Our study examines solutions such as more universal license policies or a potential public transportation option. To collect data and carry out our project, we distributed surveys in English and Spanish families through the Center for Public Service at Gettysburg College. We had the potential to receive responses from around 70 families, and ultimately received …

Eisenhower And The Interstate, Brian H. Berry Oct 2021

Eisenhower And The Interstate, Brian H. Berry

Student Publications

By passing the Federal Highway Act of 1956, 34th U.S. President Dwight D. Eisenhower would go down in history as the father of the American Interstate Highway System. It was Ike’s determination to execute his ‘Grand Plan’ for a modernized road network that initiated the monumental effort to produce the roads we as Americans use every day. However, today’s highway network is a far cry from what Ike had in mind when he first envisioned the plan. Congressional dissent and special interests did much to undermine the success of Ike’s ‘Grand Plan,’ forcing him to compromise significantly on the issue. …

William & Mary Environmental Law and Policy Review

The cost of a thing is the amount of what I will call life which is required to be exchanged for it, immediately or in the long run.

The incredible, edible egg.

Fires in California, hurricanes along the Gulf, a worldwide pandemic—it is evident that the year 2020 was defined by great crises, most of which were direct results of or exacerbated by climate change. The effects of these crises on broader American society, in particular that of the COVID-19 pandemic, are just beginning to be realized. Nearly every aspect of American life has been impacted by the pandemic and …

Role abandonment of employees is a vulnerability of first responder organizations that can be exposed when disasters occur. Organizational vulnerabilities created by role abandonment of first responders can be reduced by understanding the willingness and ability of employees to report for duty during disasters. To gain a better understanding of law enforcement organizational vulnerability to disasters, this study utilizes an online survey disseminated to police officers (n = 314) working for a police department along the Gulf Coast to determine their willingness and ability to report for duty and examines the barriers and facilitators impacting their decision to report …

Determinants Of Residents’ Shadow Evacuation Intention During A Hurricane In The Rio Grande Valley, Texas, Manpreet Jaiswal Oct 2021

Determinants Of Residents’ Shadow Evacuation Intention During A Hurricane In The Rio Grande Valley, Texas, Manpreet Jaiswal

Dissertations

Studies on hurricane evacuation behaviour focus primarily on why individuals do not evacuate when they are instructed to, while few examine the reasons why individuals choose to evacuate under conditions that would not require them to, termed shadow evacuation. Such behaviour might delay the timely evacuation of more at-risk coastal residents. To better understand the reasons for shadow evacuation, this study analyzes data from a household evacuation behavioural survey administered between 2012-2013 to 479 households in Cameron, Hidalgo, and Willacy Counties, Texas, known as the Rio Grande Valley. This area features a number of Colonia neighborhoods with high rates …

Attaining representativeness in a bureaucracy, or the ability for a public organization to mirror the diversity of its constituents, is argued to be a key element to effective and efficient governance. Studies show that implementing diversity management programs can help organizations become more representative and, at the same time, maximize the full potential of their diverse workforce. This study examined the existing and developing diversity management programs in each of the nine Bay Area county organizations and measured the representativeness of each. These programs were analyzed by benchmarking them against the International Personnel Management Association's (IPMA) diversity management best practices …

Ab 5 And Ab 2257 Impacts On Small California Public Agencies, Sarah Robustelli Oct 2021

Ab 5 And Ab 2257 Impacts On Small California Public Agencies, Sarah Robustelli

Master's Projects

With the recent changes, government agencies are struggling to define worker status under the new laws (DeBlanc and Safarloo, 2020). The interest in eliminating independent contractors is tied to concerns about workers in the private sector, specifically the gig economy, being denied appropriate pay and benefits, yet even government agencies are affected by AB 5 changes (Andoyan, 2017, Bergman, 2020). Traditionally, small public agencies use contractors frequently for professional services, specialists, backfill positions, recreation, geographic information systems (GIS), and much more. This research analyzes the following question: What is the impact of Assembly Bill 5 (AB 5) and Assembly Bill …

County probation departments will now be faced with determining how to provide adequate programming to a new population type of serious offender that includes adults in the age range of 18 to 25 years old. This places pressure on smaller county agencies to either find a cost-effective solution to modify their current facilities and programs or send this population to other county agencies. This research project analyzes …

The Impact Of Vicarious Racial Discrimination On African Americans Via Social Media, Asia Wardlaw Oct 2021

The Impact Of Vicarious Racial Discrimination On African Americans Via Social Media, Asia Wardlaw

Dissertations

Much psychological research has examined the impact of racial discrimination upon those who have personally experienced it. Such research emphasizes personal encounters with racial bias and ethnic discrimination can cause victims considerable mental and emotional injury, manifested as race-based traumatic stress. Far less research has examined the effects of vicarious racism on those who witness it, including those who witness it via online media. Given the growing and significant amount of social media coverage in the United States of America containing images of unarmed African Americans who have been killed in perceived racially motivated encounters, this is a valuable area …

Improving The Performance Of Transportation Networks: A Semi-Centralized Pricing Approach, Zhiguang Cao, Hongliang Guo, Wen Song, Kaizhou Gao, Liujiang Kang, Xuexi Zhang, Qilun Wu

Research Collection School Of Computing and Information Systems

Improving the performance of transportation network is a crucial task in traffic management. In this paper, we start with a cooperative routing problem, which aims to minimize the chance of road network breakdown. To address this problem, we propose a subgradient method, which can be naturally implemented as a semi-centralized pricing approach. Particularly, each road link adopts the pricing scheme to calculate and adjust the local toll regularly, while the vehicles update their routes to minimize the toll costs by exploiting the global toll information. To prevent the potential oscillation brought by the subgradient method, we introduce a heavy-ball method …

Cultural Districts Advocacy Guide, Su Fern Hoe Oct 2021

Cultural Districts Advocacy Guide, Su Fern Hoe

Research Collection School of Social Sciences

Cultural districts strengthen our cities and communities and support the development of thriving places and people. Support for cultural districts is a high-return investment as their value is immense, multi-layered and far-reaching. However, while those benefits are embraced by many, not all believe it. Increasingly, cultural leaders are being challenged to demonstrate how supporting the arts and culture advances other agendas; from attracting investment to fostering liveable communities and enabling public safety. This advocacy guide makes a case for support of cultural districts as a necessity for building thriving places and people. Importantly, it provides a core set of ideas and …

Robust Dynamic Panel Data Models Using -Contamination, Badi H. Baltagi, Georges Bresson, Anoop Chaturvedi, Guy Lacroix Oct 2021

Robust Dynamic Panel Data Models Using -Contamination, Badi H. Baltagi, Georges Bresson, Anoop Chaturvedi, Guy Lacroix

Center for Policy Research

This paper extends the work of Baltagi et al. (2018) to the popular dynamic panel data model. We investigate the robustness of Bayesian panel data models to possible misspecification of the prior distribution. The proposed robust Bayesian approach departs from the standard Bayesian framework in two ways. First, we consider the ε-contamination class of prior distributions for the model parameters as well as for the individual effects. Second, both the base elicited priors and the ε-contamination priors use Zellner (1986)'s g-priors for the variance-covariance matrices. We propose a general "toolbox" for a wide range of specifications which includes the dynamic …
