Universities in the United States increasingly experience demographic, business, and community pressure to hire, retain, and educate women and ethnic minority faculty, staff, and students. Responses to this pressure have changed over time from isolated open-door initiatives to comprehensive diversity initiatives designed to create welcoming campus environments for people of all backgrounds. Current literature on the assessment of diversity initiatives in higher education suggests the need to use approaches that include attention to the entire university, and to institutionalize the norms and values associated with diversity initiatives as part of the change process. Decentralized Administrations And Decision-Making & Effective Policy Implementation: A Study Of Agricultural Severance In Southwestern Ontario 2001 To 2007, Paul Hicks

This paper examines agricultural severance activity, specifically lot creation in agriculturally designated land, in Southwestern Ontario between 2001 and 2007. Data on the number of lots created in agriculturally designated areas in 10 rural municipalities was collected and compared to information on the planning and decision-making structures of the municipalities. The findings reveal that there is a relationship between decentralized administrative and decision-making bodies and the granting of agricultural severances.

This exploratory study examined the collaborative strategy used by Tri Cities Partnership (TCP) to facilitate the collaborative process required by the United States Department of Housing and Urban Development (HUD) to receive Continuum of Care funding. The study examined partner perceptions of TCP's leadership, organizational structure, benefits and drawbacks of participation, and relationships with partners. A follow-up survey and key informant interviews explored themes related to organizational affiliation with TCP, benefits and drawbacks of participation, relationships with partners, challenges impacting the ability of TCP to facilitate collaboration and strategies for involving key stakeholders. Nigeria is ethnically a diverse nation-state. Its ethnic diversity, like that of the United State of America ideally is a source of strength. However on the contrary, analysis of post independence inter-ethnic relations in Nigeria indicates surge from ‘ethnic accommodation to ethnic agitation’. Consequently, due to frequent inter-ethnic conflict, the task ‘to keep Nigeria one’ is therefore more than ever becoming an uphill task. This article explores the root causes of the growing inter-ethnic conflicts in contemporary Nigeria from the perspective of the ethnic security dilemma prism and concludes that it is a relevant explanatory tool for understanding it.

Female Participation In The Police Promotion Process: Are Women Competing For Promotion In Numbers Proportionate To Their Statistical Representation In Policing?, Brent Shea

This paper examines the participation rate and success of female officers in the police promotion process viewed within the theoretical context of organizational culture, systemic discrimination, and the pipeline and glass ceiling theories. A survey of female officers employed with the Ontario Police Services between 2000 and 2007 was conducted. The findings reveal that although the challenges and obstacles faced by women have not disappeared, encouraging progress has been made. For both the sergeant and staff sergeant ranks, women are seeking promotion in proportions that exceed the historic and weighted seniority requirements associated with police promotions that previously required pre-determined …

This document describes the metaevaluation of aid evaluation reports generated in a single fiscal year (FY 2004). Sample reports (n=102) were chosen basically by stratified random sampling from the pool of evaluation reports (N=1034). The pool consists of ex post evaluation reports (and some extensive midterm and termination evaluation reports) obtained from Web sites.

The Key Aid Evaluation Checklist (KAEC) was developed based on the well-known Key Evaluation Checklist (KEC) (Scriven, 2005, 2006). A supplemental checklist, Subdimensional Checklist (SDC) was also applied for the metaevaluation.

The American research university is composed of two related but relatively independent structures. The academic core composed of faculty guilds, has the primary responsibility for academic content and quality. The administrative shell is responsible for mobilizing and distributing resources that support the work of the guilds and it protects guilds from harmful external forces. Non-emergency constituent phone service (also known as “311”) is a growing nationwide trend among municipalities looking to provide more efficient services and improve communications with their citizens. According to an ICMA report, about 15% already use such a system, and another quarter are considering one. As an example of 311’s effectiveness, 43% of local governments reported a significant decrease in non-emergency 911 calls following implementation of a centralized customer service system.

In Massachusetts, 311 is just starting to gain popularity. It currently exists in at least five places (i.e., the cities of Somerville, Springfield, Boston and Worcester; and Dukes County), …
