In the United States, there are currently over 50,000 juveniles housed in youth confinement facilities for delinquent acts ranging from truancy to murder. To decrease that number, it is pertinent to identify possible risk factors of juvenile delinquency, but also to establish impactful preventative strategies as well as reactive solutions. Speech disorders and speech differences have been identified as potential risk factors for juvenile delinquency. This dissertation examines the ideational background of Russian foreign policy, with a particular focus on ideas relevant to Russia’s conflicts with Georgia in 2008 and Ukraine in 2014. Two broad approaches to Russian foreign policy – nationalism and pragmatism – present distinct views on Russia’s international role. Nationalism incorporates strong anti-Western and neo-imperialistic ideas with emphasis on Russia’s unique international mission and advocates a confrontational stance. Pragmatism conceptualizes Russia as a great world power but proposes a concert-based foreign policy that avoids a direct military confrontation. This is a quantitative study that examined the efficacy of an orientation program held at a college of technology on first-year student retention and the applicability of Tinto’s Theory of Student Departure (1975, 1993). Data collected through observations and student records of students who began in fall of 2018 and fall of 2019 were analyzed using statistical tests to see if students who were retained attended more sessions than those who departed, if any of the six specific session blocks showed a greater relationship between attendance and retention, and if students who attended more than half of the orientation session …

The civil service exam was created in the late 19th century to reform the hiringprocess for public officials, focusing on merit (skills and expertise) versus political patronage and other partisan factors. While much of the 20th century focused on redesigning the civil service organizations, exam redesign still remains an important next step that is infrequently considered. In the case of police departments, while other issues arise in recruitment efforts, the civil service exam has been noted by interviewees as the biggest barrier to redesign efforts in accordance with 21st Century Policing goals. This research examined faculty attitudes toward online instruction (FATOI) at public high schools across New York State. The research sought to better understand the role that perceived positive and negative aspects of online learning play in shaping FATOI and whether a teacher’s gender, years of service, age, academic background, or experience with online learning played a moderating role. The study further sought to analyze the impact of economic need, location, and instructional application on FATOI. Conventional punitive detention- and suspension-based correctional approaches to student disruptive behavior are widely considered ineffective and counterproductive. Instead of offering opportunities for change and growth, they punish students they deem incorrigible by excluding them from instruction. While effective alternative approaches and programs exist, their use is far less widespread than would seem indicated. The purpose of this study is to explore how schools with successful alternative educational and disciplinary programs manage to overcome resistance to change and create settings that sustain the education for these students who through repeated disruptive behavior tend to fail in conventional punitive disciplinary programs. Three …

The Demographic Effect Of Minimum Wage: Evidence From San Francisco County, Poorya Mehrabinia

The minimum wage in San Francisco was increased from $6.75 to $8.5 per hour in November 2003. This was primarily aimed to improve low-income workers' well-being, especially racial and ethnic minorities. This paper conducts a difference-in-difference model using a synthetic control group for San Francisco, looking into a possible change in employees' demographic composition in the Accommodation & Food Services, and Manufacturing industries. The results indicate that the ratio of white employees increased significantly, suggesting that a labor-labor substitution happened in the following years of the minimum wage increase.

In 2015, UMass Boston’s Center for Women in Politics and Public Policy released the first-ever publication exploring the elected leadership of women of color in the Commonwealth of Massachusetts largely to make known the contributions of female electeds of color across the Commonwealth. The publication also aimed to delve into what hinders and what facilitates the elected leadership of women of color. In this study, I examine how the "Vision Zero" traffic safety plan has been implemented in the cities of San Francisco and San Jose and, employing qualitative interviews, I explore the perceptions of local elected officials and community leaders of local advocacy groups to understand their emergent appraisals of how effectively the policy is working, as well as assess the political implications and impact of the initiative. Pathogens may enter surface waters as they are shed in human feces and potentially delivered to surface waters via sewer overflows, particularly in the eastern United States. This study examined of the presence of fecal indicators in two forks of Beargrass Creek in Louisville, Kentucky. Surface water grab samples (N=30), sediment samples, water quality, and a paired wastewater surveillance study were analyzed. SARS-CoV-2 was detected in a single stream sample despite ubiquitous presence of the virus within the area in wastewater and consistent evidence of a human fecal indicator. As cyber vulnerabilities proliferate with the expansion of connected devices, wherein security is often forsaken for ease of use, Special Operations Forces (SOF) cannot escape the obvious, massive risk that they are assuming by incorporating emerging technologies into their toolkits. This is especially true in the maritime sector where SOF operates nearshore in littoral zones. As SOF—in support to the U.S. Navy— increasingly operate in these contested maritime environments, they will gradually encounter more hostile actors looking to exploit digital vulnerabilities. As such, this monograph comes at a perfect time as the world becomes more interconnected but also more vulnerable.

The purpose of this research project is to measure whether U.S. military veterans experience any stigma related to mental healthcare and if this is associated with age, length of service, and military branch. U.S. military veterans are a high-risk group for developing mental illnesses. It is believed social stigma and personal attitudes, perceptions and beliefs of mental healthcare may influence whether a veteran will pursue mental healthcare.
