A patchwork of policies exists across the United States. While citizens' policy preferences in domains such as the criminal legal system, gun regulations/rights, immigration, and welfare are informed by their political predispositions, they are also shaped by the extent to which policy targets are viewed as deserving. This article centres the idea that collective evaluations matter in policymaking, and it ascertains whether subnational levels of deservingness evaluations of several target groups differ across space to illuminate the link between these judgements and state policy design. Rural pregnant women with substance use disorder (SUD) are an understudied vulnerable population that often experiences poor pregnancy outcomes (Higgins et al., 2019; Jumah, 2016; Kramlich et al., 2018; Shaw et al., 2015). Despite the high prevalence and high burden associated with SUD, rural women are less likely than non-pregnant women to seek addiction treatment and complete an outpatient treatment program during pregnancy (Shaw et al., 2015). Mobility disparities among older adults affect their ability to travel and access services. This project seeks to understand challenges, barriers, and gaps that older adults experience and to develop forms of assistance or educational strategies to fill the varying mobility gaps and meet the mobility needs. This study characterizes older adults’ use of existing and potential transportation options, including conventional transit, paratransit, and ride-hailing systems, based on surveys and interviews collected from community-dwelling older adults in Dallas, Texas. Public charter schools are increasingly becoming part of both the broader national conversation about education policy as well as the local urban scene in the United States. The latter is certainly true in Rochester, New York, where charter schools serve more than 18 percent of the students who attend school in the city. Given the important role that charter schools play in educating Rochester’s students, we sought to learn if students who attend the city’s charter schools are funded equitably when compared to students in Rochester City School District (RCSD) schools.

Debt dynamics requires continued primary budget surpluses to be generated for gradually lowering the burden of interest payments and reducing public debt-GDP ratio. Revenue mobilisation of an additional 1.5 percent of GDP annually from those outside the tax net (divided evenly between the provinces and the federal government) insulating the lower-middle and poor classes appears a plausible means to achieve these surpluses. For example, fire-related incidents require a 90% response rate in 4 minutes. We consider a case study of tackling out-of-hospital cardiac events using AED-enabled drones in Portland, OR. Environmental factors, majorly wind speed and direction, significantly impact drone performance. We formulate the drone location problem as a robust multi-period maximum coverage facility location problem.
