Determinants Of Evaluation Demand In The United States Federal Government: A Sequential Mixed Methods Study With Hierarchical Linear Modeling, Ruqayyah Abu-Obaid

This dissertation examines the factors that influence demand for evaluation in the federal government of the United States. Although evaluation has become a central element of evidence-based policymaking, limited empirical research explains what drives variation in evaluation activity across federal agencies. The study addresses this gap through a sequential exploratory mixed-methods design that integrates qualitative document analysis with quantitative hierarchical (panel) data modeling. Hierarchical linear modeling (HLM) was employed to analyze longitudinal data from 23 federal agencies (2008–2024), accounting for both within- and between-agency variation over time and providing more accurate estimates of factors influencing evaluation demand.

Multi-sector partnerships (MSPs) are problem-solving groups composed of government agencies, nonprofit organizations, private firms, community groups, and individuals. These partnerships have often struggled to achieve consistent success, with performance rates estimated at 30%–50%, largely because MSPs are tailored to the specific interests, resources, and implementation contexts of the constellation of stakeholders involved in each project. This situation raised important questions regarding how MSP performance can be predicted and whether the likelihood of success can be enhanced during the early planning stages of partnership formation.

Since the escalation of Russia’s invasion of Ukraine in 2022, Ukrainians have faced significant social and public health challenges, particularly among Service Members, Veterans, and their Families (SMVF), including disability, traumatic stress, and barriers to mental health care (Kostenko et al., 2024; Krasnodemska et al., 2023; O’Grady & Galouchka, 2023). Brazil’s Unified Health System (SUS) provides universal healthcare and relies heavily on generic medicines to expand access. This raises a central question: how can a system reduce the cost of healthcare while simultaneously generating new forms of inequality and tension within global pharmaceutical markets? The Save Adolescents from Experimentation (SAFE) Act is a law enacted in August 2023 that banned gender-affirming medical care for individuals under 18 in Missouri. It states that any medical provider who provides medical gender-affirming care to a minor will have their professional medical license revoked. Increased emotions mark current elections. Particularly, election-related anxiety has risen over the years, causing health and social concerns. Despite studying the risks of election-related fear, researchers have yet to delve into the existing partisan contrasts. We hypothesize that there will be a partisan difference in levels of fear in the 2024 election. We rely on exit poll data collected by the Northwest Center of Policy and Civic Engagement. Next-Generation Democratic Cyber Statecraft - Balancing The Signal: Shutdown Shocks And Democratic Digital Governance, Scott M. Di Panni

This paper develops Next-Generation Democratic Cyber Statecraft (NG-DCS), a unified strategic doctrine for democratic governments to contest the cognitive domain against authoritarian adversaries. Drawing on twenty-six years of cross-national panel data (1999–2024) spanning 213 countries, game-theoretic modeling, and qualitative case analysis, the paper establishes three interconnected empirical and theoretical foundations. First, cross-national OLS regression across 160+ countries demonstrates that regime type is the dominant structural determinant of internet freedom (R²=0.615, β=2.513, p< 0.001), explaining more than twice the variance attributable to per-capita wealth (R²=0.268). Democratic governance, not economic development, produces open digital environments. Second, a two-way fixed effects (TWFE) difference-in-differences study exploiting government-ordered internet shutdowns as discrete policy interventions finds that digital restrictions causally degrade V-Dem governance quality by 0.21–0.38 standard deviations (p< 0.001 across all specifications). Treatment effects are immediate (β=−0.302 at k=0) and persist through five post-treatment years (β=−0.246 at k=+5), indicating structural rather than transitory governance damage. Parallel trends validation (p=0.352) and Callaway–Sant’Anna heterogeneity-robust estimation (ATT=−0.230, SE=0.077) support causal identification. Instrumental variable triangulation (2SLS β=−0.949, p=0.005) confirms that simultaneity was attenuating, not inflating, the primary estimates. Third, formal game-theoretic analysis reveals that the current U.S.–adversary equilibrium is (Restrain, Escalate)—the risk-dominant but Pareto-inferior outcome of a Stag Hunt structure. China, Russia, North Korea, and Venezuela each occupy structurally distinct positions (Stackelberg commitment, asymmetric two-level, autarky, and reactive trigger, respectively), requiring differentiated doctrinal responses rather than a uniform strategic playbook. Generative AI and algorithmic governance are shown to accelerate cognitive vulnerability by collapsing influence operation costs and exploiting engagement-optimized platform architectures that systematically degrade deliberative capacity in democratic populations.

This projects speaks to those engaged in gender studies, human security, and post-conflict reintegration by examining why reintegration efforts continue to fall short for female ex-combatants. Focusing on Colombia’s 2016 Peace Agreement and its aftermath, the study analyzes how reintegration frameworks inadequately address the human security needs of former guerrilleras. It asks how reintegration processes fail to account for the intersecting identities of women as gendered, racial, and economic subjects and former combatants, and how these oversights generate persistent vulnerabilities.
