In this paper we investigate the relationship between the quality of governance, the business environment and foreign direct investments. Looking at 49 countries in Africa, we present evidence supporting the claim that the quality of governance does affect the stability of policies and the quality of the business environment. However, our data analysis also reveals that neither the quality of governance nor the quality of the business environment have any impact, at least in Sub-Saharan Africa on the level of FDI.

When it comes to health care in Mexico, “universal” has never meant equal, particularly when it came to the access to adequate care for the country’s 52 million uninsured. Civil society organization Fundar — a research organization with a background in budgetary analysis — developed a successful advocacy strategy on health policy to change this.

The Eastern Cape Province of South Africa struggles with high poverty, poor public infrastructure, and dysfunctional administrative systems. One result is that the Eastern Cape has the worst health outcomes in the country. This case study illustrates how a South African civil society organization has used its budgetary analysis to advocate for improvements in health service delivery.

This case study discusses major improvements in government budget transparency and public engagement in Afghanistan, presenting an analysis of the roles of the following actors in the trend toward more open budgeting: 1) the International Budget Partnership, foreign donors, civil society organizations, and the media; 2) the government; and 3) the legislature. This paper argues that by increasing its OBI score from 8 in 2008 to 21 in 2010, Afghanistan has made important progress, though it still remains below average. This case study looks at how the preparation and publication of the Open Budget Survey 2010 in Honduras increased awareness of Honduras’ budget transparency problems. The increased attention given to these issues brought together local civil society organizations, the International Budget Partnership, the Millennium Challenge Corporation, and the government of Honduras to make progress on budget transparency. When the Brazilian government sent a new tax reform proposal to Congress in 2008 that would exacerbate the already high level of economic inequality, the Institute for Socioeconomic Studies (INESC) came together with other leading civil society organizations to form the Movement to Defend Social Rights under Threat by Tax Reform (MSDR). In 2008 the Tanzanian Prime Minister, Mizengo Pinda, ordered government ministries to reduce unnecessary expenditure on workshops, allowances, seminars, and luxury vehicles. While populist commitments by leaders are not unusual in Tanzania, this particular one seemed to be a direct response to Sikika’s media and advocacy campaign. This case study shows that a focus on media outreach and raising public awareness may not be enough to bring about changes in contexts where budget allocation processes are closed and there are strong internal pressures to maintain the widespread patronage and rents that can be drawn from recurrent expenditures in the budget. …

Between 2007 and 2010, the Social Enterprise Development (SEND-Ghana) Foundation, one of the IBP’s partners, monitored the performance of the Ghana School Feeding Programme (GSFP, a government program that integrates social protection interventions), engaging with 50 district assemblies, 50 focal civil society organizations (CSOs), and 50 District Highly Indebted Poor Countries (HIPC)/Citizens Monitoring Committees (DCMC) in seven regions across the country. SEND-Ghana used information from this monitoring exercise to promote improvements in the program with district assemblies and officials from collaborating ministries, departments, and agencies directly at the national, regional, and district levels, but also indirectly through the media.

The Subsidios al Campo campaign used Mexico’s freedom of information laws to obtain official data on the recipients of agricultural subsidies, and then published the data online. Its analysis brought a large amount of new information into the public domain, and managed to shift the debate about agricultural subsidies from a focus on their overall size to a discussion of how equitably they were being distributed, challenging a powerful agricultural industry in the process. The Mexican Ministry of Agriculture reacted by reforming the system to ensure that subsidies were flowing only to those that needed them.

How do liberal democracies govern forensic DNA databasing? That is the question being asked in this contribution by focusing on the rules for inclusion of samples/profiles in DNA databases in England and Wales and the Netherlands. The two different modes of governance shall be evaluated by taking into account models and ideas in each society regarding the two imperatives of “crime control” and “due process.” Another question tentatively examined in this contribution is how these modes of governance impact on the performance of national DNA databases. In The Face Of Crisis: The Treatment Action Campaign Fights Government Inertia With Budget Advocacy And Litigation, Neil Overy, International Budget Partnership

At the turn of the millennium the South African government allocated a total of R214 million (US$28.5 million) to the fight against HIV/AIDS, an epidemic that had reached crisis proportions. Less than 10 years later this figure has risen, in inflation-adjusted terms, to R3.96 billion (US$528 million), a real increase of over 1,850 percent. This study looks at how a civil society organization’s ongoing campaigns for treatment access that combined negotiations with the government, mass mobilization of its members (including civil disobedience campaigns), and litigation contributed to this increase.

Samarthan’S Campaign To Improve Access To The National Rural Employment Guarantee Scheme In India, Ramesh Awasthi, International Budget Partnership

In India the implementation of the National Rural Employment Guarantee Act (NREGA), which guarantees a minimum of 100 days of unskilled work per year to every poor rural family that needs employment, has been ridden with bureaucratic glitches and widespread corruption. This case study examines a civil society campaign to address problems in the NREGA’s administration and mobilize people to demand work under the scheme.

Through a complex litigation strategy that involved “freedom of information” requests, budget analysis, and media dissemination, the Civil Association for Equality and Justice (Asociación Civil por la Igualdad y la Justicia, or ACIJ) pressured the formerly reluctant government of the city of Buenos Aires, Argentina, to acknowledge a legitimate unsatisfied claim related to school vacancies for initial-level education and commit to making significant policy changes. This case study examines the ACIJ campaign and draws lessons for civil society engagement in public finance processes.

ABSTRACT: Can international donors ensure that poor countries spend their natural resource revenues on development? We review the World Bank’s 14-year effort to guide such expenditure in Chad. The World Bank used its leverage as a gate keeper of private oil sector to write oil revenue restrictions into Chadian law. Chad also agreed to submit its expenditure to oversight by a new quasi-governmental institution. These efforts were not sufficient to overcome Chad’s poor governance and weak political accountability in the country. This report presents the findings of the review of the DGTTF-funded project, System for Monitoring and Evaluation of Democratic Governance in Paraguay. The project took place over 15 months from March 2008 to June 2009 with a DGTTF grant of $100,000 to cover the costs of the preparation and publication of the baseline governance assessment framework. This review assesses the extent to which the project was innovative and catalytic in the Paraguayan context. It considers what has made the project succeed or fail, and why.
