Community Insurgency: Constituency, School Choice, And The Common Good, Andrew Pendola, Bryan Mann, David T. Marshall, Jason Bryant Oct 2021

Community Insurgency: Constituency, School Choice, And The Common Good, Andrew Pendola, Bryan Mann, David T. Marshall, Jason Bryant

Democracy & Education

This study explores the ways in which the democratic notion of "the people" may be enacted in the school choice arena. Through an investigation of a charter school movement in a rural and segregated district in the Deep South, we explore themes of the constituent paradox that enabled the community to move beyond individual interests towards an expression of the common good. It is argued that for "the people" to be invoked via the democratic claim, they must identify more deeply than the institutions of their representation and recognize an expanded form of individualism defined through participation over consumption.

The U.S. Child Care Subsidy Program Is Underused But Well-Positioned To Promote Racial Equity, Taryn Morrissey, Colleen Heflin, William Fannin Oct 2021

The U.S. Child Care Subsidy Program Is Underused But Well-Positioned To Promote Racial Equity, Taryn Morrissey, Colleen Heflin, William Fannin

Population Health Research Brief Series

Child care is expensive and difficult to find, especially for infants and toddlers. Compared to their higher-income peers, children from lower-income families are less likely to attend out-of-home early childhood care – which tend to be more expensive but provides more stability and is higher quality than home-based care. This contributes to disparities in school readiness and later life outcomes. This brief summarizes findings from a recently published paper examining administrative data from the Commonwealth of Virginia. Findings suggest that children are least likely to receive subsides when they are infants and toddlers despite early childhood care being the most …

Advancing Behavioral Health Literacy, James Scollione Oct 2021

Advancing Behavioral Health Literacy, James Scollione

Journal of Social, Behavioral, and Health Sciences

Accessing, comprehending, and using information to make informed decisions and improve one’s overall health or well-being are the foci of health literacy. The concept of behavioral health was introduced in the early 1980s and, since then, it has influenced new ideas (e.g., behavioral health literacy and integrated behavioral health care) and gained research and public attention. My aim is to provide an overview of definitions (i.e., health literacy, mental health literacy, and behavioral health literacy) and their connection to each other. I propose an expanded and honed definition of behavioral health literacy to enhance the behavioral health literacy and well-being …

An Assessment Of Bicycle Detection Confirmation And Countdown Devices, Christopher Monsere, Sirisha Kothuri, David S. Hurwitz

PSU Transportation Seminars

For a person on a bicycle at intersections, trail crossings, or midblock locations that are signalized, knowing that they have been detected and how long they must wait to receive a green indication is valuable information. This presentation will summarize the findings from the online survey (1,048 responses), observed behaviors (2,428 persons on bicycle), and an intercept survey ( 234 persons) to understand blue light feedback devices and countdown timers at signalized intersections.

Findings suggest that the design where the blue light was embedded in the sign was more visible to cyclists and observed by higher proportions of cyclists in …

Time Management, Megan Paul Oct 2021

Time Management, Megan Paul

Umbrella Summaries

What is time management?

The definition of time management varies across disciplines, researchers, and practitioners. In the context of workplace research, one suggested definition is “behaviours that aim at achieving an effective use of time while performing certain goal-directed activities” (Claessens et al., 2007, p. 262). Another is “a form of decision making used by individuals to structure, protect, and adapt their time to changing conditions” (Aeon & Aguinis, 2017, p. 311). Most research on time management has used self-report measures; diaries and ratings by others (e.g., supervisors) are used much less frequently. Of the self-report measures, no one measure …

Background

Parenting interventions and conditional cash transfer (CCT) programmes are promising strategies to reduce the risk of violence against children, but evidence of the effectiveness of combining such programmes is lacking for families in low- and middle-income countries with children over two years of age. This study examined the effectiveness of a locally adapted parenting programme delivered as part of a government CCT system to low-income families with children aged two to six years in Metro Manila, Philippines.

Methods

Participants were randomly assigned (1:1) to either a 12-session group-based parenting programme or treatment-as-usual services (N= 120). Participation in …

Efek Aglomerasi Di Indonesia : Komparasi Jawa Dan Luar Jawa, Eggie Dwi Ananda Chaniago, Muhammad Hanri

Jurnal Kebijakan Ekonomi

Population density and average city’s wages in Java are higher than outside Java. The literature shows that population density can increase the productivity of firms and workers, thereby increasing the level of wages in cities. In urban economics, agglomeration economies are defined as the benefits that come when firms and people locate near one another together in cities and industrial clusters. This study estimates the agglomeration effect in Java and outside Java cities by analyzing the relationship between population density and urban characteristics with wage levels. Previous studies have shown that population density is positively correlated to wage levels at …

This study also shows that teacher quality has a significant effect in improving education quality. The interregional analysis shows that education expenditure has an inverted U-shaped relationship and teacher quality has a positive relationship with education quality at the outside Java-Bali region. However, education expenditure and teacher quality do not show a significant result …

Charter School Funding: Dispelling Myths About Emos, Expenditure Patterns, & Nonpublic Dollars, Angela K. Dills, Patrick J. Wolf, Corey A. Deangelis, Jay F. May, Larry D. Maloney, Cassidy Syftestad

School Choice Demonstration Project

Three decades after the first charter school law passed in the United States, myths about these public schools not only persist but continue to fuel strong claims and divisive debates. Commentators point to education management organizations (EMOs), for-profit organizations which manage or operate a network of charter schools, as examples of private entities supposedly profiting off public education.

In this report, we dispel three common myths about charter schools and their funding, spending, and management (see box). We draw upon comprehensive school funding data collected from traditional public schools (TPS) and public charter schools in 18 cities during fiscal year …

Skill Downgrading Among Refugees And Economic Immigrants In Germany: Evidence From The Syrian Refugee Crisis, Plamen Nikolov, Leila Salarpour, David Titus

Economics Faculty Scholarship

Upon arrival to a new country, many immigrants face job downgrading, a phenomenon describing workers being in jobs below the ones they have based on the skills they possess. Moreover, in the presence of downgrading immigrants receiving lower wage returns to the same skills compared to natives. The level of downgrading could depend on the immigrant type and numerous other factors. This study examines the determinants of skill downgrading among two types of immigrants – refugees and economic immigrants – in the German labor markets between 1984 and 2018. We find that refugees downgrade more than economic immigrants, and this …
