The purpose of this study was to determine the effects of the recommendations of the Joint Legislative Audit and Review Commission (JLARC) on State funding for the school divisions in the Virginia cities of Chesapeake, Norfolk, Portsmouth and Virginia Beach.

The case study design provided the framework for the examination of the data. Records available from the Virginia State Department of Education, the Hampton Roads Planning District Commission, the Virginia Education Association (VEA), and the Joint Legislative Audit and Review Commission were reviewed to develop the research questions and the interview guides. In studies of the critical incidents that cause superintendent turnover (Grady and Bryant, 1991a; Grady and Bryant, 1991b; Grady and Bryant, 1991c), we became aware of the "early leaver" phenomenon in the profession. This phenomenon has caused us to question early leavers about their incentives for staying in or leaving the superintendency.

The discussion of when and if education will ever be a "true" profession is intertwined with the departure of individuals from the superintendency at the prime of their careers. How often do we learn of physicians who leave the medical profession at 45 or 50?

Compulsory education is a deep taproot in the history of our country and is at the heart of our educational system. Since Thomas Jefferson's presentation of the "Bill for the General Diffusion of Knowledge" in 1775, we have made compulsory education a central focus of our society.

Initially, Jefferson's proposal called for mandatory education for all children for three years. In the 1700s, a year of schooling was not the same as a year of schooling in the 19005. Jefferson's proposal required schooling in reading, writing, and ciphering so that an individual was capable of conducting daily business affairs.

QFD has shown itself to be very useful as a tool for understanding, prioritising and planning the way in which organisations perform their functions; however, its application has, to date, been very limited in education. This thesis documents the implications of the Ashenden proposal for the work of teacher librarians in particular, and teachers in general. The participants are eight practising teacher librarians ‘in charge', from Perth metropolitan secondary schools. Data for this qualitative study was collected through semi-structured interviews and analysed using the constant comparative method. The study identifies the main strength of Ashenden's proposal as his orientation\ towards the professional ideology of teachers which implies trust in the professional intentions, knowledge and discretionary judgements of teachers. Districts must provide successful cost-effective programs for students who are failing. One method that has proven both cost effective and successful is tutoring by staff, community volunteers, and students. The study investigated the tutoring practices in 45 schools and large unit districts in Illinois. As implemented, neither peer nor cross-age tutoring followed a predictable pattern. Results indicated that the most comon type of tutoring was after-school with remedial activities focusing on math and reading and taught by certified staff. This study examined the use of various objective test data, including IGAP Science test scores, by school personnel in the process of local science program evaluation. Three hundred and twenty-four public Illinois High Schools, all Illinois high schools with enrollments of 500 or less, were surveyed. Principals were asked to identify objective test score data used in local science program evaluation, to characterize the nature of the local evaluation process, and to identify local personnel involved in the evaluation process. The purpose of this study was to determine the use of microcomputers by principals in their roles as instructional leaders and managers, and its impact upon the use of microcomputer technology in the school. The research was done by having the randomly stratified selected sample population respond to a survey. The subjects of this study were elementary, middle/junior and high school principals in the Florida Public School System.

This study compares the instructional, academic support, and student services needs of international and American students at Portland State University (PSU), Portland, Oregon. Variables measured include the perceived importance of university-related services, and the level of satisfaction with services received. A questionnaire with 26 background questions and 41 service-related items for ranking and discussion was mailed to 225 undergraduate international students and 225 undergraduate American students, with a response rate of 52%. The purpose of this descriptive study was to identify the beliefs and attitudes about student outcomes assessment held by faculty and administrators in the College of Education at the University of Northern Iowa. A questionnaire was distributed to all faculty and administrators in the College of Education and the results were analyzed to identify any significant differences in the data by primary responsibility, gender, tenured and untenured status, and experience. Of the 231 faculty and administrators surveyed, 151 questionnaires were returned, resulting in a 65.4% response rate. This study focused on "comprehensive" partnerships between K-12 schools and postsecondary institutions created to improve the pre-college academic preparation, college enrollment and postsecondary success of minority and disadvantaged students. The study identified such partnerships in existence in the United States for more than five years, surveyed the partnerships to describe their characteristics, and selected two of the most successful to analyze their success characteristics.
