With the new round of global scientific and technological revolution and accelerated industrial transformation and the rapid development of interdisciplinary research, the basic research is shifting from the exploratory behavior of individual scientist to a more organized form. This article raised the conceptualizing framework of "organized basic research", revealed its characteristics and major types. The article also discussed and clarified several important issues in relate to the organized basic research, that it should stick to the goal of scientific development, it should be led by scientists, and academic freedom would always constitute as its foundation.

Focusing on "organized basic research", this study reviews the main experience of major countries in promoting "organized basic research" from three aspects, namely, driving scientific and technological innovation, coordinating the strategic layout, and clarifying the division of strategic capacity in science and technology. Then, from the two perspectives, i.e., task layout of five types of "organized basic research", and main orientation of strategic capacity in science and technology of three types of institution, the study analyzes the promotion ideas of "organized basic research" in China in the new era. Abstract The goal of the Elk Grove Village Cares program is to decrease the deaths and overdoses of those who abuse opioids through harm reduction strategies and provide access to treatment. The article is a program evaluation of the Elk Grove Village Cares program. Surveys, interviews and the synthesis of program data is used to evaluate the efficacy of program activities. Results: The rate of death from opioid use has decreased an average of 1.7 deaths since program implementation in 2018. Across the country the number of search and rescue missions in national parks has been creeping up since 2018. While the number of missions being undertaken are up overall, some parks in particular have seen a dramatic spike in the number of people requiring rescue services, straining a patchwork, often volunteer-based search-and-rescue system. Some parks like Maine’s Acadia National Park, Zion National Park in Utah and the Grand Canyon National Park even experienced their busiest years to date in regards to the number of search and rescue calls they received.

Nature-based solutions encompass strategies that explore ecosystem-based adaptations, green infrastructures, and ecosystem services in environmental planning and landscape management. However, nature-based solutions do not always consider ecological values and perspectives from Black, Indigenous, and Global South population. This dissertation has three independent papers that explore the application of ecosystem-based adaptations, green infrastructures, and ecosystem services in communities unheard by environmental planning agencies. William Nelson was deputy director, Division of Monetary Affairs, at the Federal Reserve Board during the Global Financial Crisis of 2007–09 (GFC). As the nation’s central bank, chief financial regulator, and lender of last resort, the Federal Reserve Board took the lead in setting monetary policy and stabilizing the financial system during the crisis.

Timothy Massad was assistant secretary for financial stability at the US Department of the Treasury between 2009 and 2014. He oversaw the $700 billion Troubled Assets Relief Program (TARP), which was passed by Congress in October 2008 to enable the Treasury to buy assets of and invest in banks and companies to stem the financial crisis. Massad was involved in the implementation of TARP as well as its winding down; it ultimately invested $439 billion. This “Lessons Learned” is based on a phone interview with Mr. Massad.

Iceland experienced a financial crisis in 2008–2009 when its banking system collapsed, the currency lost half its value, most businesses became technically insolvent, house prices fell, and household debt increased due to indexation to foreign currencies or the price level. This paper tells the story of the crisis and maps the losses to households using a dataset from tax returns that includes all taxpayers in the country and contains the value of housing, mortgage debt, disposable income, and net worth.
