Institutions of higher education play a critical role in regulating student behavior; however, existing research has given limited attention to how students themselves interpret conduct addressed through campus disciplinary systems. The present study examined how college students differentiate institutional misconduct from crime in university settings and whether those judgments are associated with perceptions of institutional legitimacy. Data was collected through an online Qualtrics survey administered to 146 students at the University of Nebraska at Omaha. Owning a motor vehicle and a smartphone are modern conveniences that most Nebraskans were accustomed to by 2024. 1 The combination has, however, proven to be a modern challenge for roadway safety. Traffic crashes stemming from cellphone distractions have increased steadily since 2016, and traffic fatalities have fared no better since 2019. 2 Cellphone laws restricting the use of cellular devices while operating a motor vehicle may offer some relief. Although most states, including Nebraska, have text-messaging bans, others have begun instituting additional legislative mandates prohibiting cellphones while driving—often termed a hands-free policy (HFP). This report presents pre- and post-training survey results for Phase 1 of the Nebraska Department of Transportation (NDOT) grant. Law enforcement officers regularly interact with individuals who have experienced trauma. These encounters can be complex, unpredictable, and high stress. Trauma-informed policing training is intended to give officers practical tools to recognize trauma responses, communicate more effectively, and reduce unnecessary escalation during these interactions.

This research explores the line between consensual sex work and sex trafficking to gain a better understanding of the prevalence and pathways through which sex work may transition into sex trafficking. Semi-structured interviews were conducted with law enforcement professionals that work closely with survivors of sex trafficking to examine the pathways from consent to coercion. An interview with a former sex worker, now college professor, was also conducted to examine the lived experience and academic perspective. Consumable substances have long been used to enhance performance and ease nerves in first-responder populations. Among these substances, caffeine and nicotine products are some of the most frequently used by law enforcement. For the purposes of this study, these substances will be coded as “soft substances” (SSs). As opposed to hard substances (heroin, methamphetamines, crack-cocaine, etc.) SSs are non-criminalized substances that do not significantly change one’s state of consciousness; these substances are also commonly used during the workday (e.g. nicotine used on smoke breaks, caffeinated drinks consumed during the day). The Achieving Change Together (ACT) program provided cognitive behavioral interventions to 156 persons reentering the community between 2020 and 2023. Evaluators at the University of Nebraska Omaha utilized multiple data sources to complete the evaluation of the process and subsequent outcomes of the program. Qualitative interview and observation data was collected to understand the implementation process of the ACT. A participant survey supplemented this data, examining behavioral attitudes and satisfaction with the programming. In response to recent reports and noted issues of prison crowding, NDCS (Nebraska Department of Correctional Services) contracted with NCJR (Nebraska Center for Justice Research) to investigate the impacts of crowding. Going beyond the CSG, CJI, and Master Plan reports (Council of State Governments, 2015; Criminal Justice Institute, 2022; Dewberry, 2023; JFA, 2020), NDCS requested NCJR identify which facilities and populations are impacted greatest via crowding. The relationship between abuse and offending is likely indirect, by way of mental illness and/or substance use disorder. However, the effects of abuse experiences prior to incarceration, as well as the impact of abuse perpetrator type and abuse timing on mental health and substance use outcomes, are underexplored in jail populations. The current analysis addresses this gap. In 2017, an assessment with 79 questions was administered to 4,713 individuals admitted to a large, Midwestern jail. The majority of the population (72.3%) reported no history of abuse, but 17.5% indicated a history of physical abuse, 3.2% a history of sexual abuse, …

In the wake of the Tulsa, Oklahoma hospital shooting in the summer of 2022, it was made clear that more security needed to be implemented in healthcare facilities. As a result, I inquired: What is the happy balance for healthcare facilities to maintain their accessibility to the public while also implementing security measures to prevent terrorist attacks? With that base, I give recommendations in the areas of cybersecurity, physical infrastructure, and physical and mental health, based off the existing literature and data gathered from terrorist attacks against hospitals over several decades.

As needs assessments are comprised of subscales that include non-observable, latent constructs, the comprehensive assessment of these items and scales is essential. Specifically, to ensure these tools are measuring offender needs as intended, their construct validity must be confirmed. The current project used a multi-level, multi-group analysis of the MPACT with a large, 10-state sample of youth. Building on previous work (see Mei et al., 2022), authors confirmed the dimensionality and reliability of the six MPACT needs domains. Nebraska Division of Parole Supervision has created a violence-reduction (VRP) aftercare program and a CBI intervention which maintains an open group structure to effectively reduce the recidivism rate of high-risk parole clients, particularly those who have been identified as likely to reoffend violently and those who have previously failed on community supervision. The violence seen at the U.S. Capitol Building on January 6, 2021 has sparked concern at the threat of domestic violent extremism (DVE) within the United States. Over 700 individuals have been federally charged in connection with the events of January 6 including almost 100 women. Women’s involvement in DVE is underestimated and understudied. This project utilized a corpus of over 1,000 court documents to content code variables relating to violence and DVE affiliation for the individuals who have been federally charged in relation to January 6th. Entertainment media regularly depict torture as effective. Indeed, most popular films contain torture—often outside of counterterrorism-specific plotlines. In the counterterrorism-specific context, watching a scene where torture works increases support for the practice. Yet counterterrorism-specific media is a niche genre, and we do not know if this holds for torture scenes more generally. We address this gap with a 4 (movie rating) x 3 (scene type) experiment with U.S. adults. While participants recognized that torture scenes are in fact torture, viewing these scenes did not impact support for the practice. The N-SAT is intended to standardize assessment of youth referred to diversion in Nebraska. It determines risk level of further involvement (1-year) in the justice system (i.e., delinquency/ criminality). It was not purchased “off the shelf”, rather was developed by the Nebraska Crime Commission (NCC). It is free for Nebraska agencies to use, provides domain scores for referral and treatment purposes, and is more accurate than other tools used in Nebraska.

What factors impact how people mobilize against state human rights abuses? Drawing on Image Theory, we examine how perceptions of an out-group, government abuse, and sociopolitical orientations impact political action. Using an online survey-embedded experiment with a sample of 2,932 U.S. adults, we manipulated two factors: (1) the level of government abuse and (2) the risk of punishment for taking action against the state, while also including social dominance orientation (SDO) and right-wing authoritarianism (RWA) as covariates. Grantees use an online data management system to submit data on participants served under their Vocational and Life Skills programming. This data is due monthly and reflects all services provided during the previous month to participants. Evaluators at the Nebraska Center for Justice Research work with grantees directly to manage data entry errors on an ongoing basis during update calls and site visits.
