Research has suggested that citizen engagement in local government decisions is important for sustaining democratic ideals. However, scholars are still working to understand how those responsible for organizing citizen engagement at the local level perceive such efforts. There has also been little work examining how citizen engagement is integrated in strategic planning processes at the municipal level of government. This study aims to address both gaps by investigating contemporary factors impacting government officials’ perceptions of citizen engagement in strategic planning processes. Bureauspeak: Discovering How Elected Officials Perceive Municipal Employees' Dis/Respectful Rhetorical Practices, Teresa Quezada

Bureauspeak analyzes bureaucrats' rhetorical practices within municipal governments. This project asserts that respectful rhetorical practices have always been implicit in traditional notions of rhetoric, but have not been explicitly addressed. This project describes the political epistemic field (PEF), formed by discourse, audience, reality and rhetor, that is created within a municipal environment where policy deliberations occur. The PEF allows for interactions among the four elements and results in changes to all the elements as the interactions occur. The policy-making audience in the PEF expects their bureaucrat-rhetor to enact respectful rhetorical practices, but in many instances those expectations are also implicit …

This handbook describes the process getting valid and reliable information from a citizen survey. It's intended for readers who don't have a substantial background in survey research or statistics. The basic premise is simple: Do it right or don't bother to do it at all. The necessary steps to "do it right" allow for few shortcuts in planning, designing and implementing a high-quality citizen survey or in analyzing responses. Following the procedures and suggestions described here should yield questions that are valid (measures what you want to measure), reliable (consistent), and useful (results that relate to the survey objectives.
