OVERVIEW OF EXPLORATION PHASE

The QIC-WD Continuous Workforce Development Process includes four major phases: Exploration, Installation, Initial Implementation, and Full Implementation . The goal of the Exploration phase is to identify and plan for implementation of a workforce strategy to find and/or keep good employees. This document provides supplemental guidance to the materials available through the Permanency Innovations Initiative, with adaptations for workforce applications. Steps 1–6 below are covered here.

This commentary stipulates a general model of policy leadership, encompassing decision-making, implementation, and evaluation. The model stresses attaining clarity about the nature of the issue being addressed, the values at stake, and the possible outcomes of alternative courses of action. While focused on the context of elected executives in municipal government, the stipulated model has broader applicability to other contexts. The article contends that following the model may both improve the effectiveness of political leaders and help build consensus (or compromise) among distinct political actors.

The Impact Of Conservation Land On Property Taxes And Municipal Budgets In Maine: A Mixed-Methods Study, Abigail Bennett

This study is an interdisciplinary project done in collaboration with the Municipal Budget and Conservation Working group, a group of stakeholders that formed in 2018 to study conservation and town budgets. We use mixed methods to explore the impacts of conservation and municipal budgets in Maine. We use regression analysis on 21 years of panel data to identify causal relationships between conservation and mill rates, controlling for economic and town budget factors. We found statistically significant but small effects on average, with a 1% increase in conserved acres in a town associated with average tax bill increases of $1 or …

In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. Nebraska’s agricultural landscapes are rapidly changing, affecting natural resources and their successful management. I utilized two surveys and scenario planning (Chapters 1: statewide survey, 2: local survey, and 3: scenario-planning workshop) to investigate attitudes and perceptions of natural resource management and cross-boundary collaboration. My first objective focused on determining what prevents Nebraskans from addressing natural resources challenges, considering demographics amongst generations and the type of areas they live in (rural versus urban). Within the last decade there has been an exponential growth of community foundation- led giving days, credited in general to the ease afforded by online giving, the social media presence of nonprofits, and the sense of community these events widely impart. However, current academic literature on these events remains sparse. This article addresses this gap with a longitudinal examination of the growth of community foundation-led giving days from 2009 to 2022.

The study found only two giving days led by community foundations in 2009, peaking at 78 in 2020, and plateauing to 71 giving days in 2022. In 2020, the …

This article shares The Colorado Trust’s experience with Community Partnerships for Health Equity (CPHE) after initiating a resident-led strategy for systems change and encountering the myriad challenges to its implementation that ultimately led to exiting the initiative.

The CPHE strategy intended to fund community members directly instead of working through the nonprofit sector in the state, and thereby shift power from nonprofit organizations to residents. It eventually involved more than 20 communities across Colorado and created change in certain communities — from filling service gaps and creating local partnerships to shifting local systems.

Islamophobia and a lack of legitimacy heavily impact Muslim-led nonprofits and limit their relationships with philanthropy in the United States, resulting in an anemic, continually underfunded sector. In response to COVID-19 pandemic supply chain issues, the State of California issued Executive Order (EO) N-19-21 to use state land to increase warehousing capacity. This highlights a land-use paradox between economic and environmental goals: adding warehouse capacity increases climate pollution and traffic congestion around the ports and warehouses, while there is a deficit of affordable housing and high homeless rates in port-adjacent underserved communities.
