Access To Facilities By Non-School Religious Groups: An Enduring Issue, Charles J. Russo

Among the many duties of school business officials (SBOs), their boards, and other education leaders is establishing policies governing access to district facilities. When disputes over access are litigated, the judiciary walks a fine line, as courts generally grant school officials discretion in defining use policies. However, as discussed below, when it comes to granting access to public school facilities, educators cannot violate the constitutional rights of a group based on the religious content of its speech.

In light of the enduring issue over access to facilities by nonschool religious groups, this column reviews relevant Supreme Court precedent before examining …

The Relationship Between The Amounts Of Time Spent In One School During Early Field Experiences And Student Teacher Performance, James Gregory

This quantitative non-experimental correlational study was designed to investigate the correlation between the amount of time a teacher candidate spent during their early field experiences at one school location and performance ratings on their student teacher evaluation sheet. The rating scale was based on the Interstate New Teacher Assessment and Support Consortium (INTASC) Standards. The purpose of the study was to determine if there is a difference in the level of teacher candidates' performance as outlined by the INTASC standards for secondary students in relationship to the number of hours of early field experience spent at one school location. In the fall of 2008 Westside Community Schools - District 66, in Omaha, Nebraska implemented a one-to-one notebook computer take home model for all eighth-grade students. The purpose of this study was to determine the effect of a required yearlong one-to-one notebook computer program supported by high-speed Internet connectivity at school on (a) English, (b) math, (c) reading, (d) science, and (e) composite score norm-referenced EXPLORE achievement test scores, District's Criterion-Referenced Descriptive Writing Assessment scores, and classroom performance grade point average (GPA) scores for the core subjects (a) English, (b) science, (c) social studies, and (d) cumulative GPA scores of …

Bargaining Quality In Part-Time Faculty Working Conditions: Beyond Just-In-Time Employment And Just-At-Will Non-Renewal, Gary Rhoades

Journal of Collective Bargaining in the Academy

Two aspects of part-time faculty members’ working conditions that are problematic for educational quality are examined in this article—“just-in-time” employment and “just-at-will” non-renewal. With an eye to enhancing student learning conditions, the article explores feasible strategies that are found in the collective bargaining agreements of units for part-time only bargaining units. Collective bargaining provides a reasonable framework for rethinking, redefining, and renegotiating the working conditions of faculty working in part-time positions to improve student learning outcomes and educational quality.
