Public K-12 education serves as a launching pad for economic mobility and opportunity, preparing students for college or a good-paying job. Despite K-12 education’s influence on later-in-life outcomes, schools often underserve students of color. Hispanic students in particular constitute a significant and growing portion of the U.S. student population yet are often overlooked in education literature because they are not the lowest performing demographic. In this brief, we examine how well public K-12 education serves Hispanic students in Clark County, where nearly half of students are Hispanic. This thesis analyzes the gap between farmers' environmental perceptions in Téquita, a small village in Colombia, and the definition of protected areas has led to a conflict for the use of natural resources. I examine if the protected area's policies have dealt with the social and ecological issues in the páramos and recognized the social construction of the landscape, farmers' identities, and their interpretations about work and land. Suicide is one of the leading causes of death in United States jails and prisons. Many researchers have looked at suicides in prisons and what can potentially cause suicidal ideation but there are conflicting findings among civilian incarcerated populations and United States military veteran incarcerated populations.

This research utilizes bibliometric review of global management and public research in 2000-2019, through co-word analysis, co-author analysis, journal analysis, institution analysis, and country analysis. A total of 19,050 bibliographic records from Scopus core collection databases were selected and analyzed. The findings reveal an evolution of the research field on the management and public policy. This research aims to provide an understanding of trend for research on management and public policy worldwide. The number of medically indigent adults continues to grow in the United States, despite recent expansions in health care coverage to individuals who are non-disabled, low income, and uninsured. Demand for clean and resilient energy has led to new and advancing frontiers of energy development in nuclear technology, specifically in the development of microreactors. These miniaturised modular reactors are generally < 20 megawatts thermal (MWt) or 10 megawatts electric (MWe) and offer new opportunities to meet energy needs in remote locations and mobile operations. As with the slightly larger small modular reactors (< 300 MWe), microreactor development must demonstrate security and safety, as well as economic competitiveness, to be seen as potential opportunities for new applications. Current research focuses on passive safety features, capital costs, reliability, semi-autonomous or autonomous control, cyber informed design, digital twins and non-proliferation. This paper focuses specifically on microreactor cyber informed design and cyber risk. An overview of microreactor technology provides a basis for examining the cyber nuclear playing field, with an emphasis on the USA. Frameworks for evaluating cyber security threats, and thereby designing for them, are reviewed. Recommendations follow with ideas for future research.

This essay argues that sewage testing will outlive the pandemic and become a part of a general policing surveillance infrastructure. We risk adopting this surveillance method without taking care to assess the legal and policy questions raised by its use. Wastewater can provide early clues not just for COVID-19 outbreaks, but also for the presence (and assumed use) of opioids, methamphetamines, and other illegal drugs. How does news media respond to health emergencies abroad? From 2015 to 2018, Zika virus disease spread rapidly throughout Latin America before arriving in the continental US. Despite risks to adults and newborns, it is unclear how media coverage responded and framed the risk for its audience. In this article, we argue that while frequency of coverage was responsive to infections, its content failed to promote proactive health behavior. To assess these claims, we analyze each article (442) dealing with Zika virus published between 2015-2018 by the New York Times. We find that the amount of coverage reflected infections but …

In 2019, Maine’s Department of Health & Human Services received a $2.1 million grant from the Centers for Medicare and Medicaid Services (CMS) SUPPORT Act, establishing the SUPPORT for ME initiative within the Office of MaineCare Services. The primary goal of this planning grant is to increase MaineCare providers’ capacity to deliver Substance Use Disorder (SUD) treatment and recovery services for Medicaid beneficiaries. One in five sexual assault cases reported to police are deemed to be baseless by investigating officers and are therefore coded as “unfounded”. Online voting in Canadian municipalities has proven to result in at least some moderate increase in the number of individuals participating in a given election. What is less apparent is how the implementation of these voting solutions affects voter turnout. This paper seeks to answer the question, what accessibility and outreach factors maximize voter turnout in online elections. On October 26, 2017 Oxford County became the first municipality in Canada to deploy gasoline-electric hybrid ambulances as part of their Community Sustainability Plan aimed at reducing greenhouse gas emissions and promoting low-carbon transportation. The Oxford solution utilizes aftermarket hybrid electric-gasoline propulsion systems that leverage two primary technologies: regenerative braking, which uses the inertia of the vehicle to store energy in a battery cell during deceleration; and acceleration assist, which uses this stored energy to assist propulsion of the vehicle during acceleration events and thereby reduces gasoline consumption and carbon dioxide emissions. These factors include organizational capacities, administrative leadership within government, and administrative governance. One of the products of this realignment was the introduction of the CMSM program in 1998, which saw local municipalities take on the responsibilities for many services, including land ambulance. This research project explores the career ambitions of local politicians to seek office at higher levels of government. Testing theories from existing political ambition research in other jurisdictions, the paper explores factors of political ambition in Ontario through a survey of first-time local councillors and an archival study of past multi-level political careers. Success in politics can follow many paths, but results from the survey indicate that councillors who were younger, male, extraverted, and involved in partisan political activities were more likely to have ambitions for higher office. The expected benefits of transparency in government, such as increased public engagement and trust, are well established. Transparency also enables a better accounting of elected officials by the public, but this accounting depends on having rules in place and someone responsible for enforcing those rules. The Ontario government took steps to provide this for local governments in Ontario when it permitted municipalities to create codes of conduct and to hire a municipal Integrity Commissioner to enforce those codes.
