This paper addresses The Texas State Plan and Guidelines for the Education of the Gifted and Talented which was developed by the Texas Education Agency in 1980 to assist local school districts in planning and implementing programs for the gifted. The purpose of the paper is to address the plan and guidelines and determine whether or not they tend to lead to discrimination against the minority populations within schools. Cooperative education has become an important component of education. The basis for cooperative education is that learning occurs outside the classroom as well as in the classroom. The shift in employment patterns from an industrial society to a knowledge and information based society means that many of the existing types of jobs will disappear. The value of cooperative education exists in its ability to provide a transition from school to work and its flexibility to respond to industries' needs and individuals' training needs.

The primary objective of this study was to identify determinants of upward mobility for individuals who subsequently achieve elementary principalships. Since many educators aspire to elementary principalships, awareness of tangible and intangible determinants is important to principalship candidates in their upward movement to the elementary principalship. The basic research tool was a qualitative research interview. A purposive sample was used involving individuals with identified expertise and with access to certain desired information. Therefore, the study involved two levels of administrative personnel--superintendents who recommend and elementary principals who have been appointed to positions within school systems. Perception Of Selected Secondary School Personnel Related To Problem Detection, John E. Thompson

The problem of this study was to determine the current methodologies used by selected secondary school personnel in early problem detection as the basis for development of generic detection paradigms. The sample size of this study consisted of 48 principals, 46 guidance counselors, and 347 classroom teachers. The principal of each secondary school in the study area was selected for inclusion in the study, and the guidance department chairman of each secondary school was selected for inclusion in the study, while the teachers were randomly selected for inclusion in the study. The total group was described based on demographic data. …
