UNLV Theses, Dissertations, Professional Papers, and Capstones
Dispatchers are the first link to assistance in the event of an emergency. Dispatchers must remain calm and gather information from terrified individuals, sort and extract the pertinent information, then relay that information to the responders. Effective dispatching is one of the most important functions of any public service agency (Christen 1991). This paper takes a look at the history and development of Computer Aided Dispatching (CAD). It will explain the various components of a fully functional state of the art CAD system and how each component affects the efficiency of emergency operations. Has computer aided dispatching made an impact …

Strategies For Managing An Aging Workforce, Marie F. Jones
Strategies For Managing An Aging Workforce, Marie F. Jones
The Southeastern Librarian
Demographic trends show that the population of librarians in the U.S. is rapidly aging. This paper examines the ways that library managers can make workplaces more attractive to older librarians in order to encourage them to remain in the workforce beyond retirement age. The article dispels some negative stereotypes of "the older worker" and shows the advantages of retaining individuals with experience and maturity. It also addresses organizational climate, management, and training issues related to older workers.

The Dispute Between Bosnian Muslims And Serbs, Recep Keskin
The Dispute Between Bosnian Muslims And Serbs, Recep Keskin
Theses Digitization Project
In 1918, Serbs, Croats and Slovenes established a kingdom called "Yugoslavia." Serbs were considering this state as the state of Serbs. Bosnia Hercegovina's community or political powers did not help the establishment of Yugoslavia. The official ideology considered Muslims as the heir of the Ottoman occupiers in the Balkans. In the first Yugoslavia, Bosnian Muslims were under pressure and they were attacked by Serbs who had the official support of the administration. In time those attacks turned into ethnic cleansing. Bosnian Muslims were pushed out of the government bureaucracy and their lands.

Growth Strategies And Intellectual Capital Formation In New And Emerging Heis, Ellen Hazelkorn
Growth Strategies And Intellectual Capital Formation In New And Emerging Heis, Ellen Hazelkorn
Books/Book chapters
Higher educational institutions are being asked to contribute more effectively and efficiently to economic growth, innovation and intellectual capital. As they do so, the academy has also come under pressure. The content of academic work, the role of faculty, and the balance between teaching, research and service, have, arguably, been restructured, reconfigured and redefined. For academics within traditional universities, pressures for accountability and social relevance have challenged what many valued as ‘their autonomy’. But, for staff within new and emerging HEIs, those formed or reconstituted circa. 1970, there have been different pressures. Many were hired originally as teachers and now …

Virginia Business Higher Education Council: A Case Study Of Interest Group Formation, Christiane Groth
Dissertations, Theses, and Masters Projects
An exploratory case study of the Virginia Business Higher Education Council (VBHEC), a higher education lobbying group of business and education interests, was conducted to gain greater insight to state-level higher education interest group formation. A qualitative method was utilized and interviews with founding members of the VBHEC were carried out to understand why participants felt the need to organize such a group at that particular time as well as why members joined the group and continued their participation. The case study covered the time period from the early 1990s through the Council's incorporation in September of 1996. Findings were …
Revitalizing Maine’S Service Centers, John Melrose
Revitalizing Maine’S Service Centers, John Melrose
Maine Policy Review
Maine’s 77 “service center” municipalities account for a large proportion of all the state’s consumer retail sales, jobs, services, and tax revenues from income, sales and property taxes, and are home to most of the state’s higher education and health care institutions. However, John Melrose points out that Maine’s public policy turns “worse than a blind eye” to these communities. He presents the policy recommendations put forth in a strategic plan by the Maine Service Centers Coalition for supporting and strengthening service centers. These include leveling the financial playing field between service centers and other communities; improving local government administration …
Performance-Based Regulation: Prospects And Limitations In Health, Safety And Environmental Protection, Cary Coglianese, Jennifer Nash
Performance-Based Regulation: Prospects And Limitations In Health, Safety And Environmental Protection, Cary Coglianese, Jennifer Nash
All Faculty Scholarship
Regulation aims to improve the performance of individual and organizational behavior in ways that reduce social harms, whether by improving industry's environmental performance, increasing the safety of transportation systems, or reducing workplace risk. With this in mind, the phrase "performance-based regulation" might seem a bit redundant, since all regulation should aim to improve performance in ways that advance social goals. Yet regulators can direct those they govern to improve their performance in at least two basic ways. They can prescribe exactly what actions regulated entities must take to improve their performance. Or they can incorporate the regulation's goal into the …

MTAS Publications: Full Publications
The state legislature and constitution create and govern municipalities and grant them their powers and authority. As a general rnle, the powers and authority are limited to actions municipalities can take within their corporate limits. In Tennessee, however, the General Assembly has recognized that under certain circumstances, state residents benefit from local governments being able to provide assistance and services beyond their boundaries. Speci lically, Tennessee cities have the authority to enter into agreements with other local governments to cooperate and provide assistance in the provision of police, fire, public works and other services. These agreements may determine whether the …
