Questioning Success: An Alumni Assessment Of The Mpa Program For The Center For Public Service At Seton Hall University, Kevin Michael Byrne

Abstract This capstone project involved an alumni assessment of the Master of Public Administration Program offered by the Center For Public Service at Seton Hall University. Questionnaires were mailed to over 500 alumni and approximately 23.4% were returned. The responses from the alumni indicate that the MP A Program has met its mission and successfully prepared its students for their careers. Although not the focus of the literature review, the Center's MHA program is also assessed.

Hybrid Organizations And The Alignment Of Interests: The Case Of Fannie Mae And Freddie Mac, Jonathan G.S. Koppell

This article explores the political influence of government-sponsored enterprises (GSEs). Using Congress's overhaul of the regulatory infrastructure for Fannie Mae and Freddie Mac as a case study, the article presents two principal findings: (1) The characteristics that distinguish government-sponsored enterprises from traditional government agencies and private companies endow Fannie Mae and Freddie Mac with unique political resources; and (2) the alignment of interest groups around Fannie Mae and Freddie Mac is subject to strategic manipulation by the GSEs. A triangular model of this alignment is proposed and employed to analyze the legislative outcome. The case has implications for students of …

Local Solutions For County-Wide Amalgamation: Factors For Success And Failure, Linda Dean

This paper examines local solutions for amalgamation in Ontario by conducting a comparative case study of the County of Brant’s success at amalgamation and the County of Dufferin’s failed efforts towards amalgamation. The findings reveal that the factors that contribute to the outcome of local amalgamation decisions include the loss of identity associated with municipal mergers, the assimilation of individual communities, and the blurring of each community’s distinct characteristics into one homogenous mass.

This study set out to assess the short-term effects of a retrenchment exercise on individual and organisational performance in the Uganda civil service. In all, 247 senior and lower rank employees from 6 civil service ministries were administered a questionnaire that measured individual performance, factors hindering employee performance and suggestions on how performance could be improved, and organisational performance factors. The majority of participants reported retrenchment had positive or unknown effects on individual performance. Factors hindering employee performance were inadequate funding, lack of motivation, work overload, and lack of tools--to mention but a few. Providing a living wage, improved incentives, …

Clark County School District is one of the largest school districts in the nation with a student population of 203,616 for 1998-1999. Talk of deconsolidating Clark County School District has been proposed by Assembly persons. However, as recent as November 2000, another initiative for deconsolidation and reconfigurations had not been approved by the voters. One of the issues surrounding deconsolidation is the district's bond debt. An equitable division has not been reached should Clark County School District deconsolidate. Reengineering was a management tactic designed to reduce costs and increase efficiencies in the work place. Although many hospitals reported reengineering efforts were a priority during the latter part of the 1990s, little research has been done to determine the effects of reengineering on cost and quality performance indicators.

This research studied a large regional medical center located in southwest Michigan, which implemented patient-focused care redesign. Within this medical center, ten separate and distinct patient care departments were studied over a 5-year period. This study identifies strategies to mitigate the impact of terrorist attacks against the domestic urban environment. It uses multiple qualitative research methods to identify patterns of attack used by terrorists against urban targets in the United States and suggest ways for policymakers to mitigate the effects of a terrorist attack through not only physical, but also organizational, political, legal, and social strategies. It uses case analysis, literature review, and interviews with experts in domestic terrorism preparedness to develop and suggest solutions.

The purpose of this case study is to analyze methods used in the city of Norfolk, Virginia to control adult oriented businesses (AOBs). Evidence is derived from several sources: interviews, analysis of government records, documents, historical photographs, and current observations.

The research examines approaches taken by the city to control AOBs in three locations: Main Street-Granby Street, the north end of Hampton Boulevard, and Little Creek Road-Shore Drive. This paper examines the Saskatchewan Treaty Land Entitlement Framework Agreement (TLEFA) in an attempt to demonstrate that although it did not provide a full prescription for municipal land to be turned into reserve land, the framework agreement still remains relevant. A survey of municipalities and First Nations bands that have experience in urban reserve creation under the TLEFA was conducted. The findings reveal that there are several insights and lessons to be learned from the creation of urban reserves in Saskatchewan, emphasizing the continued significance of the TLEFA.

The “big questions” articles previously published in Public Administration Review found a widely divergent set of questions rather than a shared research agenda. This article applies the concept of layers of society to analyzing the author's starting points and developing questions that link the organizational and institutional levels. Connecting these levels offers the potential to overcome the limitations of problem solving on only one level. Much research on agglomeration economies, and particularly recent work that builds on Marshall's concept of the industrial district, postulates that benefits derived from proximity between businesses are strongest for small enterprises. This paper investigates this hypothesis, examining the degree to which local business externalities differ in magnitude and type among large and small enterprises in two U.S. manufacturing sectors.
