The Political Consequences Of Party System Change, Riccardo Pelizzo, Zim Nwokora

This article engages one of the important gaps in the literature on party system effects: the consequences of party system change. We discuss how existing empirical approaches to party system change do not actually capture the changeability of patterns of party competition, which is the most direct understanding of the term “party system.” We propose a measure that does exactly this: the index of fluidity. Applying this measure to countries in South East Asia, we show that party system change is associated with harmful effects, including lower foreign direct investment and deterioration of the rule of law

In this paper we investigate the relationship between the quality of governance, the business environment and foreign direct investments. Looking at 49 countries in Africa, we present evidence supporting the claim that the quality of governance does affect the stability of policies and the quality of the business environment. However, our data analysis also reveals that neither the quality of governance nor the quality of the business environment have any impact, at least in Sub-Saharan Africa on the level of FDI.

This paper sets to investigate whether and to what extent the development of tourism sector in Togo is associated with and possibly responsible for economic growth, employment creation and generation of wealth in the country. Results from this paper shows that the development of tourism in Togo has created both business and employment opportunities and that the expansion of the workforce in this sector has been associated with, and to some extent it has been responsible for, a decline in the unemployment rate in the country. The literature on oversight provides various approaches that have been used to measure oversight effectiveness. They include inferring oversight from the quality of governance, equating it with the presence of oversight activities as well as equating it with oversight capacity. However all these approaches are problematic as they wrongly consider oversight to be unidimensional. As a result they tend to produce measures that are too general and vague to provide a meaningful assessment of oversight effectiveness. The purpose of the present policy brief is to compare and contrast the organization and the activity but also the working practices and the functioning of the Tanzanian PAC with that of the Public Accounts Committees (PACs) from the East African region. The evidence presented here shows that Tanzania’s PAC is line with best practices at the global level. Specifically, the PAC is well above the regional average in terms of several organizational features, and that, most importantly is the most active PAC in the region.

This article provides the first and most comprehensive analysis of Public Accounts Committees (PACs) from Eastern and Southern Africa building on the work of McGee, Jacobs, Stapenhurst, and Staddon. By analyzing an original set of data, this article shows that PACs in these two regions are bigger, have more staff members, and are more likely to be chaired by opposition Members of Parliament than they have in other countries and regions.
