I. SCOPE OF THE REPORT Six beams of the new series with unstiffened top flanges have been tested; viz., two specimens each of beams 12-3, 18-3 3/4, and 20-3 3/4. (The first number in this designation gives the gage thickness, the second the half-width of the top flange). This report contains only the data of the tests. The evaluation of the test results will be carried out after a larger number of beams have been tested.

SCOPE OF THIS REPORT all the beams heretofore tested in this program were furnished with web stiffeners in order to aviod crushing of the web at the load points and at the supports. In practical application the use of such stiffeners at points of concentrated loads would not only be uneconomical but also would impair the versatility of the elements, since stiffeners would have to be spaced on each individual beam according to the particular location and loading. I. SCOPE OF THIS REPORT In the 12th Report, Section III, a method was proposed for the determination of the required strength of collateral attachments. In addition, a test procedure was suggested to test the validity of the theoretical considerations on which this determination was based. In the present report two more formulae are developed which will serve for the experimental verification of this approach. Preparations for these tests are now under way.

1. SCOPE OF THIS REPORT Failure tests have been carried out on beams 0-3, P-3/Q-3, I-1, I-2, I-3, H-1, H-2, H-3, and K-1. As mentioned in the Sixteenth Progress Report (p. 15) it was, anticipated that beams H,I,K, as originally designed, would fail in pure yielding. Since such a failure is not revealing for this investigation, an attempt was made to narrow both flanges of these beams. I. SCOPE OF THIS REPORT In the preceding 14th Progress Report a method was proposed to determine the forces acting in the welds in the web of I-beams composed of two channels. This method essentially has been based on the magnitude "e", the distance of the flexural center from the axis of the web. A formula for "e" was given which applies to symmetrical channels of uniform thickness. This document consists of a memorandum instructing senior staff officers in the headquarters of the War Department to set up intelligence sections in their offices. Those senior Army staff officers included the Chief of the Air Corps, the Chief of the Chemical Warfare Service, the Chief of Engineers, the Chief of Ordnance, the Chief Signal Officer , the Quartermaster General, and the Surgeon General. Also included are a “Distribution Sheet” showing who copies were sent to and a letter from the National Archives forwarding the memorandum to Robert L. Bolin.

In particular since the time of the 10th Progress Report the following tests have been carried out: Failure tests on eleven beams, viz.
