Comprised of three essays, my dissertation is linked by a common focus: the relationship between state or local governance arrangements and inequality or facets of social equity. I draw upon a range of literatures to motivate my research questions and inform my methodologies—welfare and social policy, public economics, intergovernmental relations, public finance and management.

In the first essay, I ask: does localizing welfare governance impact geospatial access to the social safety net? This is an important question because proximity is highly salient to program utilization. I geocode the location of human services nonprofits from tax filings in eight states using …

This dissertation systematically examined the Beijing Police Department (BPD) daily use of social media and citizens’ comments it received. Previous studies in the field of e-government and political communication in the Chinese context focused only on the measurement of quantitative indicators of government use of social media or a single event. This dissertation incorporates theoretical frameworks of e-government, public relations, and the public sphere to provide a detailed picture of citizen and government interaction in the Chinese context. Aquatic invasive plants can often be ecologically devastating to ecosystems where they are introduced. This devastation has been widely apparent in the United States, including many locations in New York State over many decades, following anthropogenic transport of species from their native ranges. Due to the difficulty involved in eradicating these plants once they have become fully established, there is keen interest in strategies for early detection to assist with prevention and monitoring to mitigate future management costs. This dissertation explores how various types of disasters affect the financial behaviors of local governments, interacting with public managerial decisions, intergovernmental aid, and community-context effects. The first essay examines whether 1) disaster aid distribution is associated with social vulnerability indicators of affected counties given the same level of disaster damage, and 2) ethnic representativeness of the Federal Emergency Management Agency (FEMA) workforce increases policy benefits in terms of disaster relief funds for counties with a higher level of vulnerability related to minority status. Public administration scholars have long believed that bureaucratic whistleblowers help make bureaucracies more democratic, effective, and accountable. With these firm convictions, the U.S. federal government has introduced a series of whistleblower protection systems to balance administrative power and external political accountability of public organizations. Building on this intellectual history of public administration scholarship on whistleblowing, this dissertation aims to: 1) understand bureaucratic whistleblowing at the theory-level, 2) examine the effects of whistleblower protection laws on bureaucrats at the individual-level, and 3) investigate how whistleblowing outcomes can reshape bureaucracies at the organizational-level.

The role of government in dark tourism is currently unclear. Public sector employees find themselves in a challenging position where they must establish how to deal with locations that have a dark history. Should these places be condemned, have minimal government interference, or have active involvement from government officials? By examining visitor motivation, the aim is to uncover the connection between government and dark tourism from a postmodern perspective with ethical undertones.

Between the 1960s and the 1990s, dozens of programs and organizations arose throughout the United States designed to bring peaceful resolutions to emerging community disputes, following in the conceptual footsteps of the federal Community Relations Service. Many of these community dispute resolution programs have encountered calls for reduced funding in recent years, as economic hardships force public administrators to parcel out limited public monies to those services that can demonstrate the most benefit. An additional variable considered was the mediating impact of psychological safety on officers' psychological well-being and citizenship behaviors. This research study is a qualitative inquiry into Latino public servants in Central California. Drawing from the knowledge of 60 Central Valley Latinos, the study provides details of their inside accounts of their public service paths and political journeys. The public servants shared personal stories of successes and barriers from their experiences and lessons learned through in-depth interviews and focus groups. The findings translated into recommendations for potential Latino leaders to seek public life as volunteers or to run for political office. Most rural Nebraskans receive their home tap water from city water or municipal water systems. Just over two-thirds of rural Nebraskans receive their drinking water from a municipal system. One-quarter have private well water and seven percent are on a rural water system.

Many rural Nebraskans have tested their home tap water for nitrates. However, a similar proportion indicated they have not tested their water or are unsure. Persons with higher household incomes are more likely than persons with lower incomes to have tested their home water for each of the items listed. Many persons with the lowest household incomes …

The legal provision laid the foundation for self-representation guidelines adopted by the courts. The science is clear: the United States and the world must take dramatic action to address climate change or face irreversible, catastrophic planetary harm. Within the U.S.—the world’s largest historic emitter of greenhouse gas emissions—this will require passing new legislation or turning to existing statutes and authorities to address the climate crisis. Doing so implicates existing and prospective delegations of legislative authority to a large swath of administrative agencies. Climate change is an existential phenomenon, which entails a wide variety of physical risks as well as sizeable but underappreciated economic risks. In March 2022, the U.S. Securities and Exchange Commission (SEC) moved to address some of the information gaps related to the effects of climate change on firms by proposing a rule that requires public companies to report detailed and standardized information about important climate-related matters for the benefit of investors and markets. Despite scientific consensus over the threat posed by climate change, governmental actions remain modest or stalled, often because of profound societal polarization: more liberal individuals tend to accept climate change as real, anthropogenic, and as posing a substantial (if not existential) threat, while more conservative individuals tend to doubt such assertions. The standard explanation for this phenomenon is that liberals tend to believe government-provided information—as information about climate change tends to be—while conservatives tend to doubt it. Commentators suggest that market-generated climate change information would more likely sway conservatives.

การวิจัยครั้งนี้เป็นการวิจัยแบบผสม Mix Method ใช้การวิจัยเชิงปริมาณ การวิจัยเชิงคุณภาพ ร่วมกับ SWOT Analysisมีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาความเห็นของนักศึกษาต่อหลักสูตร “กัญชาและกัญชงศึกษาเพื่อใช้เป็นยาอย่างฉลาด”และ “หลักสูตรอาชีพโภชนาการจากส่วนของพืชกัญชาและกัญชง ที่ได้รับยกเว้นจากการเป็นยาเสพติด” ของนักศึกษาในระบบ การศึกษานอกโรงเรียนจังหวัดยะลา 2)เพื่อศึกษาการใช้ประโยชน์ทางยา การสร้างรายได้ การพัฒนาส่งเสริมคุณภาพชีวิต จากความรู้ที่ได้รับการศึกษา เพื่อจะได้ได้ทราบถึงประโยชน์ที่ นักศึกษาได้รับจากการศึกษาต่อการศึกษาตาม หลักสูตร และเสนอแนะแนวทางในการปรับปรุงหลักสูตร ผลการวิจัยพบว่า นักศึกษาโดยส่วนใหญ่ เลือกเรียนวิชา“กัญชาและกัญชงศึกษาเพื่อใช้เป็นยาอย่างฉลาด” ความคิดเห็นมีความพึงพอใจในหลักสูตรที่ศึกษาแต่ในด้านการใช้ประโยชน์ทางยาและการสร้างรายได้ยังไม่สามารถใช้ความรู้ที่ได้จากการศึกษานำไปสร้างรายได้หรือใช้งานทางการแพทย์ได้อย่างเป็นรูปธรรม เนื่องจากในพื้นที่ยังมีความกังวลในเรื่องหลักศาสนาอิสลาม รวมถึงหลักสูตรที่มีการสอนเฉพาะภาคทฤษฎี ยังขาดการเรียนในภาคปฏิบัติ อย่างไรก็ตามนักศึกษาส่วนใหญ่สามารถที่จะพัฒนาตนเองจากวิชาที่ศึกษารวมถึงได้รับหน่วยกิตในการเรียนระดับมัธยมปลาย ของหลักสูตรการศึกษานอกโรงเรียนอันเป็นเป้าประสงค์หลักในการเข้ารับการศึกษา ข้อเสนอแนะทางบริหาร: ให้มีวิชาต่อเนื่องทางภาคปฏิบัติของหลักสูตร“กัญชาและกัญชงศึกษาเพื่อใช้เป็นยาอย่างฉลาด” และหากมีการปรับปรุงหลักสูตร ควรใช้แนวคิด Bottom up ในการปรับปรุงหลักสูตรโดยให้ข้าราชการฝ่ายปฏิบัติในท้องถิ่นร่วมกันแสดงความคิดเห็นในการออกแบบและมีส่วนร่วมในการปรับปรุงหลักสูตร

การวิจัยในหัวข้อ ปัจจัยที่มีผลต่อประสิทธิภาพในการปฏิบัติงานของบุคลากรในสังกัดสำนักงานคณะกรรมการข้าราชการครูและบุคลากรทางการศึกษา มีวัตถุประสงค์เพื่อศึกษาแนวคิด ทฤษฎี เกี่ยวกับประสิทธิภาพในการปฏิบัติงานของบุคลากร ศึกษาปัจจัยที่มีผลต่อประสิทธิภาพในการปฏิบัติงาน และศึกษาปัญหาและอุปสรรคที่มีผลต่อประสิทธิภาพในการปฏิบัติงานของบุคลากรในสังกัดสำนักงานคณะกรรมการข้าราชการครูและบุคลากรทางการศึกษา เป็นการวิจัยเชิงปริมาณ โดยการเก็บแบบสอบถามจากบุคลากร ซึ่งมีผู้ตอบแบบสอบถามทั้งสิ้น 189 คน วิเคราะห์ข้อมูลด้วยสถิติความถี่ ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน การทดสอบ T-Test, One-way ANOVA และ Multiple regression ผลการวิเคราะห์ปัจจัยส่วนบุคคลที่ส่งผลต่อประสิทธิภาพในการปฏิบัติงานของบุคลากรในสังกัดสำนักงานคณะกรรมการข้าราชการครูและบุคลากรทางการศึกษา โดยวิเคราะห์ปัจจัยส่วนบุคคล ได้แก่ เพศ อายุ ระดับการศึกษา ตำแหน่งงาน ระยะเวลาที่ปฏิบัติงาน (อายุราชการ) และรายได้เฉลี่ยต่อเดือน พบว่า เพศ ตำแหน่งงาน ระยะเวลาปฏิบัติงานและรายได้ต่อเดือนที่แตกต่างกันไม่ส่งผลต่อประสิทธิภาพในการปฏิบัติงานอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ส่วนอายุและระดับการศึกษาที่แตกต่างกันส่งผลต่อประสิทธิภาพในการปฏิบัติงานอย่างมีนัยสำคัญทางสถิติ ที่ระดับ 0.05 ส่วนผลการวิเคราะห์ปัจจัยที่มีผลต่อประสิทธิภาพในการปฏิบัติงานแตกต่างกันส่งผลต่อประสิทธิภาพในการปฏิบัติงานของบุคลากรในสังกัดสำนักงานคณะกรรมการข้าราชการครูและบุคลากรทางการศึกษาแตกต่างกัน โดยวิเคราะห์ปัจจัย ได้แก่ ด้านนโยบายและการบริหาร ด้านลักษณะงานที่รับผิดชอบ ด้านโอกาสความก้าวหน้าในหน้าที่การงาน ด้านสภาพแวดล้อมในการทำงาน ด้านการได้รับการยอมรับนับถือ ด้านสัมพันธภาพกับเพื่อนร่วมงาน/ผู้บังคับบัญชา และด้านการได้รับค่าตอบแทนในการทำงาน พบว่า ด้านลักษณะงานที่รับผิดชอบ ด้านสภาพแวดล้อมในการทำงาน ด้านการได้รับการยอมรับนับถือ ด้านสัมพันธภาพกับเพื่อนร่วมงาน/ผู้บังคับบัญชา และด้านการได้รับค่าตอบแทนในการทำงาน ส่งผลต่อประสิทธิภาพในการปฏิบัติงานของบุคลากรอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05

Gift Basket diplomacy is an interest-based approach to negotiation that encourages voluntary commitments as incentives for cooperation. International diplomats used this approach during the Nuclear Security Summits (NSS), and it is the new standard for international cooperation. This model was successfully replicated in climate talks and led to a global effort to combat climate change. The use of house presents, and gift baskets encourages leadership and team building, to excel beyond intractable consensus-based stalemates. One of the main challenges facing the governments to achieve universal health coverage is maintaining adequate policies to set fair pricing for the healthcare services.
