Strengthening Snap And Tanf Is Essential To Support Children In Early Childhood, Colleen Heflin, Michah W. Rothbart, Mattie Mackenzie-Liu

Population Health Research Brief Series

Although early childhood is considered a critical time for investment in a child’s life, the United States lacks many traditional family policy programs like paid family leave and widely subsidized daycare. Instead, the U.S. relies on means-tested programs such as the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF). This brief summarizes findings from a study examining participation in SNAP and TANF in early childhood in Virginia. Findings suggest that strengthening SNAP and TANF would provide significant benefit to Black and Hispanic children and those residing in rural areas.

Schneider and Ingram’s theory of policy design (1997) states that policy making includes a process through which knowledge is socially constructed and is a domain in which power elites are able to manipulate symbols, rhetoric, images, and distort logical lines of inquiry to justify policies that privilege certain social groups while stigmatizing and disenfranchising others. Policies act as lessons, and individuals, in turn, then internalize messages on their value to society based on the policies that are assigned to them. Interdistrict And Charter School Mobility In Arizona: Understanding The Dynamics Of Public School Choice, Jeanne M. Powers, Amelia M. Topper, Amanda U. Potterton

We investigate the mobility patterns of elementary students enrolled in Arizona’s traditional public school districts and charter schools. We address interdistrict and charter school mobility simultaneously. Most student movement is interdistrict or between school districts. In Arizona, interdistrict mobility has played a greater role in creating and sustaining the “educational market” than charter schools. There is also a substantial amount of student movement from charter schools to school districts. Regression analyses suggested that the relationship between demographic and achievement variables and the different types of student mobility differed across the two sectors. In The Midst Of An Epidemic: How Print Media Shapes Policy Feedback To The Opioid Crisis, Peter S. Federman

As opioid addiction has spread across the country, media discourse around opioid abuse has consistently increased. A content analysis of local newspaper articles from the state of Massachusetts reveals that political and administrative officials conceive of Narcan in distinct ways. Administrators, including police and fire officials, see Narcan as a means to accomplish their organizational mission. Conversely, elected officials are primarily concerned with cost, legal ramifications and the broad impact of the opioid crisis, remaining disconnected from street-level concerns. Consolidation in the public sector has always been conceptualized as a tool for enhancing service provision and fiscal responsibility. The evidence is dubious in both front. Using self-administered questionnaire and follow-up interviews, this study attempts to explain why the merger of two NYC agencies (DJJ into ACS) is incomplete after six years based on employees’ perception. The paper contends that a well-designed and carefully-negotiated merger can lead to harmony while meeting the intended goals of the new organization. Systemic racism and redlining are synonymous with one another. This essay reviews the history of scholarly research and discussion regarding affordable housing and its impact on ethnic groups in the United States, especially Black African Americans. Affordable housing celebrated its 100th anniversary in 2017, yet much still needs to be done. Moreover, the U.S. Shipping Act of 1917 and Moving to Opportunity (MTO) Intervention Demonstration Program (1994–2009) are congruent to this essay.

Following the murder of George Floyd, the U.S. Congress called upon the National Organization for Black Law Enforcement Executives (NOBLE) to play a role in the reimagining of policing in America and a transformation of policing from a warrior to a guardian mentality. The Money and Local Democracy Project explores the effects of campaign finance rules on municipal election campaigns and election outcomes in Canada. Governments around the world regulate election campaign financing to ensure that elections are fair and competitive, although they do so in different ways. Funded by a Western University Undergraduate Student Research Internship (UWO) grant, research assistant Brittany Bouteiller was tasked with conducting preliminary research on 65 municipalities across Canada to determine the availability of campaign finance data from local and provincial governments and to identify clusters or trends. Roadside construction - be it a detour, a closed lane, or a slow weave past workers and equipment - work zones impact traffic flow and travel times on a system-wide level. The ability to predict exactly what those impacts will be, and plan for them, would be a major help to both transportation agencies and road users. Funded by the National Institute for Transportation and Communities, the latest Small Starts project led by Abbas Rashidi of the University of Utah introduces a robust, deep neural network model for analyzing the automobile traffic impacts of construction zones.

Background – The practice of redlining involved the US government categorizing certain communities, often those inhabited by people of color, as too risky for private investment. Because of the resulting disinvestment, many of those neighborhoods deteriorated throughout the latter half of the 20th Century. It also fostered conditions in redlined neighborhoods, such as high concentrations of poverty, joblessness, and racial segregation that the criminological theory of Social Disorganization identifies as correlates of violent crime.

This dissertation research chronicles my experiences with emotions and learning as a student conduct administrator throughout the arduous process of investigating, becoming, and transforming by engaging sociocultural theory. Grounded in Authentic Inquiry (Tobin, 2006), this research centers my lived-experience and nuances the role of emotions in student affairs and especially student conduct practices. Throughout this dissertation I address themes surrounding reflexivity (Bourdieu, 1992), emotions (Turner, 2002) (Collins, 2004), and self-care. Effect Of Public Debt On Private Investment In Nigeria: Evidence From An Asymmetric Dynamic Model, A. B. Abubakar, S. O. Mamman

This study examines the effect of public debt on private investment in Nigeria. The linear and non-linear ARDL models are employed to analyse the series spanning the period 1981 to 2018. The estimation results show that an increase in total debt, external debt, and debt service payment adversely affects private investment, with the effects being symmetric. On the other hand, the effect of domestic debt on private investment is found to be asymmetric. Although a negative shock in domestic debt greatly improves private investment, a positive shock leads to a meagre positive effect on private investment. This finding indicates that …

Interdependent infrastructure recovery modeling and simulation are complicated due to various interdependent connections and complexities. Current efforts have identified both operational and restoration interdependency subtypes and coupling strategies that have not been integrated into one comprehensive model. This research presents a model which simultaneously integrates nine interdependency subtypes and four coupling strategies in a multi-objective format to provide the most tailorable and comprehensive network-based recovery model available. This research also created a defense-centric interdependent infrastructure database by modifying the existing CLARC database. It was my fourth year of teaching at a Brooklyn elementary school when the COVID-19 pandemic forced school buildings, and the entire city, to enter a world of lockdown and quarantine. New York City was an early epicenter of the 2020 coronavirus pandemic, and the virus quickly revealed severe racial and socioeconomic disparities across the city. A disproportionate number of cases, serious illnesses, and death has been experienced by low-income Black and Latinx communities. At the same time, 2020 also ushered in a national racial reckoning following the May murder of George Floyd.

Researchers at the Maine Rural Health Research Center, University of Southern Maine examined whether the use of electronic health records by rural primary care physicians facilitates their use of best practices in addressing tobacco dependence. The study used the National Ambulatory Medicare Care Survey (2012-2015) to explore how rurality and use of tobacco-related electronic health record functions were related to smoking status documentation and cessation treatment at adult primary care visits. Rural-urban comparisons were also examined.
