The History Of Denying Federal Financial Aid To System-Impacted Students, Bradley D. Custer

People who are impacted by the criminal justice system (“system-impacted”) face barriers when seeking financial aid to pay for college. Between the late 1960s and the early 2000s, Congress created laws that prohibited incarcerated students and students with certain criminal convictions from receiving federal grants and loans. This paper offers a comprehensive review of the history of those laws, which provides context for current debates on restoring Pell Grants to students in prison. Legislative documents, scholarly sources, and news reports were studied to build this historical review. Key lessons from history are discussed as to how Congress might treat system-impacted …

Hatred, fear, and disdain—these are emotions that drive conflict protagonists to commit acts of violence against their adversaries. Conventional thinking among conflict analysts holds that the private realm of negative emotions exhibited by conflict actors is distinct fundamentally from the public world of objective causal drivers of conflict, such as poverty, structural violence and proliferation of small arms. However, such conventional thinking regarding this inherent duality of emotions and power cannot for the social-psychic force of affect emotions that intersects with the conflict dynamics. Medellín and its sister cities in the Valle de Aburrá, Colombia is are renowned for their polarized past, a site of violent encounter between drug cartels, paramilitary groups, urban guerillas, and national forces from the 1970s until today. In many parts of the world, entire generations and nations live in chronic violence and have existed in survival mode for decades. The exposure to violence has long-lasting effects that are not well accounted for in conflict analysis, stabilization efforts, peacebuilding, and governance initiatives. Extreme exposure to violence, abuse, neglect, and marginalization negatively affects levels of resilience and the ability of affected nations to transition from war to peace. Symptoms associated with trauma in individuals influence all levels of society and aspects of governance and security when large segments of a population are affected. What is sleep?

In the context of the workplace, investigations into sleep tend to focus on two main aspects: sleep quantity and sleep quality. Though sleep is occasionally measured using objective measures that assess physiological indicators, subjective self-report measures are most often used (Litwiller et al., 2017). There are dozens of measures for assessing sleep quality or quantity, some of which are single items and others that include multiple items. A more commonly used multidimensional measure is the 19-item Pittsburgh Sleep Quality Index, which assesses factors like sleep duration, sleep disturbance, and sleep efficiency, among others (Buysse et al., 1989). …

Objective: The purpose of this research was to assess the workforce characteristics associated with public health employees’ perceived impact of emerging trends in public health on their day-to-day work. Methods: Multinomial logistic regression was performed to analyze data from the 2017 PH WINS, a cross-sectional survey utilizing a nationally representative sample of the United States public health workforce. Results: More than 55% of the public health workforce perceived that their day-to-day work was impacted by the emerging public health trends. Homelessness Research & Action Collaborative Publications and Presentations

A new report from Portland State University’s Homelessness Research & Action Collaborative (HRAC) estimates that evictions could cost Oregon as much as $3.3 billion after the statewide eviction ban expires in June.

The center worked with community partners to gather data from emergency shelters, inpatient and emergency medical services, child welfare, and juvenile justice services to estimate the downstream costs of evictions using the Cost of Eviction Calculator developed by the University of Arizona College of Law.

The center’s cost calculation is an estimate of the scale of the crisis that Oregon could face without additional eviction interventions. It does …

Women Law Enforcement Employees' Perceptions Of Performance Appraisals In A Medium Size Suburban Police Department, Matthew J. Hratko

The purpose of this qualitative case study was to investigate how women law enforcement officers in a medium-size, suburban police department perceived performance appraisals and the effects of performance appraisals on job satisfaction and job performance. This study also examined the impacts of job satisfaction and job performance on organizations. One-on-one participant interviews were conducted, to capture the women law enforcement officers’ perceptions of performance appraisals. Ten women law enforcement officers from a medium-size, suburban police department in New Jersey participated in the study, and their anonymity was maintained to elicit transparent responses. Even though there are tremendous uncertainties in the timing and evolution path of the Autonomous Vehicles (AV) technology, it may become a likely reality within most MPOs' long-range regional transportation plan horizon of twenty years. Yet a recent survey of the largest MPOs in the US indicates only one of them "even mentions driverless, automated, or autonomous vehicles in its most recent RTP". One of the uncertainties in assessing the impacts of AV is their direction: on one hand, self-driving cars could increase VMT by increasing roadway capacity, lowering costs of travel; on the other, they may reduce VMT by …

The Serviceman’s Readjustment Act of 1944 represented unprecedented investment in social services which uplifted veterans into the middle class. As observers hail the G.I. Bill for its provisions for supposed deserving Americans, popular memories of the G.I. Bill emphasize its imagination of modern veterans’ support and race-neutral policy, while ignoring its shortcomings. The G.I. Bill presents a departure from the New Deal and ushers in a conservative era of creating social programs, while still maintaining the status quo.
