Organizational Alignment: A Tool For Obtaining Greater Organizational Efficiency And Effectiveness In A State Government Agency, Patricia A. Collins

This study focuses on the modem day use of TQM, reengineering and privatization initiatives to gain efficiency and effectiveness in government operations, and the impact of alignment on the successful implementation of these three initiatives. A large state government agency which is currently using TQM, reengineering and privatization was used as a case study. Two-hundred-and-twenty-four employees were voluntary participants. This study examined three research questions: 1. Could the level of alignment, as hypothesized by Labovitz and Rosansky, be replicated with a sample of public agency employees? 2. Who's In Charge? Appointments Of Latinos To Policymaking Offices And Boards In Massachusetts, Carol Hardy-Fanta

As the Latino population in Massachusetts continues to grow, there has been a corresponding increase in the number of Latinos achieving elected office throughout the state. Twenty years ago there was only one Latino serving in elected office in Massachusetts—Nelson Merced. In 1995, there were only four elected officials who were Latino and no state representatives. Today, through the hard work of candidates, activists, and Latino community activists and organizations, there are three Latinos serving as state legislators, fourteen holding municipal office, and an increasing number of campaigns at all levels of municipal and state government being conducted.

The Clark County Fire Department has no formal career development path for fire prevention (civilian) personnel as it does for suppression (sworn) personnel. The purpose of this paper is to compare the career paths developed for suppression personnel and prevention personnel in five fire departments throughout the State of Nevada. Each department was chosen because they have over 100 total employees. Three dimensions relevant to the extent to which a career development path exists were identified and each department was assessed terms of these dimensions. The purpose of this paper is to identify gaps in regulatory policies resulting from the emergence of Internet radio. To accomplish this purpose, the paper seeks to: 1) provide insights into agencies that may have direct involvement in potentially regulating Internet radio; 2) explore the concepts of jurisdiction in cyberspace; and 3) address the regulatory challenges that exist when traditional country borders no longer apply.

This study examined the relationship between a college and its local government organizations in a community that engaged in property tax or voluntary contribution deliberations with nonprofit organizations to determine the extent to which these interactions altered the preceding town-gown relationship. Interorganizational relationship theory and social interaction theory provided a theoretical framework for data collection while cooperative interorganizational relationship (CIOR) theory was utilized in describing the findings.;A qualitative, single, embedded, descriptive case study was employed to investigate the town-gown relationship between Mercyhurst College and the City, County and Public School District of Erie, Pennsylvania to determine if and how the …

This dissertation is designed to examine the impact of the complementarity of politics and administration on local governments' fiscal performance. The study adopts Svara's Politics-Administration Complementarity Model, which explains the mutual interdependence and reciprocal influence of administrative relationships between the elected and appointed officials of local governments towards a General Management City (a traditional mayor-council city that appoints a professional city manager to conduct the city's administration without formally adopting the council-manager form).

This qualitative study investigates the relationship between the two constructs: Organizational Climate and Organizational Commitment.

Litwin and Stringer (1968) suggested that a molar model is needed to explain employee behavior and motivation. Climate was proposed as this molar construct. Research concerning Organizational Climate resulted in multiple definitions and little consensus concerning the number and use of multiple dimensions of this construct. The almost exclusive use of survey methods coupled with methodological confusion with Organizational Culture created difficulty with the use of this important construct.

Municipal civil penalties in excess of $50 violate Article VI, Section 14 of the Tennessee Constitution if their purpose is punitive rather than remedial, the Tennessee Supreme Court held on Sept. 4 in City of Chattanooga v. Davis and Barrett v. Metropolitan Government of Nashville and Davidson County, ____ S.W.3d _____ (Tenn. 2001) [2001 WL 1005941]. The difficulty of showing that a municipality’s civil penalty is remedial rather than punitive means that most municipalities will find it in their interest not to levy civil penalties more than $50.
