NOAA Research’s Office of International Activities and the National Sea Grant Office are extending the Sea Grant model to other countries. The National Sea Grant College Program is a proven, effective model to engage universities and government agencies acting in partnership to promote research, education and outreach/extension related to marine issues. Through network contacts at 30 universities and research institutes and the NOAA National Sea Grant Office, individual Sea Grant programs stay connected to issues at a national level while being responsive to local level needs. This submission provides support and explanations to the recommendation that specifications adopted for European applications of CableLabs’® Downstream RF Interface specifications (“DRFI”) should be maintained in accordance with the existing North American DRFI. It contains responses to a proposed changes offered by European proponents. This note addresses the in-channel (Active Output Channel) return loss requirements and the ‘Other Channels’ spurious and noise requirements.

The idea of guarantying an unconditional and universal income to each member of the political community is rooted in Thomas Paine and Joseph Charlier writings, published some centuries ago. In the last decades, the debate on this topic has been renewed. Among the recent initiatives, the most spread ones have been the Universal Basic Income, mainly developed by Philippe Van Parijs, and the capital grants proposal elaborated by Bruce Ackerman and Anne Alstott. Exchanging Development For Market Access? Deep Integration And Industrial Policy Under Multilateral And Regional-Bilateral Trade Agreements, Kenneth C. Shadlen

This paper analyzes the developmental trade-offs involved in multilateral versus regional-bilateral strategies of integration into the international economy. I contrast the regulations that guide policy in the areas of trade, investment, and intellectual property in the World Trade Organization (WTO) and in regional-bilateral agreements between the US and developing countries. Both strategies of integration feature similar trade-offs, in that developing countries gain increased market access and opportunities for specialization in exchange for diminished space for use of industrial policy instruments to create new productive capacities. This article analyzes firm and worker’s incentives to invest in general and specific training when these are separable in the production technology and wages are determined by the outside-option principle. It is shown that firms pay for general training, while workers receive the full return on it, and firms and workers share both the costs and benefits of specific training. The case of delayed general training is also studied. When general training is delayed, it is shown that the strategic complementarity between specific and general training increases the worker’s incentives to invest in specific training.

Research undertaken at the University of South Australia has produced a reformulated power cycle theory which balances both military and economic capabilities of actors, producing a graphical representation of the relative distribution of power. For the period between 2000 and 2030, this model suggests that China will continue to rise in power at the expense of the United States, achieving power parity in 2014 and overtaking the sole remaining superpower in 2015. Power cycle theory, arising primarily from the work of Charles F. Doran, determines a sovereign state’s relative share of total power within a wider system of like states. Using unweighted measures of national material capabilities across five indicators, the power cycle method allows the analyst to estimate the relative hierarchical position of each state in a defined system or set of states, the rapidity of each state’s rise and decline in relative power and to forecast the likely future for each state in the system under review. This article discusses Brazilian political history, from the military-political coup in 1964 through Fernando Henrique Cardoso´s second presidential term. Written in the form of an explanatory summary, three themes are joined in a narrative on the transition from a military dictatorship to a liberal democratic regime: the military, the political and the bureaucratic. We seek to establish causal inferences linking content, methods and the reasons for and meaning of political change beginning in 1974 with the quality of the democratic regime as it emerged during the 1990s. This Article applies a theory of rational choice to moral decisionmaking. In this theory, agents act primarily on local and personal knowledge to instantiate moral principles, virtues and moral goods. The State may seek to prevent them from acting as they independently determine by prescribing or proscribing certain conduct by formal legal means. The Blue Ball, a tavern located in Shrewsbury, New Jersey served primarily a local clientele from 1754 through 1814. Excavations on the site of the still-standing structure have revealed a wealth of information regarding the preparation and service of food from the late Colonial through the Early American period. Using documentary and archaeological evidence, this paper will explore the menu and the table settings found at The Blue Ball. The Blue Ball, open to the public as The Allen House, a colonial tavern interpretation, is owned by the Monmouth County Historical Association.

Retuning The Harmonization Of Eu Asylum Law: Exploring The Need For An Eu Asylum Appellate Court, Ariel Meyerstein

This Comment takes as its starting point the adoption of the first five pieces of harmonized legislation created as part of the EU’s asylum regime overhaul of the early 2000s and proposes constructive solutions to compensate for the inadequate results of the May 2004 negotiations in Brussels. Specifically, it is proposed that an EU-wide asylum appellate court could assist the Member States in completing the work they started by creating a comprehensive harmonization consistent with international law.

Despite efforts of the Government of the Philippines (GRP) and the representatives from the peoples of Mindanao in undertaking peace initiatives, “the war:” continues. The establishment of the Autonomous Region of Muslim Mindanao (ARMM) as embodied in an organic law provided in the 1986 Philippine Constitution has not seemed to bring about the much-anticipated progress. We consider a two-sided, finite-horizon model of search and matching with heterogeneous types and complementarity between types. The quality of the pool of potential matches deteriorates as agents who have found mutually agreeable matches exit the market. With automatic participation of all agents in each round, the market performs a sorting function in that attractive types of agents have multiple chances to meet and match with their peers. Heating of food products is mostly induced by convection heating. However, the number applications of convective heating in combination with microwave heating are growing.
