Walden Dissertations and Doctoral Studies
There is a problem in the United States national security enterprise related to the National Guard’s organizational responsibilities to state and federal governments, and it was unknown whether this hybrid structure caused capabilities to diverge between pre-9/11 and post-9/11 national security priorities. This quantitative study’s purpose was to investigate the use of Congressional funding to determine how and to what degree the National Guard’s capabilities diverged from the United States national security priorities from pre-9/11 to post-9/11 periods. The client agency’s special assignment promotions do not have transparent recruitment processes, resulting in artificial barriers within the noncompetitive ranks. The purpose of this professional administrative study was to explore the limitations associated with artificial barriers to the noncompetitive opportunities within fire departments and whether the removal of the barriers would add to job satisfaction. Data were collected from interviews with ten firefighters ranging from captains to chiefs in competitive and noncompetitive positions within the client agency. The findings from coding and thematic analysis indicated artificial barriers are present in the client agency and are classified as political, constraining systems …

Culturally and linguistically diverse populations in the developmental disability system suffer from socioeconomic and social services disparities. Efforts to address the disparities issue included enacting Welfare and Institutions Code 4519.5 § (e), (f), (g), and (h), also known as the Lanterman Developmental Disabilities Services Act or the disparities law. The law mandated monitoring of developmental disability system expenditures and allocated funding to the regional centers and community-based organizations to assist with implementing activities to address the disparity. Schneider and Ingram’s and Jun’s theories of social construction framed the inquiry as to how the law impacted considerations of the social construction …
