In summer 2020, national attention on racial injustice brought into focus the culture of policing as a critical area of policy exploration for the United States. The purpose of this policy report is to examine the culture of policing in the Las Vegas metropolitan area, and specifically within Las Vegas's largest police force, the Las Vegas Metro Police Department (LVMPD). Through this case study analysis, the racial, social and fiscal aspects of the culture of policing are investigated between the years 2016 & 2020. The Louisiana Child Welfare Division (CWD) of the Department of Child and Family Services (DCFS) is a state-administered child welfare system. In 2016, the Secretary of DCFS separated child welfare from economic security and child support enforcement, creating CWD. CWD is organized into a state office and three regional “super areas” composed of three regions each. (The super areas consist of regions 1, 3 and 4; regions 2, 5 and 6; and regions 7, 8 and 9.) This paper presents a sustainable adaptive capacity framework for water management for municipalities, named Sustainable MAC-Water framework, after assessing the strengths and weaknesses of adaptive capacity in Mexico and its municipalities. It provides municipalities with an instrument to help them create sustainable adaptive capacity plans (Sustainable MAC plans) to prevent adverse impacts on water resources and related sectors. It is based on a study of policy instruments crafted by the Intergovernmental Panel on Climate Change (IPCC) and the Government of Mexico, and literature on adaptive capacity, assessment, and planning. In published domestic violence strategies, there is a tendency to focus on service provision and service responses in each administrative location; rather than recognising the extent to which women and children move through places due to domestic abuse. Whilst a woman’s help-seeking may be local—if she has the information and resources, and judges it possible to do so—such help-seeking whilst staying put is only one of many strategies tried by women experiencing domestic violence. This paper is a Geographic Information Systems (GIS) spatial analysis of the transportation accessibility and equity in Sacramento, California. A literature review examines discriminatory regulatory policies in the 1900s that wrote racial segregation into law. The effects of these policies have lasting effects on spatial dispersal of people and create barriers to accessibility and therefore result in inequitable transportation systems. The accessibility and equity analysis in Sacramento explores demographic data, job concentration and available modes of transportation, and commuter data. The results of the analysis suggest that there is no “one-size-fits-all” approach when it comes to measuring accessibility and equity. …

Late-Life Gender Disparities In Economic Security In The Context Of Geography, Race And Ethnicity, And Age: Evidence From The 2020 Elder Index, Jan Mutchler, Nidya Velasco Roldán, Yang Li

New estimates from the 2020 Elder Index illustrate the elevated risk of economic insecurity experienced by older women, especially those living alone. We compare annual household incomes to the Elder Index for adults aged 65 years or older living in one- and two-person households to calculate the percentage of older adults with annual incomes that do not support economic security. National averages suggest that 54% of older women living alone, along with 45% of older men living alone, have annual incomes below the Elder Index. In this dissertation, I am in conversation with the small but influential gendered tradeoffs literature. First, multidimensional, disaggregated, and precise policy measures were developed for two of the most widely studied work-family reconciliation policies—leave and ECEC. I constructed a comprehensive set of leave and ECEC policy measures for 24 high-income countries using secondary and country-specific sources. The goal was to determine which countries provide leave and ECEC policies that are “well-developed” across multiple policy dimensions. The new measures were then used in combination with the LIS microdata to reevaluate the gendered tradeoffs hypothesis—whether well-developed leave and ECEC support women’s employment …

The Public Innovations Explorer (https://sethsch.github.io/innovations-explorer/app/index.html) is a web-based tool created using Node.js, D3.js and Leaflet.js that can be used for investigating awards made by Federal agencies and departments participating in the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) grant-making programs between 2008 and 2018. By geocoding the publicly available grants data from SBIR.gov, the Public Innovations Explorer allows users to identify companies performing publicly-funded innovative research in each congressional district and obtain dynamic district-level summaries of funding activity by agency and year. Public child welfare agencies continue to face complex challenges including high workforce turnover. An examination of federal data found that, from 2003 to 2015, states experienced 14-22% annual turnover rates, with caseworkers staying on the job for an average of 1.8 years. Such turnover increases workloads for remaining workers and negatively impacts children and families. The QIC-WD is working with eight jurisdictions to better understand turnover and test interventions to improve workforce retention. In recent years, foundations of all types and sizes have made commitments to advance racial equity and justice. But good intentions can be undermined by the strategic and administrative structures and processes that shape foundation decisions. Social critics have deconstructed and shed light on the ways in which institutional operating procedures reinforce racism and other forms of injustice in police departments, the courts, and health and welfare agencies. So too, foundation practices warrant serious review.

The purpose is to understand managers’ beliefs and attitudes towards the LGBTQ+ community and how policies are implemented and enforced to reduce discrimination. In Ghana, National Health Insurance Act 852 of 2012 ensures that health-care benefits include family planning (FP) services, however people continue to pay for FP services because the policy is yet to be implemented in practice. Under the leadership of the Ministry of Health, the National Health Insurance Authority in collaboration with the Ghana Health Service, Marie Stopes International-Ghana and the Population Council implemented a pilot project to remove FP service out-of-pocket costs. All modern clinical FP methods were added to national health insurance and expensed by health facilities through the national health insurance claims process.
