In February 2022, the Buffett Early Childhood Institute conducted the Nebraska COVID-19 Early Care and Education Survey III, in collaboration with state agencies, University of Nebraska faculty, and organization partners. This third survey examined the impact of the COVID-19 pandemic on Nebraska’s child care professionals and its implications for practice and policy. Results from the previous surveys, released in April and August 2020, indicated that early care and education professionals in Nebraska, who were already vulnerable prior to the pandemic, have been negatively impacted from the start of the pandemic. If justice is to provide each person what they deserve, it seems plantain producers in Puerto Rico did not relish a just compensation for their farm losses after Hurricane Maria in 2017. The main culprit? Stale data. Farm Service Agency’s (FSA) Wildfire and Hurricanes Indemnity Program (WHIP) utilized plantain production data under the National Crop Table (NCT) 2017, which seemingly did not reflect up-to-date yield averages of Puerto Rico’s plantain farmers at the time of Hurricane Maria.

Greater Portland Health (GPH) in collaboration with Preble Street Resource Center was awarded a Medication Assisted Treatment: Prescription Drug & Opioid Addiction (MOUD-PDOA) grant from SAMHSA. The GPH MOUD-PDOA project included a mixed-methods evaluation led by Catherine E. Cutler Institute’s Substance Use Research and Evaluation Team (SURE). The aims of the evaluation are to build knowledge, document lessons learned, and provide feedback to inform the implementation and refinement of the GPH MOUD-PDOA Program. A Policy Analysis Of The Endangered Species Act, Kendall Beggs

The goal of this thesis was to identify and analyze common characteristics that are shared by recovering species listed in the Endangered Species Act (ESA). NatureServe population data was used to determine which listed species were recovering, and a logistic regression analysis was performed to identify which aspects of the ESA most contribute to recovery. Of the 747 species tested, only 24% had a population that was stable or improving. Time listed and classification group were found to significantly influence recovery, and recovery plan presence and critical habitat designation also increase the odds of recovery. The military’s sexual assault prevention and response program is unable to effectively eliminate or even minimize occurrences of sexual assault in the service. This program focuses primarily on the elimination of sexual assault through yearly mandatory education on the current policies and procedures that occur when a victim comes forward. The Sexual Assault Prevention and Response (SAPR) program is reactionary and unequipped to tackle a culture that continues to promote a climate in which sexual assault and harassment exist without fear of retaliation. Drivers and cyclists lack an alignment of road sharing knowledge, attitudes, and expectations, resulting in unnecessary fatalities. Educational countermeasures need to present information that captures drivers’ interest by being personally relevant, facilitate elaboration and synthesis of new information with existing knowledge, and change attitudes, intentions, and behavior. Well-documented health-related communication methods were employed to determine their effectiveness in a transportation domain. Health countermeasure designers use first-person perspective to improve narrative instruction outcomes, based on the Elaboration Likelihood Model (ELM; Petty & Cacioppo, 1986). Exploring narrative perspective-taking as a design tool requires the integration of multiple disciplines.

Using the Trends in International Mathematics and Science Study Data (TIMSS) 2015 dataset, this study examines 30 different contextual indicators to determine significant predictors of girls’ mathematics achievement globally. The study design employs three nested levels in the hierarchical linear model (individual, classroom, and nation) to analyze cross-national scores and responses to the contextual questionnaires. This dissertation asks how a radical faction within the National Rifle Association (NRA) took over the organization and transformed it into such a dominant force in American politics. This study explores the role of medical discourse in the Iranian formal public sphere. It examines how an epidemiological wave of HIV/AIDS—known as "the third wave"—highlighted nontraditional sexual behaviors in public and enabled a shift in policy and discourse by the Islamic Republic State. Through analyzing published content on HIV/AIDS from five major Iranian newspapers between 2009 and 2013, this study identified four competing narratives of the third wave which coexist and have a dynamic relationship with one another. Do some intervention techniques work better when taking into account the personal relevance a person has towards a topic? One hundred and sixty undergraduate students first read an article that introduced the conspiracy theory and established personal relevance. To manipulate personal relevance, participants were told that a new vaccine mandate would be put into place either July 2023 or July 2031. This chartbook provides an overview of Rural Health Clinic (RHC) characteristics and issues using data from CMS’s Provider of Services file, Medicare Cost Reports, and the Robert Wood Johnson Foundation’s’ County Health Ranking and will be useful to policymakers and others interested in the performance of RHCs nationally. It can also be useful to RHC administrators to benchmark staffing patterns, productivity, and efficiency. Finally, it provides a discussion of the challenges related to collection and reporting of RHC quality data.
