This report examines the implementation and impacts of Massachusetts' Municipal Vulnerability Preparedness (MVP) Program, with a particular focus on adaptation planning and action in the Greater Boston region. Initiated by the Commonwealth in 2016, the MVP Program aims to build local capacity and advance municipal climate adaptation through state-funded planning and action grants. Drawing on case studies, interviews, and document analysis, the report explores how the program fosters stakeholder engagement, supports vendor-led planning processes, and integrates environmental justice principles. Part I of this Article provides a brief overview of citizen science data in regulation and policymaking under the CWA. Part II discusses Potomac Riverkeeper v. Wheeler, examining Virginia’s water quality-related data standards and DEQ’s use (and non-use) of citizen water quality-related data and information in that case. Shark and ray populations are crucial to a healthy oceanic ecosystem, but regulation of harm is difficult to manage for these highly migratory species. The massive decline of shark and ray populations has triggered an international response, including collaborative protections against the overharvest and sale of endangered groups. However, recent studies show that protections must extend past direct harvest because an estimated thirty to fifty percent of population kills occur through “accidental by-catch” in the fishing process. This Note will focus on one piece of legislation that can protect birds from wind turbines: the Migratory Bird Treaty Act of 1918 (“MBTA” or “the Act”). The MBTA makes it illegal to hunt, kill, capture, import, export, sell, buy, pursue, possess, transport, or take a bird on the list of protected species, which covers hundreds of types of birds as well as their nests and eggs. China has suffered overcapacity in coal power since 2016. With growing electricity demand and an economic crisis due to the Covid-19 pandemic, China faces a dilemma between easing restrictive policies for short-term growth in coal-fired power production and keeping restrictions in place for long-term sustainability. In this paper, we measure the risks faced by China's coal power units to become stranded in the next decade and estimate the associated economic costs for different shareholders. By implementing restrictive policies on coal power expansion, China can avoid 90% of stranded coal assets by 2025.

The three chapters of this doctoral dissertation estimate the responses of agricultural productivity, production value of agriculture, and crop supply to some external shocks and policies. Using unique panel datasets for Colombia and the United States, this research provides new insights regarding the responsiveness of agriculture to some socioeconomic effects and related market policies. Chapter 1 studies the impact of armed conflicts in rural areas on legal agricultural productivity in Colombia by using a production function that includes violence shocks such as the forced intra-national displacement of the rural population from 1995 to 2017. Trauma-informed pedagogy recognizes childhood trauma and its influence on students’ behavior, health, and ability to learn. By utilizing trauma- informed pedagogy, teachers can help children who have experienced trauma build resiliency. To determine if pre-service teachers are being trained in trauma-informed pedagogy, a systematic review of state-level teacher competency policies from all 50 states and Washington, D.C. was conducted. These teacher competencies were coded for the presence of elements of trauma-informed pedagogy. The review has shown that five states require teacher training in trauma-informed pedagogy and far more require training in individual elements, including social-emotional learning and cultural responsiveness.

Millions of Americans get evicted every year, with thousands coming from Kalamazoo County, Michigan alone. Additionally, many more live with rent burden, paying over 30% of their monthly income on rent. Both eviction and rent burden have been linked to adverse health effects, such as depression and anxiety, and negative coping mechanisms, such as alcoholism and smoking. An example of human inefficiency is the phantom traffic jam, which is caused by unnecessary braking, causing traffic to slow down, and eventually coming to a stop. Utilizing highly trafficked areas, urban art has the potential to spread environmental messages both because of the size of the audience and because of the contrast between nature-centered art and the urban context. The paper discusses 15 environmental urban artworks in Lisbon and conducts a visual and thematic analysis. The analysis revealed five themes present in Lisbon: the power and beauty of nature, connection with nature, environmental loss and degradation, waste management, and climate change. Dockless e-scooter sharing, as a new shared micromobility service, has quickly gained popularity in recent years. In this paper, we present a practical approach to estimating e-scooter flow patterns without knowing the actual routes taken by the e-scooter riders. Our method takes advantage of a huge open dataset that contains the origins and destinations of millions of trips. We show that our models can help cities better support the emerging shared micromobility service. The additional information generated in the modeling process can also be useful for a more refined analysis of e-scooter trips.

Building energy use benchmarking is the process of measuring the energy performance of buildings relative to their peer group for creating awareness and identifying energy-saving opportunities. In this paper, we present the design and implementation of BEEM, a data-driven energy use benchmarking system for buildings in Singapore. The peer groups for comparison are established using a public energy disclosure data set. We use an ensemble tree algorithm for accurately modeling building energy use and for identifying the most influential factors. Our models reduce the prediction error from 24.39% to 6.04%, on average, when compared to the baseline linear regression models, …

Vessels abandoned or lost by their owners can get stuck on a shoreline or in a marsh, aimlessly float adrift, or sink in a waterway. As the number of ADVs [abandoned and derelict vessels] increases, efforts to address them similarly intensify. Typically, state government agencies handle most ADVs, and their approaches to ADV control and removal vary widely across jurisdictions. Virginia faces an increasing number of ADVs and can learn from other states to improve its approach. Although each plan is particularly detailed to address one locality’s specified areas of concern, the plans are fully adaptable to meet any community’s particular needs. Additionally, the paper includes a synthesis of commonalities that these plans share with the goal of providing an overview of resilience plan options and strategies that can be used as a framework for Tribal communities looking to create their own plans.
