Executive Summary

Changing climate and introduced species are placing an increasing number of species at risk of extinction. Increasing extinction risk is increasing calls to protect species by relocating, or translocating, them to locations with more favorable biotic or climatic conditions. Managed relocation, or assisted migration, of species entails risks to both the conservation target organisms being moved as well as the recipient ecosystems into which they are moved.

Recognizing this risk, calls have been made for practitioners interested in considering a managed relocation project to engage in a serious risk assessment prior to advancing a project. We engaged a …

Education Freedom And Student Achievement: Is More School Choice Associated With Higher State-Level Performance On The Naep?, Patrick J. Wolf, Jay P. Greene, Matthew Ladner, James D. Paul

School Choice Demonstration Project

School choice is on the rise in many states. Since the start of the new millennium, many states have launched or expanded private school choice options, permitted and expanded independently operated public charter schools, eased restrictions on homeschooling, and enacted policies that allow and encourage various forms of public school choice. One thing that is not on the rise, unfortunately, is average student scores on the National Assessment of Education Progress (NAEP). Student performance on the assessments, typically called “The Nation’s Report Card,” were flat from 2001 until 2015 and have dropped slightly in both 2017 and 2019.

Stories are powerful tools used to both connect and communicate through a multitude of mediums. Movies, marketing campaigns, and experience design in theme parks are modern examples of storytelling, using various practices to bring the narrative to life. The purpose of this study was to analyze the manipulation of storytelling elements to create and build an immersive adventure experience in selected theme park attractions. A comparative analysis was conducted on theIndiana Jones Adventure and the Star Wars: Rise of the Resistance rides at Disneyland using an instrument that analyzed both experience design and storytelling practices. Public transit, compared with passenger cars, can effectively help conserve energy, reduce air pollution, and optimize flow on roadways. In recent years, Battery Electric Bus (BEB) is receiving an increasing amount of attention from the transit vehicle industry and transit agencies due to recent advances in battery technologies and the direct environmental benefits it can offer (e.g., zero emissions, less noise). This study examines the extent to which decentralization is being utilized as a vehicle for sustainable economic development outcomes at all levels of governance in Africa. Research shows that decentralization is missing the triple-bottom line of sustainability: economic, social and environmental prosperity that meets current needs and does not take away from future generations in regions settled by indigenous communities. Minnesota must take an honest look at the widespread practice of managing the behavior of people with neurodevelopmental and other disabilities (NDD) through Applied Behavior Analysis (ABA). This approach fails to honor the unique qualities, ways of knowing, lived experiences, and self-determination of people with NDD. Even though Minnesota aims to provide positive behavioral supports, the focus is still on changing the person who is misbehaving. Executive Summary

Fish communities are an important component of aquatic systems and are good bioindicators of ecosystem health. Land use changes in the Midwest have caused sedimentation, erosion, and nutrient loading that degrades and fragments habitat and impairs water quality. Because most small wadeable streams in the Heartland Inventory and Monitoring Network (HTLN) have a relatively small area of their watersheds located within park boundaries, these streams are at risk of degradation due to adjacent land use practices and other anthropogenic disturbances. COVID-19 has severely impacted the global aviation industry, causing many airlines to downsize or exit the industry. For airlines which attempt to sustain their operations, they will need to respond to the increase in passenger and cargo demand, as countries recover slowly from the crisis due to the availability of vaccines. We built a series of spreadsheet models to first project the COVID-19 recovery rates by countries from 2021 to 2025, then forecast the passenger and cargo demand, using historical data as base figures. In this article we describe pornography’s harms in Japan, which are known about from surveys and research, and from the outreach and consulting activities of Japanese feminist-abolitionist groups. Among these are the Anti-Pornography and Prostitution Research Group (APP) and People Against Pornography and Sexual Violence (PAPS). We then propose a renewed classification scheme for pornography’s harms that centrally considers the experiences of victims in Japan. Lastly, we consider various legal approaches to addressing the myriad harms we describe and suggest possibilities for a new legal strategy. Within the American criminal legal system, it is a well-established practice to presume the innocence of those charged with criminal offenses unless proven guilty beyond a reasonable doubt. Such a judicial framework-like approach, called a legal maxim, is utilized in order to ensure that the law is applied and interpreted in ways that legislative bodies originally intended.

Chinese foundations flourished in the 21st century, and empirical studies emerged to address multiple aspects of their activities and relations with the government. Yet there has been little research synthetically reviewing their development and operation. As a result, we often lack the knowledge of the context in which these organizations interact with state and society.

This article divides the history of Chinese foundations into three phases: in search of identity, 1978–2004; in search of legal status, 2004–2016; and in search of the role in civil society, from 2016 onward. Within those three periods, it also examines overseas foundations and their …
