This research assumes that various forms and scales of lockdowns and social distancing measures have limited local decision-makers’ ability to reach out to communities as part of their mandatory annual participatory budgeting processes. Building upon this proposition, this article assesses Nepal’s local budgeting process of 2020 to understand the degree to which it succeeded (or failed) in incorporating citizen’s voices in the annual handbook of local public policies and budgets. The state of Vermont faces increasing risk of costly damage from catastrophic flooding events as climate change increases the frequency of heavy rains and cumulative precipitation. In addition to increasing flood inundation risk, extreme precipitation events are leading to high rates damage from fluvial erosion—erosion caused by the force of floodwater and the materials it carries. As in all U.S. states, flood hazard governance in Vermont is shared by multiple levels of government and involves a complex compliance model that relies on local governments to regulate private property owners to achieve community, state, or federal goals.

Did Public Organizations In Saudi Arabia Increase Openness When They Implemented New Public Management (Npm)?, Bader Alabdulkarim

This dissertation investigates the impact of new public management (NPM) on Saudi ministries’ openness. The study sample is three Saudi ministries: the Housing Ministry, the Health Ministry, and the Ministry of Commerce. Moreover, this study creates the NPM Index to measure the ministries’ NPM implementations. Furthermore, this research uses the Public Participation Spectrum (SSP) to measure openness. This dissertation collects data from the sample's annual reports for 2017, and the main finding is that implementing NPM did not increase ministries’ openness. The ministries showed different NPM implementations levels with the same level of openness.

This legislation was widely opposed and received extensive media coverage. The galvanizing public murder of George Floyd and the disproportionate impact of COVID-19 on Black and Hispanic people have put structural racism and its influence on wealth inequality in the U.S. into stark relief. As multiracial groups express outrage at these visible disparities, we risk missing the other side of the coin: that wealth inequality in turn fans structural racism. Moreover, as they reinforce each other, these two factors erode the social, economic, and political viability of our democracy. Understanding and then breaking this vicious cycle are essential to realizing our renewed commitment to a country that works everyone.
