Chartering The Way To A Free And Appropriate Public Education (Fape): The Challenges For Charter Schools To Provide Fape, Michael J. Seltzer

Charter schools are publicly funded schools that are an integral part of the school choice movement, following a market-model of education based on autonomy, competition, and choice. However, charter schools are also mandated to adhere to all laws and regulations in the Individuals with Disabilities Education Act (IDEA) when educating students with disabilities. The education of students with disabilities within the charter school environment can result in policy tensions. This paper will examine the salient issues surrounding special education as it pertains to the state, authorizer, and operator in the areas of transparency, processes, and outcomes.

Understanding The Role Of Social Capital And School Structure On Latino Academic Success, Jeremiah Gonzalez

LUX: A Journal of Transdisciplinary Writing and Research from Claremont Graduate University

This paper investigates the role of social capital and school structure on the academic success of Latino students. A review of the literature on previous explanations of Latino failure, research on academically successful Latinos, and the role of social capital and school structure on Latino academic success are investigated. The research shows that the way students are tracked in school plays an important role in gaining access to school agents and other academically successful peers. These relationships give access to social capital and increase college access. Implications for policy and practice are discussed.

Is The Sat The Root Of All Evil? Reviewing The Evidence On Admission Policies And Diversity In Higher Education, Loris Fagioli

LUX: A Journal of Transdisciplinary Writing and Research from Claremont Graduate University

It is imperative to achieve diversity in Higher Education. With affirmative action policies under fire, it is becoming difficult to enroll a diverse student body. Many critics see standardized tests, and the SAT in particular, as contributing to the problem. This paper reviews research on such criticism, about suggested alternative approaches, and regarding recommendations on how to improve the current situation. In general, this review finds little evidence against a judicious use of the SAT. Also, alternative approaches such as percent plans or abolishing the SAT have had little success in increasing diversity. However, most specialists agree that a comprehensive …

Indonesian higher education must improve its enrollment as well as its quality. One possibility for improving the quality of distance learning universities is collaboration with foreign universities. This paper discusses models for international collaboration among distance learning universities. However, there are also several problems that may result from collaboration. As a consequence, the model of collaboration should include joint development of curriculum, quality assurance, and appropriate technology.

As part of UMass Boston’s recent celebration to mark the inauguration of Chancellor Michael F. Collins, M.D., the Division of Corporate, Continuing and Distance Education (CCDE) hosted a “virtual symposium” featuring Robert B. Reich. Between April 24 and May 8, CCDE posted a streaming video and a downloadable audio file of a presentation that Professor Reich had delivered on April 11, 2006 at the national conference of the University Continuing Education Association. This talk was supplemented, on May 3, by a live teleconferencing Q&A session with Professor Reich and about fifty UMass Boston graduate students.

Technology has long since removed the need for paper copies of theses and dissertations in the library. The latest strategy for receiving, reviewing, and archiving graduate student scholarship is the institutional repository (IR). An IR will allow online submission by a student from anywhere in the world, increasing convenience for local students and increasing global diversity.

The University of Kentucky Graduate School and the University of Kentucky Libraries have teamed to create an online submission process for all graduate student scholarship. Gradient is a web-based writing and peer assessment tool developed by the ITaP Informatics Team at Purdue University. It allows students the opportunity to develop critical reading and writing skills using various scholarly resources. Assignments can be designed to focus on discipline-specific domains, interdisciplinary topics, core curricula, or more general subject areas. Students develop critical-reviewing skills, which can be transferred to various contexts. What makes Gradient unique from similar products is its clean interface, the flexibility it offers for designing assignments, the ability to integrate graphics into assignments, and the process for scoring students.

In a region that loves history, public anniversaries offer an opportunity to reflect on events that have shaped our collective present. This spring brings just such an occasion; it has been 40 years since the U.S. Supreme court halted a federal court order mandating the consolidation of the Richmond public school district with the Chesterfield and Henrico districts. This action locked in city and suburban school boundaries - and associated inequities - that still exist.
