Nebraska’s agricultural landscapes are rapidly changing, affecting natural resources and their successful management. I utilized two surveys and scenario planning (Chapters 1: statewide survey, 2: local survey, and 3: scenario-planning workshop) to investigate attitudes and perceptions of natural resource management and cross-boundary collaboration. My first objective focused on determining what prevents Nebraskans from addressing natural resources challenges, considering demographics amongst generations and the type of areas they live in (rural versus urban). The QIC-WD used research and best practices from Industrial-Organizational Psychology (I-O) to improve workforce outcomes across our partner child welfare agencies. Child welfare professionals are exposed to a lot of traumatic events. They may experience trauma first-hand witnessing the negative experiences of children and families on their caseload or it may be experienced second-hand through the stories shared by clients or co-workers, or information being read in a file. The research has a variety of terms for this phenomenon (as described in this brief) but the evidence is clear: child welfare workers experience trauma as an occupational hazard and that exposure can manifest itself in ways similar to post-traumatic stress disorder (e.g., disrupted sleep, difficulty concentrating). The Quality Improvement Center for WorkforceDevelopment (QIC-WD) operated for seven years and worked with 57 distinct public and tribal child welfare jurisdictions to address workforce issues. We used agency data, an evidence-based management approach, and were supported by site teams that included human resources (HR) and child welfare professionals.

We engaged in in-depth, multi-year projects in eight of the sites, and highlights from those experiences are featured in this short video. A consistent approach to implementation was applied and rigorous evaluation methods were used in those workforce intervention sites, with the goals of improving worker performance, well-being, and retention. Ohio is a county-administered children services (formerly known as child welfare) system. Like many other states, Ohio is experiencing a shortage of child protective services (CPS) workers. County leaders report that this is due to high rates of turnover compounded by rising wages and competition from outside employers. At the beginning of the Coronavirus pandemic some child welfare jurisdictions required continued, in-person contact with children and families, and workers struggled to obtain appropriate personal protective equipment (PPE), including masks, gloves, gowns, hand sanitizers, to protect themselves (and their families), as well as their clients. In March of 2020, the National Council on Juvenile Crime and Delinquency conducted a survey of juvenile justice and child welfare agencies in 20 states on agency response to COVID-19. Child welfare agency respondents reported that inadequate PPE was the most significant challenge they faced at that point in the pandemic. Survey recommendations included …

This study aims to discuss digital government and regulation, analyzed through the bibliometric approach with the Scopus database for the last 20 years and visualized through the VOSviewer software version 1.6.16. The results indicate that the topic of e-government has become essentially prominent and has been the most discussed in the past two decades. Approximately 41.1% of digital government and regulation articles are classified under the subject area of 'Computer Science', continued by Social Sciences (18.3%), and Business, Management and Accounting (10.2%), with the majority of being 'All Open Access' (46%). Fish communities are an important component of aquatic systems and are good bioindicators of ecosystem health. Land use changes in the Midwest have caused sedimentation, erosion, and nutrient loading that degrades and fragments habitat and impairs water quality. Because most small wadeable streams in the Heartland Inventory and Monitoring Network (HTLN) have a relatively small area of their watersheds located within park boundaries, these streams are at risk of degradation due to adjacent land use practices and other anthropogenic disturbances. Changing climate and introduced species are placing an increasing number of species at risk of extinction. Increasing extinction risk is increasing calls to protect species by relocating, or translocating, them to locations with more favorable biotic or climatic conditions. Managed relocation, or assisted migration, of species entails risks to both the conservation target organisms being moved as well as the recipient ecosystems into which they are moved.

The QIC-WD learned many lessons while conducting utilization-focused workforce research across eight diverse public child welfare agencies. In this brief we detail how we are chronicling natural variation (e.g., stay at home orders, hiring freezes, political will, and leadership changes), synthesizing existing data, conducting process evaluation (e.g., identifying implementation drivers), visualizing data to meet diverse stakeholder information needs, and building systems that are both flexible and sustainable.

Communities participation in the public domain leads to better informed and more empowered citizens and this involvement can best be achieved through Open Government Data (OGD). This study is based on an extensive review of the literature, aims to investigate the role of OGD, identify key challenges and way forward to promote civic engagement. The findings showed that copyright issues, lack of data literacy, accessibility, digital divide, and mismatch of information are the major challenges However, resolving the licensing issues, availability and easy accessibility of OGD, data literacy education etc. are the way forward to enhance citizen’s participation in society’s …
