Walkability: To Quantify Or Not To Quantify, William W. Riggs
Walkability: To Quantify Or Not To Quantify, William W. Riggs
William W. Riggs
Academics and policy makers have developed quantitative approaches to judging how conducive a location is to walking. This has resulted in new terms like “walkability,” and the trademarked industry term Walk Score has entered the lexicon because of www.walkscore.com. The website rates one place against another, implying that some areas are a “walker’s paradise” and others are not. Some believe that the Walk Score provides a direct and replicable method to benchmark or measure walkability. While as a metric walkability indices typically use three key factors (proximity to goods and services, population dynamics and the concentration of street intersections, i.e. …
Cargo Bikes As A Growth Area For Bicycle Vs. Auto Trips: Exploring The Potential For Mode Substitution Behavior, William W. Riggs
Cargo Bikes As A Growth Area For Bicycle Vs. Auto Trips: Exploring The Potential For Mode Substitution Behavior, William W. Riggs
William W. Riggs
Cargo bikes are increasing in availability in the United States. While a large body of research has continued to investigate traditional bike transportation, cargo bikes offer the potential to capture trips for those that might otherwise be made by car. To investigate this, data from a survey of cargo bike users are evaluated using descriptive and inferential statistics. The survey queried how use and travel dynamics of characteristics with the hypothesis that cargo bike ownership has the potential to contribute to mode substitution behavior. From a descriptive standpoint, 68.9% of those surveyed changed their travel behavior after purchasing a cargo …

More than half of all public school children live in low-income families. As the number of poor children has risen, so has the number of children who attend high-poverty schools. According to 2012 data, the most recent available, 1 in 5 children attend a school where at least 75 percent of students qualify for free or reduced-price lunch—up from 12 percent just 12 years ago. Concentrated poverty is most prevalent in urban areas, where 34 percent of students attend high-poverty schools. Given the racial/ethnic makeup of our nation's urban centers, many of these students are children of color.Students in high-poverty …

San Luis Obispo Open Space Survey, William W. Riggs, Megyn Rugh, Camille Jackson, Kelsey Stefen, Lance Knox
William W. Riggs
The City of San Luis Obispo (SLO) has eleven official public open spaces. Managing these places presents a challenge in providing top-tier environmental stewardship, while also accommodating passive recreational use and access, in an era of fiscal limitations and competing priorities. Given that reality and the changing population dynamics in the US, providing equal access to these facilities is of increasing importance, whether by car, bike, on foot or via public transit. These open spaces provide value (environmental, economic and social) primarily to residents, as well as visitors, and gaining a data-driven understanding of that value was a primary goal …

Carving A Walled Village To Keep Friends In -- An Ethnographic Account In The Cyberspace Of Ingress, Leung-Sea, Lucia Siu
Prof. SIU Leung-sea, Lucia
This paper investigates how new forms of classical social cohesion, as illustrated by Emile Durkheim, can be found in the mobile gaming community of Ingress. Ingress was a global game developed by Google that ran on mobile phones using location-based technologies. Gamers from two factions had to travel, cooperate and combat across actual geographical space to play. The paper investigates how the gaming community simultaneously possessed global connectivity and cultures of local enclave communities. It contains ethnographic records of a group of gamers from the satellite town of Tuen Mun, Hong Kong. The group used to build a symbolic wall …

Success In These Schools? Visual Counternarratives Of Young Men Of Color And Urban High Schools They Attend, Shaun R. Harper, Ph.D.
Shaun R. Harper, Ph.D.
The overwhelming majority of published scholarship on urban high schools in the United States focuses on problems of inadequacy, instability, underperformance, and violence. Similarly, across all schooling contexts, most of what has been written about young men of color continually reinforces deficit narratives about their educational possibility. Taken together, images of Black and Latino male students in inner-city schools often manufacture dark, hopeless visualizations of imperiled youth and educational environments. Using photographic data from a study of 325 college-bound juniors and seniors attending 40 public New York City high schools, this article counterbalances one-sided mischaracterizations of young men of color …

Intersectionality And Planning At The Margins: Lgbtq Youth Of Color In New York, Clara Irazabal, Claudia Huerta

Through an intersectional lens, this article reflects on the dialog between planning and gender, feminist, and queer studies to analyze the lesbian, gay, bisexual, transgender, and queer (LGBTQ) youth of color (YOC) community in New York City (NYC). The community is subject to multiple disenfranchisements, given their ethno-racial status, class, age, gender, and sexual orientation. This community's limited access to safe public spaces and amenities, housing, health services, job training, and other opportunities is an urban planning challenge insufficiently understood or addressed. Our methodology includes participant observation and analysis of an LGBTQ YOC tour of West Village in NYC, interviews …

Inclusively Walkable: Exploring The Equity Of Walkable Housing In The San Francisco Bay Area, William W. Riggs
Inclusively Walkable: Exploring The Equity Of Walkable Housing In The San Francisco Bay Area, William W. Riggs
William W. Riggs
This study evaluates the inclusiveness of walkable housing in the San Francisco Bay Area. Using a series of regression models that control for an array of factors, this study finds that blacks are more likely to live in less walkable areas, a factor which could result in increased societal costs. These models suggest that this factor may mask other highly collinear factors including income, education, and social networks. This phenomenon is explored with qualitative interviews that reinforce this finding and illustrate the many push and pull factors that influence housing choice. These findings are then used to develop potential hypotheses …

Considerações Acerca Do Aglomerado Metropolitano De Curitiba Na Perspectiva Da Cidade-Região Global, Alceli Ribeiro Alves
Alves Ribeiro Alves
The aim of this paper is to critically analyse the hypothesis that the Agglomerated Metropolitan area of Curitiba (AMC) represents a spatial scale of analysis characteristic of world or global cities and, therefore, have great economic and political significance on the world stage. Amongst some of these world cities have figured in previous discussions the cities of London, New York and Tokyo, but also Los Angeles and São Paulo. Making use of a theoretical-conceptual repertoire called Global City- Regions, formulated by SCOTT et al. (2001), and a variety of quantitative data retrieved from different databases, the work presented here obtained …

After creating the weapons that can destroy the world, the next challenge of man is not to win an enemy but to survive the disasters. The modern man realizes that the worst challenges to face are the manmade disasters. While the nature has given us a well-disposed atmosphere to grow we are spoiling the natural resources through various anti-environmental activities. Our partial knowledge on development has taken us through a so-called development, which is neither eco-friendly nor sustainable. It is therefore important to control our own activities and behavior to minimize their negative effects on other adjacent systems and environment. …

Smart Growth In Two Contrastive Metropolitan Areas: A Comparison Between Portland And Los Angeles, Hongwei Dong, Pengyu Zhu
Pengyu Zhu
This study compares urban landscapes in the Portland and Los Angeles metropolitan areas at the neighbourhood level by operationalising six smart growth indices and mapping their spatial distribution patterns and time trends. Analysis results show that the two metropolitan areas have both strengths and weaknesses in different aspects of smart growth. Most neighbourhoods in both regions do not excel in all six smart growth measures: they are at the high ends of some smart growth indices but at the low ends of others. Some smart growth features such as mixed land use and mixed housing are already pervasive in suburban …
Calpoly Must To Do More To Put Brakes On Vehicle Traffic, William W. Riggs
Calpoly Must To Do More To Put Brakes On Vehicle Traffic, William W. Riggs
William W. Riggs
There are countless examples of university communities in the United States and internationally that have implemented similar policies. While the city of San Luis Obispo is taking aggressive steps to move in that direction as a part of updates to the Land Use and Circulation Elements, these efforts are not being matched by the campus — and this is at a time where the increase in student population necessitates it.

Succeeding In The City: A Report From The New York City Black And Latino Male High School Achievement Study, Shaun R. Harper, Ph.D., And Researchers From The Center For The Study Of Race And Equity In Education
Shaun R. Harper, Ph.D.
This report is the first publication from the New York City Black and Latino Male High School Achievement Study, a project that entailed individual interviews with 415 students from 40 public high schools – 90 were enrolled in 44 colleges and universities, the rest were college-bound high school juniors and seniors. Understanding how these young men succeeded in and out of school, developed college aspirations, became college-ready, and navigated their ways to postsecondary education was the primary aim of this project. Instead of further amplifying deficits and documenting failures in urban schools, 13 Black and Latino male researchers from the …

Introduction: What Do We Mean By 'Transbordering Latin Americas', Clara Irazabal
Clara Irazabal
This book, Transbordering Latin Americas: Liminal Places, Cultures, and Powers (T)Here, explores transbordering/transnational Latin American sociocultural and spatial conditions across the globe and across scales—from the gendered and racialized body to the national and transnational arena. What do we mean by “transbordering Latin Americas”? When we use the plural Latin Americas, we purposefully implode the notion of a unified, cohesive, and static Latin America and a corresponding singular identity—a way of being or being perceived as Latin American. The phrase “transbordering Latin Americas” thus comprises instances of that which can be defined as “Latin American” (which is, in turn, open …

Transbordering Planning: Esempi Dalle Americhe Latine, Clara Irazabal
Clara Irazabal
Moving Beyond Short-Term Coping And Adaptation, Christine Wamsler, Ebba Brink
Moving Beyond Short-Term Coping And Adaptation, Christine Wamsler, Ebba Brink
Christine Wamsler
Throughout human history, people have coped with, and adapted to, their environment. This accumulated capacity at local level is increasingly recognized to be critical in improving resilience and transformation. Nevertheless, city dwellers’ coping and adaptive practices are little known, poorly documented and often not taken into account in the work of municipal authorities and aid organizations. Against this background, this study provides a systematic overview of urban residents’ coping and adaptive practices, presents critical insights into their risk-reducing effects and discusses their role in the development of policies and projects to increase resilience. It shows that coping should not automatically …

Integrating Climate Change Adaptation, Disaster Risk Reduction And Urban Planning: A Review Of Nicaraguan Policies And Regulations, Claudia Rivera, Christine Wamsler
Christine Wamsler
The integration of risk reduction and climate change adaptation has become an urgent task in addressing increasing urban risk more effectively and efficiently. This paper analyses the extent to which climate change adaptation is integrated into the policies and regulatory frameworks that guide urban risk reduction in Nicaragua, and discusses related progress. The results reveal significant progress in integrating climate change adaptation into the policy and regulatory frameworks of the three relatively new fields of (a) disaster risk reduction, (b) environmental management and (c) urban planning. They show that differences in the degree of integration relate to the development and …

Planning For Resilience To Climatic Extremes And Variability: A Review Of Swedish Municipalities’ Adaptation Responses, Christine Wamsler, Ebba Brink
Christine Wamsler
Climate change poses a serious challenge to sustainable urban development worldwide. In Sweden, climate change work at the city level emerged in 1996 and has long had a focus on mitigating greenhouse gas emissions. City planners’ “adaptation turn” is recent and still ongoing. This paper presents a meta-evaluation of Swedish municipal adaptation approaches, and how they relate to institutional structures at different levels. The results show that although increasing efforts are being put into the identification of barriers to adaptation planning, in contrast, there is little assessment or systematization of the actual adaptation measures and mainstreaming strategies taken. On this …
