขปัญหาดังกล่าวได้ในระยะสั้น โดยการนำระบบการบริหารการจัดการองค์ความรู้ (Knowledge Management) มาพัฒนาบุคลากร การทำงานแบบบูรณาการระหว่างหน่วยงานภายในและภายนอกกลุ่มจังหวัด บทบาทผู้นำที่เข้ามามีส่วนร่วมในการกำกับการปฏิบัติงานของบุคลากรอย่างใกล้ชิด ส่วนปัญหาด้านสถาบันทางการคลังที่เกี่ยวข้องกับโครงสร้างองค์กร กฎระเบียบ และการรวมอำนาจ ซึ่งมีหน่วยงานสำคัญที่เกี่ยวข้อง คือ สำนักงบประมาณ กรมบัญชีกลาง และคณะอนุกรรมการบูรณาการนโยบายพัฒนาภาค (อ.ก.บ.ภ.) ถูกกำหนดให้แก้ไขในระยะยาว โดยการแก้ไขกฎระเบียบที่เกี่ยวข้องกับการบริหารงบประมาณให้ยืดหยุ่นและลดขั้นตอนการพิจารณา มีการกระจายอำนาจ ปรับโครงสร้างองค์กรของกลุ่มจังหวัด เพิ่มสวัสดิการแรงจูงใจในการทำงาน และนำเทคโนโลยีมาเพิ่มประสิทธิภาพการทำงานด้านเอกสาร

จากการศึกษาเรื่องลักษณะภาวะผู้นำของข้าราชการฝ่ายปกครองระดับอำเภอ กรณีศึกษา ปลัดอำเภอฝ่ายปกครองและฝ่ายความมั่นคง จังหวัดนครปฐม มีวัตถุประสงค์เพื่อศึกษาว่าปลัดอำเภอฝ่ายปกครองและฝ่ายความมั่นคง จังหวัดนครปฐม มีรูปแบบภาวะผู้นำรูปแบบใด มีสถานการณ์กลุ่มที่ปลัดอำเภอทั้งสองเผชิญเป็นรูปแบบใด และรูปแบบภาวะผู้นำสอดคล้องกับสถานการณ์กลุ่มตามหลักประสิทธิภาพของทฤษฎีตัวแบบผู้นำตามสถานการณ์ของฟิดเลอร์หรือไม่ โดยผู้วิจัยใช้ทฤษฎีตัวแบบผู้นำตามสถานการณ์ของฟิดเลอร์ (Fiedler’s contingency model) ในการศึกษา และผู้วิจัยอาศัยการศึกษาข้อมูลภาคสนามด้วยระเบียบวิธีวิจัยเชิงคุณภาพด้วยการสนทนากลุ่ม ซึ่งผู้ให้ข้อมูลสำคัญคือผู้ใต้บังคับบัญชาของปลัดอำเภอในจังหวัดนครปฐม ประกอบด้วย เจ้าหน้าที่ปกครอง สมาชิกกองอาสารักษาดินแดนอำเภอ (อส.) และกำนันผู้ใหญ่บ้าน โดยผลการศึกษาพบว่า ปลัดอำเภอฝ่ายปกครอง มีรูปแบบภาวะผู้นำแบบมุ่งเน้นความสัมพันธ์ (Relationship-Oriented Leadership) และ ปลัดอำเภอฝ่ายความมั่นคงมีรูปแบบภาวะผู้นำแบบมุ่งเน้นงาน (Task-Oriented Leadership) ประกอบกับรูปแบบภาวะผู้นำของปลัดอำเภอฝ่ายปกครองและปลัดอำเภอฝ่ายความมั่นคงนั้นมีความสอดคล้องกับสถานการณ์กลุ่มที่ปลัดอำเภอทั้งสองเผชิญ ตามหลักประสิทธิภาพของทฤษฎีตัวแบบผู้นำตามสถานการณ์ของฟิดเลอร์ จึงกล่าวได้ว่า รูปแบบภาวะผู้นำที่ปลัดอำเภอฝ่ายปกครองและปลัดอำเภอฝ่ายความมั่นคง จังหวัดนครปฐม แสดงออกในการปฏิบัติงานร่วมกับผู้ใต้บังคับบัญชาหรือภายในพื้นที่ที่ปฏิบัติงานนั้น มีความเหมาะสมต่อบริบทหรือสถานการณ์ที่เกิดขึ้นระหว่างการปฏิบัติงานเพื่อให้เกิดประสิทธิภาพในการปฏิบัติงานในพื้นที่อำเภอต่อผู้ใต้บังคับบัญชาตามหลักประสิทธิภาพของทฤษฎีตัวแบบผู้นำตามสถานการณ์ของฟิดเลอร์แล้ว

In Eastern and Southern Africa, hard-to-reach populations (e.g., long distance truck drivers and female sex workers), defined as populations that are difficult to interact or engage with due to their unique behaviors and characteristics, are disproportionately affected by the HIV epidemic and are at high-risk of acquiring and transmitting HIV. Further, these populations have substantially low uptake of HIV testing services, and those that have been diagnosed with HIV and on antiretroviral therapy experience high loss-to-follow-up from treatment programs.

Obesity has reached nearly 40% of the adult public in the United States, costing the citizen taxpayer over $200 billion annually in healthcare costs. Those suffering from obesity deal with multiple physical and mental repercussions. Through a content analysis of four Centers for Disease Control (CDC) documents and guided by the conceptual framework of the social ecological model, this research explores the federal approach to preventing obesity. The analysis finds that CDC solutions to obesity involve connecting people to each other and healthier choices, an orientation toward local public administration, and an emphasis on environmental and infrastructure improvements. Hurricane María devastated Puerto Rico in 2017 and resulted in adverse long-term outcomes. Psychological sense of community (PSOC) may serve as a protective factor against the effects of Hurricane María for older adults in Puerto Rico. Using a three-paper format, this dissertation draws on a resilience framework and theories of PSOC and the Ecological Theory of Aging to examine the role of PSOC among older adults in Puerto Rico two years after Hurricane María.

Understanding immigrants’ travel behavior is important to transportation planners and policymakers working to implement better transportation planning and public policies to serve those needs. The recent changes to the transportation system, specifically, the recent emergence of shared mobility services, such as car‐sharing, ride‐ sharing, and bike‐sharing, may have resulted in changes in how immigrants travel. The lack of gender equity in the public sector is a critical issue, especially for emergency services. We explore the gendered nature of firefighting and policing at both professional and organizational levels. We assess gender equity by asking the following questions: (1) How have understandings of gender in emergency services evolved over time? (2) What are the normative implications of emergency services' lack of gender equity? This research project starts with a review of the literature that addresses the challenges facing public drinking water utilities and the impact these challenges are having on rate affordability. The degree and frequency at which water infrastructure is failing has escalated over the past few decades. Increased trade is seen as one of the channels that can boost economic growth in ECOWAS. However, we are witnessing a relative decline in intra-ECOWAS trade. This relative weakness in intra-African trade is said to be due to trade barriers and obstacles, like the quality of infrastructure and transportation costs. In this paper, research is made into understanding the impact of infrastructure quality on trade in ECOWAS countries by referring to the gravity model.
