Phase III of Iowa's Educational Excellence Program has provided Iowa school districts with the unique opportunity to improve and enhance the quality and effectiveness of Iowa teachers through the development of performance-based and supplemental pay plans. With 50 million dollars in state funding Iowa school districts were in a unique position to develop and implement their own prescription for achieving educational excellence.
The purpose of this study was to conduct an analysis of initial performance-based supplemental pay plans developed by Iowa school districts. As a result of the analysis this study described the reform efforts initiated by local school districts …

The Relationship Among Principal Power Tactic Usage, Leadership Style And School Climate In Selected Iowa Elementary Schools, Steven R. Decker

One purpose of this study was to determine primary principal power tactic usage in Iowa elementary schools. The study also investigated the associations among principal power tactic usage, leadership style, and organizational climate.
The study utilized the Leadership Effectiveness Adaptability Description (LEAD-Self) survey to determine primary leadership style. The Organizational Climate Description Questionnaire (OCDQ-RE) was utilized to identify teachers' perceptions of school climate. The Perception of Principal Power Tactics Survey (PPPTS) was utilized to assess teachers' perceptions of principal power tactic usage.
A total of 573 surveys were included in this study. Completed survey instruments were received from 80 principals …

Parental Perceptions Of School: An Analysis Of Contacts & Non-Contacts With Parents Of Sixth Graders At L.C. Curry Elementary School, Johnny Douglas

Experimental and control groups were randomly selected in Johnny Douglas' sixth grade homeroom class to determine if contacts made to an experimental group of parents produced different perceptions of school as opposed to a control group of parents who received little or no contacts from the school. The experimental group of students' parents received a minimum of seven contacts from the school during the twenty day period of the study, while the control group received a minimum of three contacts in the same period.
A questionnaire sent to the parents at the conclusion of the experiment yielded three statements of …

Relying upon many years of experience as an early childhood educator and consultant, and utilizing examples of programs and forms during the past thirteen years while serving as the Director of Peace Lutheran Preschool/Kindergarten in Owensboro, Kentucky, and as a regional/national early childhood consultant. The author has proposed a manuscript whose purpose is to assist early childhood professionals in the development and implementation of quality, needs-appropriate preschool programs.

The study investigates the function of development offices in public higher education institutions: What are the functions of the office with repect to planning, activities, resources, and evaluation? Which functions do chief development officers view as most important? The population included the Development Director of all public state universities that are members of CASE with enrollments between 6,000 and 20,000. A questionnaire was mailed to all 77 universities. Participants were asked to indicate time spent and importance of each function. tests were utilized to treat the data statistically. Small Michigan Schools: Course Offerings And Methods Used To Maintain Curriculum Despite Low Enrollment, Dona M. Hettle

Small schools face curriculum limitations because of low student numbers and financial constraints. The purpose of this study was to determine the course offerings and techniques for maintaining curriculum in selected Michigan small schools. Principals of 50 Michigan small schools chosen at random completed a questionnaire listing 79 courses and 15 strategies for maintaining curriculum. Responses were tabulated and listed in rank order. Course offerings in Michigan small schools vary greatly in numbers and kind. Sixty-nine percent offer a basic curriculum enabling students to meet the National Commission on Excellence in Education (1983) recommendations. In coping with small numbers, schools …

The problem of this study was to compare perceived training needs of public school administrators at two points in time and to analyze those needs as to age, sex, educational degree, and experience of respondents. The survey population consisted of public school principals in the 14 systems of the First Educational District in Northeast Tennessee. A descriptive research design was chosen for the study. A follow-up questionnaire was developed based on the 1986 Brown Survey which surveyed the same population for demographic and professional characteristics in addition to the perceived training needs of principals, superintendents, and school board members. This population study of the certification qualifications of the secondary science teachers of the Upper East Tennessee region in 1984-85 was conducted to determine if there was a qualification shortage in any science-teaching area at the beginning of the Comprehensive Education Reform Act (CERA). Data were obtained from the Tennessee State Department of Education Preliminary Report Forms for Staff. Subject certification data and 1984-85 teaching assignment were analyzed to find percentages of infield, out-of-field teaching and the size of the internal pool of active certificated science teachers who were not teaching. The purpose of this project was to design a working document which could be used by the four-school community education consortium in its management practices. The underlying question was whether it was possible to design a document which would be simple and complete, by still address the many needs of four different school systems.
The completed project includes a document which addresses the many facets of administering a multi-district consortium. It outlines the duties and responsibilities of each district at the present time while allowing for the realigning of those duties and responsibilities at a later date.
