Modern American Propaganda: An Institutional History, Douglas Morrow

War, Diplomacy, and Society (MA) Theses

The U.S. Department of State’s Bureau of Public Affairs and Public Diplomacy is the primary government institution in charge of overt, foreign-directed propaganda. This paper argues that the institutional culture of this institution was born and came to fruition in the period 1941-1953, and has not significantly changed since. That institutional culture includes a fierce adherence to a “strategy of truth,” with aesthetic norms being reserved and largely unemotional as a result of positioning themselves in moral and aesthetic opposition to Nazi and early Cold War Communist propaganda. As a result, the first contribution articulates barriers at the organizational level. This work proposes a framework based on the Theory of Planned Behavior to highlight stakeholder dynamics that have constrained Regional Planning Commissions from advancing broadband infrastructure in rural areas. Additionally, research also illustrates that African Americans have been overrepresented in exclusionary discipline at higher rates than their White counterparts. Many universities and K-12 public school systems express a significant, formal commitment to the ideals of diversity, equity, and inclusion (DEI). Relative to the emphasis on DEI in America’s educational institutions, however, there has been little research describing DEI trends and evaluating the efficacy of DEI bureaucracies. This three-chapter dissertation examines DEI trends that have been the subject of much discussion—but rarely studied empirically.

The 2015 Jack Rabbit (JR) II field trials were conducted to improve understanding of the denser-than-air dispersion of chlorine in an urban environment. The field study involved five large-scale, outdoor release trials of chlorine in a mock urban environment (MUE) at Dugway Proving Ground (DPG). Various instrumentation was deployed, including JazTM Ultraviolet-Visible (UV-Vis) point sensors capable of measuring gas-phase chlorine concentration throughout the mock urban array.

Joubert syndrome (JS), a well-established ciliopathy, is characterized by the distinctive molar tooth sign on brain MRI, ataxia, and neurodevelopmental features. Other manifestations can include polydactyly, accessory frenula, renal, or liver disease. Here, we report individuals meeting criteria for JS with de novo heterozygous variants in SLC30A7 (Chr1p21.2). The first individual is a female with history of unilateral postaxial polydactyly, classic molar tooth sign on MRI, macrocephaly, ataxia, ocular motor apraxia, neurodevelopmental delay, and precocious puberty. Objective: Trauma-focused cognitive-behavioral therapy (TF-CBT) is an evidence-based therapist-led treatment for children after trauma. Parents often experience barriers to treatment engagement, including cost. Stepped care TF-CBT (SC-TF-CBT) was developed as an alternative delivery system. Step One is a parent-led therapist-assisted treatment. Step Two provides therapist-led TF-CBT for children who did not benefit from Step One and require more intensive treatment. This study compared SC-TF-CBT to standard TF-CBT in a community-based non-inferiority trial.

Objectives: To compare outcomes associated with timing-early versus late-of any neurologic dysfunction during pediatric sepsis.

Design: Secondary analysis of a cross-sectional point prevalence study.

Setting: A total of 128 PICUs in 26 countries.

Patients: Less than 18 years with severe sepsis on 5 separate days (2013-2014).

Interventions: None.

Measurements and main results: Patients were categorized as having either no neurologic dysfunction or neurologic dysfunction (i.e., present at or after sepsis recognition), which was defined as Glasgow Coma Scale score less than 5 and/or fixed dilated pupils. Telecommuting, the practice of working remotely at home, increased significantly (25% to 35%) early in the COVID-19 pandemic. This shift represented a major societal change that reshaped the family, work, and social lives of many Californians. These changes also raise important questions about what factors influenced telecommuting before, during, and after COVID-19, and to what extent changes in telecommuting have influenced transportation patterns across commute modes, employment, land use, and environment. Background: We investigated whether surveillance imaging had an impact on post-relapse survival in patients with rhabdomyosarcoma (RMS). We hypothesized that relapse detected by imaging (group IM) would be associated with longer survival compared with relapse detected with a clinical sign or symptom (group SS).

Materials and methods: We performed an observational multi-institutional study in 127 patients with relapsed RMS comparing overall survival (OS) after relapse using Kaplan-Meier and Cox proportional hazards analyses.

Results: Relapse was detected in 60 (47%) group IM and 67 (53%) SS patients. Median follow-up in survivors was 4 years (range 1.0 to 16.7 y). Four-year OS …

Objective: To explore the potential of circulating trophoblasts (TBs) as a non-invasive tool to assess placental health and predict obstetric complications.

Methods: We retrospectively reviewed maternal characteristics and pregnancy outcomes of 369 women who enrolled in our original cell-based NIPT (cbNIPT) study. The number of circulating TBs recovered from the maternal blood samples was recorded and expressed as fetal cell concentration (FCC). We evaluated if FCC can be used to predict pregnancy outcomes such as hypertensive disorders of pregnancy (HDP), fetal growth restriction, placental abruption, preterm labor, and pregnancy loss.
