COVID-19 has severely impacted the global aviation industry, causing many airlines to downsize or exit the industry. For airlines which attempt to sustain their operations, they will need to respond to the increase in passenger and cargo demand, as countries recover slowly from the crisis due to the availability of vaccines. We built a series of spreadsheet models to first project the COVID-19 recovery rates by countries from 2021 to 2025, then forecast the passenger and cargo demand, using historical data as base figures. In this article we describe pornography’s harms in Japan, which are known about from surveys and research, and from the outreach and consulting activities of Japanese feminist-abolitionist groups. Among these are the Anti-Pornography and Prostitution Research Group (APP) and People Against Pornography and Sexual Violence (PAPS). We then propose a renewed classification scheme for pornography’s harms that centrally considers the experiences of victims in Japan. Lastly, we consider various legal approaches to addressing the myriad harms we describe and suggest possibilities for a new legal strategy. Such a judicial framework-like approach, called a legal maxim, is utilized in order to ensure that the law is applied and interpreted in ways that legislative bodies originally intended.

Chinese foundations flourished in the 21st century, and empirical studies emerged to address multiple aspects of their activities and relations with the government. Yet there has been little research synthetically reviewing their development and operation. As a result, we often lack the knowledge of the context in which these organizations interact with state and society.

This first-of-its-kind study proves that the 2030 Agenda, which is comprehensive by design and covers the full spectrum of the humanitarian, development, and peace nexus, can help the sector in this regard. It relies on a globally agreed framework that enables practitioners and the international community to assess whether a mine action intervention leads to progress on this triple nexus.

The present study identifies the critical role played by mine action in Jordan to address the immediate humanitarian risks originated by the presence of explosive ordnance contamination, while establishing some of the foundations for sustainable development.

Extreme events, such as natural or human-caused disasters, cause mental health stress in affected communities. While the severity of these outcomes varies based on socioeconomic standing, age group, and degree of exposure, disaster planners can mitigate potential stress-induced mental health outcomes by assessing early, intermediate, and long-term treatment interventions by social workers and psychologists. However, local and state authorities are typically underfunded, understaffed, and have ongoing health and social service obligations that constrain mitigation and response activities. New estimates from the 2020 Elder Index show that living expenses are high in metropolitan areas across the U.S., and many older singles and couples lack the resources needed to get by in their communities. Focusing on the 100 largest metropolitan areas, we compare the 2020 Elder Index to household incomes among adults aged 65 years or older living in one- and two-person households. Based on this comparison, we find that in each of the 100 largest metro areas, at least 37% of older singles are at risk of being unable to afford basic needs and age in their own …

El presente estudio busca analizar la mortalidad por infarto agudo de miocardio (IAM) en Guatemala con el propósito de identificar posibles criterios epidemiológicos que orienten la priorización de acciones de salud pública. El riesgo de morir de IAM en Guatemala muestra marcadas desigualdades por departamento, las que son aún más marcadas al comparar por municipio. El riesgo de morir es también más alto en personas mestizas o ladinas, en niveles educativos bajos, y en personas que se dedican a ocupaciones elementales. The Case For Public Investment In Higher Pay For New York State Home Care Workers: Estimated Costs And Savings, Isaac Jabola-Carolus, Stephanie Luce, Ruth Milkman

This report explores one potential solution to the mounting home care labor shortage in New York State: substantially raising wages for the state's home care workers. The analysis presents detailed projections, based on the best available data, of the economic effects of such an intervention, estimating the costs and benefits that would result. We find that public funding to raise home care wages would require significant resources, but those costs would be surpassed by the resulting savings, tax revenues, and economic spillover effects. The net economic gain would total at least $3.7 billion. Lifting wages would also help fill nearly …

The current article shows the development of a research process whose main objective was to explain the influence of the social representations of the inhabitants of Bogotá, Colombia in the implementation of the public policy of conditional cash transfers “Más Familias en Acción.” For this aim, a qualitative study of hermeneutic design was conducted with beneficiaries of the program and non-beneficiaries, in which, through the application of semi-structured interviews, the most frequent social representations about subsidies, policies, work, education, health, among other relevant issues related to this public policy were identified and once the information was coded by using the …

This brief provides highlights from the 2020 National Survey of Military-Affiliated Entrepreneurs focusing on female veteran entrepreneurs. These findings are based on the data collected from 432 female veteran entrepreneurs, which represents 27% of the respondents that answered the gender question of the 2020 survey. This study monitors trends in the activity, needs, and economic, social, and policy barriers of military-affiliated entrepreneurs in the United States.

To foster a more welcoming, inclusive, and effective arts and culture community in the metropolitan Denver area, the Bonfils- Stanton Foundation seeks to promote promising practices in diversity, equity, and inclusion (DEI) among nonprofit arts organizations. The foundation partnered with a researcher to explore how local organizations are implementing such practices and to learn how it could best support these efforts.

This article summarizes the findings of a qualitative survey of leaders from 10 Denver arts and culture nonprofits and discusses them within the context of a review of literature on diversity efforts among other arts organizations in North America. …

Over the course of 12 years, the Blue Shield of California Foundation committed nearly $20 million to growing a pool of community health center leaders who were prepared to be effective agents of change in their organizations and in the safety net field. This signature investment, the Clinic Leadership Institute, was implemented in partnership with the Healthforce Center at University of California, San Francisco, in anticipation of a generation of California health center leaders beginning to transition into retirement.

Planned communities of practice can be an effective means to spread and create knowledge. This article explores the degree to which communities of practice can be initiated by funders, and presents the lessons learned and outcomes achieved from the long-term commitment to this concept by the McKnight Foundation's Collaborative Crop Research Program.

This article provides a novel contribution to the literature by showing that a funder can initiate, support, and participate in a community of practice comprised of its grantees, which can succeed in sharing and creating knowledge. Prostate cancer(PCa) is the leading non-cutaneous cancer in men worldwide. Black men are disproportionately affected with a risk of 1 in 4 where they tend to develop PCa younger than most men, are diagnosed with a more aggressive disease, are more likely to advance to a higher metastatic state, and die at a higher rate than any other ethnic group. Age appropriate screening via the prostate-specific antigen test and digital rectal examination is critical and standard clinical practice, however, Black men have the lowest engagement in timely preventative health screenings and medical treatment. This chapter introduces the concept of ethical, legal, and social issues – known as ELSI – as it is relevant to security science research and security science-informed practice. After defining ethical, legal, and social issues, the chapter addresses main ELSI domains and discusses how to address those in security science. Arguments are illustrated using examples from domains such as critical infrastructure protection and novel coronavirus pandemic (COVID-19) response. Subsequently, the chapter demonstrates the relevance of ELSI analysis in security science for risk assessment and vulnerability analysis. Millions of dollars are involved in high-speed rail (HSR) infrastructure construction and maintenance. Large-scale projects like HSR require funding from a variety of avenues beyond those available through public monies. Although HSR serves the general public’s mobility needs, any funds (whether State or Federal) flowing from the public exchequer usually undergo strict review and scrutiny. As new grid edge technologies emerge—such as rooftop solar panels, battery storage, and controllable water heaters—quantifying the uncertainties of building load forecasts is becoming more critical. The recent adoption of smart meter infrastructures provided new granular data streams, largely unavailable just ten years ago, that can be utilized to better forecast building-level demand. This paper uses Bayesian Structural Time Series for probabilistic load forecasting at the residential building level to capture uncertainties in forecasting. Edge lane roads (ELRs), also known as advisory bike lanes or advisory shoulders, are a type of shared street where two-way motor vehicle (MV) traffic shares a single center lane, and edge lanes on either side are preferentially reserved for vulnerable road users (VRUs). This work comprises a literature review, an investigation of ELRs’ operational characteristics and potential road user interactions via simulation, and a study of crash data from existing American and Australian ELRs.

The simulation evaluated the impact of various factors (e.g., speed, volume, directional split, etc.) on ELR operation. Results lay the foundation for a siting criterion. …

Across the globe, foundations grapple with how to tackle complex, cross-sector societal problems. A major effort by the California Health Care Foundation to reduce opioid-related morbidity and mortality, launched just as opioid use was becoming understood as a problem that could reach epidemic proportions, presents an instructive case study of impact.

Starting in 2015, the foundation placed several “big bets” on initiatives aimed at stopping overdose deaths and preventing new addiction. That early investment had dramatic returns, laying the groundwork for scaling pilot projects statewide as hundreds of millions of dollars in government funding became available to address the crisis. …

To support the implementation of the Affordable Care Act, in 2013 Missouri Foundation for Health launched the Expanding Coverage Initiative. The fiveyear effort sought to reduce Missouri’s uninsured rate from 13% to less than 5% by developing a broad-based state coalition and employing a three-pronged approach of awareness building and outreach, enrollment assistance, and increasing health literacy.

While the initiative did not achieve its rate-reduction goal, the rate of uninsured Missourians dropped to 9% during the ECI’s time frame, a decrease on par with the national average despite the fact that at the time Missouri was one of 17 states …

The rural school principalship provides unique challenges and great opportunities for conflict and conflict management. However, minimal research exists about the rural principalship or about rural principals’ conflict and conflict management. The purpose of this holistic, multiple case study was to examine rural principals’ perceptions and experiences with conflict and conflict management. Cases had to meet the criteria of the formal rural definition, and participants had to be the sole leader of their campuses.
