After a wave of lawsuits against vaccine manufacturers hindered the profitability and production of life-saving vaccines, Congress enacted The National Childhood Vaccine Injury Act of 1986. The Act offers an incentive for individuals to get vaccinated in order to mitigate the population’s exposure to disease, while encouraging the continued production of these serums by pharmaceutical companies. Although imperfect, the Vaccine Act fosters promise in filtering out frivolous claims and provides a central route for due process to the individuals who suffer from a vaccine-related injury. By removing a potential state tort issue to the Federal Circuit, Congress created a reasonably …

The purpose of this paper is to analyze the legal framework governing banking foundations as they have been regulated by Spanish Act 26/2013, of December 27th, on savings banks and banking foundations. Title 2 of this regulation addresses a construct that is groundbreaking for the Spanish legal system, still of paramount importance for the entire financial system insofar as these foundations become the leading players behind certain banking institutions given the high interest that foundations hold in the share capital of such institutions.

The paper studies the role of small businesses (SME) in the transmission of the Eurozone crisis to member countries and whether regions or countries with many SMEs were less able to share risk. Our analysis draws attention to domestic bank dependence---defined as the share of domestic private credit originated by domestic banks---as a key variable modulated the impact of shocks on bank-dependent SMEs and thus on the real economy. We argue that Eurozone banking integration in the years after the creation of the single currency was lopsided in the sense that, until 2008, cross-border lending between banks increased markedly while …

Research Objective: The Affordable Care Act created new resources and incentives for hospitals, insurers, public health agencies, and others to contribute to disease prevention and health promotion activities, potentially changing the structure of public health delivery systems and expanding the implementation of strategies that improve population health. This study uses data from the 1998-2014 National Longitudinal Survey of Public Health Systems to examine: (1) the extent and nature of change in inter-organizational contributions to public health activities, which we use as indicators of public health “system capital”; and (2) the effects of these changes on preventable mortality and resource use. …

Without the "container revolution" (1970-present) and its redesign of seaport and maritime-trade infrastructures, globalization as we know it would not exist. With the recent enlargements of the Panama and Suez Canals, many new implications for U.S. economic trade are unfolding. The phenomenon of China's rise as an emerging scientific power has been well documented, yet the development of its social science is less explored. Utilizing up-to-date Social Science Citation Index (SSCI) publication data (1978–2013), this paper probes the patterns and dynamics of China's social science research via bibliometric analyses. Our research indicates that despite the national orientation of social science research and the linguistic obstacle of publishing for an international audience, China's publications in the SSCI dataset have been rising in terms of volume, world share, and global ranking. More than half of all public school children live in low-income families. As the number of poor children has risen, so has the number of children who attend high-poverty schools. According to 2012 data, the most recent available, 1 in 5 children attend a school where at least 75 percent of students qualify for free or reduced-price lunch—up from 12 percent just 12 years ago. Concentrated poverty is most prevalent in urban areas, where 34 percent of students attend high-poverty schools. Analysts often use the capital assets pricing model (CAPM) to estimate the cost of equity capital. A key parameter in estimating that cost is the so-called equity beta. Estimates of equity betas for telecommunications firms, or telcos, in small island nations are not readily available, so analysts often rely on estimated equity betas from larger firms in jurisdictions with much larger markets. Doing so may introduce significant errors if the equity risk premium for telcos in large markets differs significantly from those in small markets. In this research note we explore this hypothesis.
