ความเป็นธรรมทางดิจิทัล เป็นประเด็นที่ไม่ได้ถูกกล่าวถึงมากนักในประเทศไทย ถึงแม้ว่าเป็นปัจจัยหนึ่งในการเกิดความเหลื่อมล้ำทางสังคม โดยเฉพาะเรื่องการเข้าถึงข้อมูลข่าวสาร บริการ และสวัสดิการสังคมขั้นพื้นฐานของรัฐที่ประชาชนควรได้รับ ส่วนใหญ่เมื่อนึกถึงเรื่องความเหลื่อมล้ำในสังคม ผู้คนมักกล่าวถึงความเหลื่อมล้ำทางเศรษฐกิจและความเหลื่อมล้ำทางสังคมในภาพกว้าง ในขณะที่ความเหลื่อมล้ำทางสังคมถูกซ่อนไว้ในทุกมิติของชีวิต ดังนั้น การกล่าวถึงประเด็นชี้เฉพาะเรื่อง “ความเป็นธรรมทางดิจิทัลด้านสื่อและเทคโนโลยี” จึงมีไม่มากนัก นับว่าเป็นช่องว่างขององค์ความรู้ทางวิชาการที่ควรศึกษาทำความเข้าใจเพิ่มเติม พร้อมทั้งหาแนวทางแก้ไขอย่างเร่งด่วนเพื่อจัดสวัสดิการที่เป็นธรรมให้แก่สมาชิกในสังคมอย่างทั่วถึง โดยเฉพาะประชากรกลุ่มหลักที่จะกล่าวถึงในบทความนี้ นั่นคือ กลุ่มผู้สูงอายุ เพื่อเป็นการเปิดมุมมองทัศนคติที่หลากหลายและกว้างขวางขึ้น อีกทั้งยังช่วยลดวยาคติ (ageism) ของผู้คนในสังคมที่มีความเชื่อว่า ผู้สูงอายุเป็นกลุ่มวัยที่ล้าหลัง และตีตรา (stigma) ว่าเป็นกลุ่มประชากรที่ใช้งานสื่อเทคโนโลยีไม่เป็น ในขณะที่สถานการณ์สังคมปัจจุบันมิได้เป็นเช่นนั้นอีกต่อไป ซึ่งจากข้อมูลที่ผู้เขียนได้ร่วมกันศึกษาวิจัยในประเด็นนี้ ทำให้ค้นพบองค์ความรู้ชุดใหม่ที่แสดงให้เห็นว่ามีผู้สูงอายุเป็นจำนวนมากที่สามารถใช้สื่อเทคโนโลยีได้อย่างคล่องแคล่ว ชำนาญ และหมั่นพัฒนาทักษะตนเอง ศึกษาหาความรู้อยู่เสมอ เพื่อให้รู้เท่าทันสถานการณ์โลกที่เปลี่ยนแปลงไป ในทางตรงข้าม มีผู้สูงอายุจำนวนไม่น้อยเช่นกันที่ยังขาดความรู้และทักษะใช้งานสื่อเทคโนโลยีในชีวิตประจำวัน ทำให้พวกเขาถูกตัดขาดจากสังคมบางกลุ่มไปโดยปริยาย รวมทั้งไม่สามารถเข้าถึงข้อมูลข่าวสารและสวัสดิการของภาครัฐได้

เกษตรกรถูกระบุว่าเป็นกลุ่มอาชีพที่ประสบปัญหาความยากจนมากที่สุดในประเทศไทย โดยเฉพาะครัวเรือนในชนบทซึ่งมีรายได้น้อย บทความนี้วิเคราะห์การเลื่อนชั้นของเกษตรกรในสังคมชนบทผ่านกรณีศึกษาครัวเรือนเกษตรกร โดยการถกเถียงกับแนวคิดการเปลี่ยนแปลงสังคมภาคเกษตรที่ส่งผลต่อการเลื่อนชั้นทางสังคมและความยากจนข้ามรุ่น พบว่าครัวเรือนยากจนมีความพยายามในการยกระดับฐานะทางสังคมให้มีความเป็นอยู่ที่ดีขึ้น ทว่าแต่ละครัวเรือนก็มีข้อจำกัดและเงื่อนไขในการเลื่อนชั้นทางสังคมที่แตกต่างกันท่ามกลางการเปลี่ยนแปลงสังคมภาคเกษตรที่โอกาส ทรัพยากร และเงินทุน รวมถึงช่องทางการศึกษาของบุตรหลานเป็นเงื่อนไขในการตัดสินใจด้านการพัฒนาครัวเรือน นอกจากปัจจัยส่วนบุคคลแล้ว ปัจจัยเชิงโครงสร้างมีความสำคัญต่อการวิเคราะห์ผลกระทบต่อความยากจนของเกษตรกร และปัญหาด้านการผลิตซ้ำนโยบายที่ส่งผลให้เกิดความยากจนมักจะไม่ได้รับความสนใจในการเป็นข้อถกเถียงในเชิงนโยบาย

บทความวิจัยนี้ศึกษาความยืดหยุ่นปรับตัวของชาวนาต่อบทบาทของรัฐในการส่งเสริมการรวมกลุ่ม ผ่านนโยบายนาแปลงใหญ่และการตั้งศูนย์เรียนรู้การเพิ่มประสิทธิภาพการผลิตสินค้าเกษตร (ศพก.) ว่า การรวมกลุ่มของชาวนาผ่านนโยบายนาแปลงใหญ่มีการเมืองและยุทธศาสตร์ตอบสนองต่อนโยบายรัฐในมิติของตัวเอง ผ่านการแย่งชิงทรัพยากรและงบประมาณของรัฐ โดยดำเนินการวิจัยด้วยวิธีวิจัยเชิงคุณภาพ อย่างการสำรวจเอกสาร การสัมภาษณ์ผู้ให้ข้อมูลสำคัญ และการจัดเสวนากลุ่ม โดยใช้กรณีศึกษา 5 พื้นที่ในจังหวัดพิษณุโลก ผลการศึกษาพบว่า ชาวนามีความยืดหยุ่นปรับตัวต่อนโยบายรวมกลุ่มของรัฐ ทำให้เกิดการรวมกลุ่มในมิติที่หลากหลายและไม่ได้เป็นไปตามเป้าหมายของรัฐ จนอาจกล่าวได้ว่า การรวมกลุ่มของนโยบาย “นาแปลงใหญ่” เกิดผลลัพธ์ที่ไม่ตั้งใจ กลับทำให้เกิดการรวมกลุ่ม “ขนาดย่อม” ของชาวนา เพราะสอดคล้องกับการปรับตัวและผลประโยชน์ของกลุ่มขนาดย่อมที่เห็นชัดเจนมากกว่ากลุ่มขนาดใหญ่ ด้วยการรวมกลุ่มขยาดย่อมสามแนวทาง ประกอบด้วย (1) การรวมกลุ่มขนาดย่อมด้วย “ความจำเป็น” ทางวิถีการผลิต การตลาด และสังคม (2) การรวมกลุ่มด้วยยุทธศาสตร์ในการช่วงชิงทรัพยากรและผลประโยชน์จากภาครัฐ และ (3) การปรับตัวสู่การรวมกลุ่ม เพื่อสร้างฐานทางการเมืองท้องถิ่นและการเคลื่อนไหวทางสังคม

บทความวิจัยฉบับนี้ศึกษาพัฒนาการของรัฐสวัสดิการในกลุ่มประเทศตะวันตกและตะวันออกเพื่อตอบคำถามว่าการนำเอาความสำเร็จของรัฐสวัสดิการตะวันตกมาเป็นต้นแบบเพียงพอและเหมาะสมต่อการสร้างรัฐสวัสดิการของไทยหรือไม่ผ่านการศึกษาพัฒนาการของรัฐสวัสดิการในยุโรปตะวันตก ได้แก่ อังกฤษ ฝรั่งเศส และกลุ่มสแกนดิเนเวีย และประเทศที่พัฒนาแล้วในเอเชียอย่างญี่ปุ่น เกาหลีใต้ และสิงคโปร์เพื่อเปรียบเทียบให้เห็นถึงความเหมือนและความต่างของทั้งสองกลุ่ม การวิจัยนี้ใช้แนวทางการวิจัยประวัติศาสตร์เชิงสถาบัน (Historical Institutional Approach) เน้นไปที่ปัจจัยทางด้านอุดมการณ์และปัจจัยโครงสร้างเชิงสถาบันเป็นสำคัญ ผลการศึกษาพบว่ารัฐสวัสดิการมีหลากหลายรูปแบบและประวัติศาสตร์เชิงสถาบันมีอิทธิพลต่อการกำหนดเส้นทางการพัฒนารัฐสวัสดิการ การก่อร่างสร้างรัฐสวัสดิการไทยจึงมิอาจลอกเลียนแบบรัฐอื่นได้ทั้งหมดแต่ต้องเข้าใจบริบทและประวัติศาสตร์ของตนเอง ประยุกต์ปรับปรุงให้เหมาะสมกับปัญหาสังคมที่ประสบอยู่ และจำเป็นต้องคำนึงถึงการเปลี่ยนแปลงเชิงสถาบันซึ่งต้องใช้เวลาหลายทศวรรษหรือศตวรรษในการเปลี่ยนแปลงทั้งทางด้านอุดมการณ์รัฐสวัสดิการ โครงสร้างเศรษฐกิจ สังคม การเมือง และวัฒนธรรม

This study examines the relationship between encounters with the criminal justice system and psychological well-being in a large U.S. sample. This project builds upon previous research about the negative outcomes tied to such encounters by examining potential long term negative effects on people’s subjective well-being and sense of meaning and purpose in life. Panel study participants indicated their lifetime exposure to the criminal justice system, and then, about two years later, indicated their current subjective well-being and sense of meaning and purpose in life. This thesis explores the role of community in restorative justice through both the criminologist and practitioner perspectives. Through investigating the limitations of the U.S. penal system, which ranks highest globally in incarceration rates yet fails to ensure public safety, the research investigates restorative justice as a victim-cantered, harm-driven alternative. It emphasizes how restorative justice redefines crime by focusing on healing and accountability rather than punishment of the criminals/harm-doers. Recent legislation, exemplified in statutes from California and Washington, creates new methods for resentencing defendants in old cases. These laws place controlling authority for resentencing in the hands of local officials, especially local prosecutors, and invite variation at the county level.

While some new procedural channels for reducing the sentences of people convicted of past crimes are mandatory, in that they entitle certain defendants to resentencing if they were convicted of certain crimes or were subject to certain penalty enhancements that are no longer valid, other statutes create discretionary resentencing channels. Sykes and Matza’s Neutralization theory (1957) was originally developed to explain juvenile involvement in delinquency, with extensions of this theory being used to understand crime in other offending groups. Although neutralization theory has been widely applied to offenders, far less research has examined how neutralizations may be used by non-offending groups. This study applies Sykes and Matza’s framework to parents to explore whether neutralizations are being employed to justify risk taking or delinquent behavior among their adolescent children. Problem: The shift from a focus on rehabilitation to the more punitive, “tough on crime” approach to illegal behavior in the U.S. has been enacted in no small way by policies connected to the use and abuse of drugs. In response to the failures of mass incarceration and its disproportionate impact on marginalized communities, Problem-Solving Courts (PSCs) have emerged as alternatives to traditional prosecution. These courts employ therapeutic-informed and rehabilitative practices aimed at addressing the root causes of criminal behavior. While widely regarded as more effective than traditional courts, PSCs have developed largely without a formal theoretical foundation. This is notable given their alignment with Sociological Jurisprudence (SJ) and Therapeutic Jurisprudence (TJ), which view the legal system as a vehicle for promoting individual and community well-being.

The minimum age of criminal responsibility (MACR) in Western Australia is 10 years old. While the negative impacts of early contact with justice systems have been well-documented and have resulted in calls to raise the age, research had not examined the public views of MACR in Western Australia. This article presents a novel examination of the knowledge and perceptions of the MACR with a sample of the West Australian public (n = 69). Findings from the semi-structured interviews revealed low levels of knowledge about the MACR, some reacted with surprise when provided with the information. Participants’ views shifted in that …

Although there are continuing efforts to explain the theoretical underpinnings of repeat victimization, there are still measurement-related issues that limit our understanding of the topic and ability to inform interventions, including varying operational definitions, data constraints, and sampling and nonsampling error. This paper explores the hiring processes of police chiefs across the United States, focusing on internal versus external hiring practices. The goal of this research was to identify common trends, legislative barriers, and the impact of leadership on the hiring process through historical context, legal analysis, and case studies. The findings suggest that internal hires dominate chief appointments, though external hires are often sought during crises. This study examines motor vehicle theft (MVT) trends from 2019 to 2023 in three Central Texas cities—Waco, College Station, and Killeen—using temporal analysis, geospatial hotspot mapping, and make/model data. In Killeen, thefts generally rose over the period, with notable peaks in October and on Mondays. College Station saw an overall decline in thefts but experienced a seasonal spike each March, and Waco’s thefts increased until around 2021 before beginning to fall. Local festivals—such as the Spirit of Texas in College Station and the Heart O’ Texas Fair in Waco—appear to coincide with these seasonal upticks. Hyundais and Kias were most …

Race and gender disparities in the U.S. criminal justice system are well documented, primarily in sources of national post-conviction data. However, localized and pre-conviction studies remain limited. This study examined race and gender disparities in pre-conviction detention outcomes and charge severity in Ramsey County, Minnesota, between 2017 and 2019. Using a descriptive, exploratory quantitative design and a retrospective single-cohort analysis, the researcher analyzed trends in arrests, charge severity, and pre-conviction incarceration duration across race and gender groups. Findings indicate disparities in both charge rates and pre-conviction detention durations, with Black men and Native American women experiencing longer periods of incarceration. …

This research illuminated how police officers perceive risks in the line of duty and whether police officers implement protective behaviors on duty. This was done by implementing two phases of data collection: focus groups (I) and self-report surveys (II). The focus groups (N = 21) were conducted to inform the self-protective behaviors instrument in the self-report surveys (N =143). Officers self-reported their risk of assault and injury in the line of duty in the next six months to be 33.86% (SD = 27.13) and their risk of felonious death to be 14.4% (SD = 18.1). This study utilizes anonymous survey data collected from 26 mental health professionals in various regions of Canada to understand which psychological disturbances are the most prevalent among victims of violent crime as well as which psychological interventions are most beneficial for treating violent crime victims. The data revealed that Post-Traumatic Stress Disorder (PTSD), Major Depressive Disorder (MDD), Generalized Anxiety Disorder (GAD), anger, guilt, self-blame, and shame are each highly prevalent. This study examines capital murder cases in Missouri from 1976 to 2022 to explore how victim-offender relationships relate to both the brutality of homicides and sentencing outcomes. It addresses three main questions: What are the different types of victim-offender relationships in these cases, and how frequently does each type occur? How do these relationships influence sentencing outcomes, particularly the likelihood of receiving the death penalty versus life without parole? And which types of relationships are associated with the highest and lowest levels of brutality? Psycho-criminological literature has continued to examine post-treatment recidivism outcomes homogeneously for people who have sexually offended. Because results indicate clear differences between Indigenous and non-Indigenous people who have sexually offended, this project set out to understand the characteristics and effectiveness of treatment for Indigenous and First Nations people from four jurisdictions: Australia, New Zealand, Canada and the United States. A strategic three study strategy was implemented and resulted in a systematic narrative synthesis, meta-analysis and survey of sexual offender treatment organisations in Australia. Police Abuse In America And The Search For Remedy, Howard Ryan

The dissertation contends that, despite many diligent efforts—from mass protests to a presidential task force—America is not yet on path to remedying its outsized patterns of police abuse. The abuse problem is broadly characterized herein through a “triad” of over-enforcement, excessive force, and racial discrimination. The Washington Post’s “Fatal Force” database, covering the years 2015 through 2024, is offered as a bellwether of American progress in addressing its police abuse; and, it is observed, the nation’s yearly count of fatal police shootings of civilians has been increasing, rather than decreasing.

In the past fifty years, the United States has seen significant changes in both the criminal legal system and the welfare state. The incarceration rate surged by 475% from 1972 to 2007, driven by state-level decisions about criminal legal policy and disproportionately affecting Black Americans. Simultaneously, welfare programs became less generous, especially for those deemed “undeserving.” A long line of social science scholarship emphasizes that these two major social institutions—the welfare state and the carceral state—must be considered as complementary and alternative methods of managing marginalized groups.
