Implementation Team
The QIC-WD worked with the Division of Milwaukee Child Protective Services (DMPCS) to establish an implementation team to lead the development and implementation of the workforce project. The implementation team was composed of representatives from Human Resources; Quality Assurance; DMCPS frontline staff, supervisors, and administrators; Department of Children and Families state office leaders, the Site Implementation Manager (SIM), and three members of the QIC-WD (representing expertise in workforce, implementation, and evaluation).

Intelligent Transportation Systems (ITS) need traffic data to run smoothly. At intersections, where there is the greatest potential for conflicts between road users, being able to reliably and intelligently monitor the different modes of traffic is crucial.
The Federal Highway Administration estimates that more than 50 percent of the combined total of fatal and injury crashes occur at or near intersections. For pedestrians the intersection is a particularly dangerous place: the City of Portland, OR identified that two-thirds of all crashes involving a pedestrian happen at intersections. And when darkness comes earlier in fall and winter, crashes increase dramatically. So …

The aim of this report was to understand the sociodemographic and geographic distribution of substance use disorder (SUD) prevalence in Maine, through a claims-based analysis which assessed current statewide capacity to address SUD by examining current SUD treatment and recovery infrastructure, service utilization patterns, and geographic distribution of services and usage throughout the state to identify any gaps in treatment and recovery capacity.

Student homelessness has become a widespread issue at higher education institutions. According to a 2016 survey of both four-year and community colleges, about seven percent of students experienced homelessness. Kennesaw State University (KSU) is not immune to those statistics. The first KSU homeless student was identified in the late 1980s. Since then, the number of students experiencing homelessness and food insecurity has grown every academic year. In the past three years, there has been a 98 percent increase in demand to help feed food insecure students on KSU’s two campuses.

The main article package consists of five stories about the lands and waters that will comprise the Connecticut National Estuarine Research Reserve (CT NERR). Mobility disparities among older adults affect their ability to travel and access services. This project seeks to understand challenges, barriers, and gaps that older adults experience, and develop forms of assistance or educational strategies to fill the varying mobility gaps and meet mobility needs. This study characterizes older adults’ use of existing and potential transportation options, including conventional transit, paratransit, and ride-hailing systems, based on surveys collected from 146 low-income older adults in Dallas, TX. Nuisance flooding, or recurrent flooding, occurs during high tide and may be exacerbated when combined with other events such as heavy precipitation, strong winds, or storm surge. Sea level rise has contributed to increased frequency and duration of nuisance flooding in low-lying coastal areas and is causing community-specific impacts such as transportation disruption, road closures, compromises to life and property, overwhelmed storm water systems, and infrastructure damage. This chapter focuses on how drivers respond during nuisance flooding events. Tourism organizations must communicate with a variety of stakeholders when conveying messages about impending severe weather or disasters, which are increasing due climate change and sea level rise. We use a game theoretic approach to assess how the government can influence firms’ CSR investment and production decisions to enhance social welfare, considering the negative externalities brought by unsustainable production and positive externalities brought by CSR investments. Using a Stackelberg duopoly as a base model and lump-sum tax as the government’s decision variable, we find that when the government chooses not to intervene, it results in greater environmental damage as firms will underinvest in CSR and overproduce in quantity to achieve profit maximization. This report presents findings and recommendations from a formative evaluation of the Massachusetts Housing Mediation Program (HMP) administered by the MA Office of Public Collaboration (MOPC) at the University of Massachusetts Boston in partnership with 12 Community Mediation Centers (CMCs). The program is funded by the Commonwealth of Massachusetts and overseen by the Department of Housing and Community Development (DHCD) as part of the Baker-Polito Administration’s Eviction Diversion Initiative (EDI). Behavioral Bias In Occupational Fatality Risk: Theory, Evidence, And Implications, Perry Singleton

Behavioral bias in occupational fatality risk is introduced to the theoretical framework of hedonic wages, yielding an endogenous risk ceiling that increases social welfare. Empirically, bias is most evident among workers with no high school diploma, who do not report relatively greater exposure to death in high fatality rate occupations. These findings suggest that extant population estimates of value of statistical life are biased downwards and should be factored by at least 1.35. Under reasonable assumptions, simulations suggest an optimal risk ceiling between 73.0 to 85.9 percentile of the population distribution of occupational fatality risk.

This chapter describes the application of the Action-oriented Stakeholder Engagement for a Resilient Tomorrow (ASERT) framework for communicating with and engaging both residents and community stakeholders in their localities’ efforts to prepare for and to respond to flooding and sea level rise. The application of ASERT incorporates communication, education/learning, and gamification elements that can be embedded into community meetings. This chapter discusses practical approaches for using participatory mapping as a tool to visualize and communicate sea level rise (SLR) and climate change risks, to share information about the vulnerability to, and threats of, climate change, and to co-produce knowledge with stakeholders. The examples presented in this chapter are from demonstrated applications in communities in Virginia (USA) that involve participatory mapping and that utilize a web-Geographic Information System (GIS). Generalizing the group interaction model of Lee (2007), we identify and estimate the effects of student level social spillovers on standardized test performance in New York City (NYC) elementary schools. We leverage student demographic data to construct within-classroom social networks based on shared student characteristics, such as a gender or ethnicity. Rather than aggregate shared characteristics into a single network matrix, we specify additively separate network matrices for each shared characteristic and estimate city-wide peer effects for each one. Using a gravity model that accounts for the asymmetric effects of non-tariff measures (NTMs), the study examined the impact of the five most prevalent NTMs in the region on intra-ASEAN imports. The study found that all five NTMs are significant factors affecting intra-ASEAN imports. However, their effects vary at the sectoral level, by pairs of trading partners, and whether the products are covered by mutual recognition and harmonization agreements (MRA) or not. For example, sanitary and phytosanitary (SPS) measures, in general, negatively affect imports and are trade-reducing. The last-mile problem refers to the provision of travel service from the nearest public transportation node to home or other destination. Last-Mile Transportation Systems (LMTS), which have recently emerged, provide on-demand shared transportation. In this paper, we investigate the fleet sizing and allocation problem for the on-demand LMTS. Specifically, we consider the perspective of a last-mile service provider who wants to determine the number of servicing vehicles to allocate to multiple last-mile service regions in a particular city. Among the many types of services that promote the country’s general welfare, military service is among the most noble. People in the military are keenly aware that their service can place their lives at risk so that others keep their economic, political, and social wellbeing. In addition, those with families are aware that hazardous duty pay for deployment in a war zone in no way compensates for the stress placed on their families. The Division of Milwaukee Child Protective Services (DMCPS) of the Wisconsin Department of Children and Families (DCF) has approximately 185 State employees, responsible for the delivery of child protective services and ongoing case management services through contract agencies in Milwaukee County. DMCPS performs intake and investigative functions, while ongoing casework is managed by partner agencies in the community.

In Los Angeles, domestic wastewater recycling ("greywater") systems are controversial, loved by local environmentalists and disdained by the city's water agencies. Drawing on fieldwork among greywater advocates and public water agency workers, this article examines how greywater systems function as nodes that unsettle relations between residents and the public agencies that manage the city's water grid. Elaborating the longstanding frictions over greywater reuse in LA reveals how these fixtures are mobilized by advocates to rescript the roles of both individuals and the state within the urban waterscape.
