The “Gainful Employment Rule” And Student Loan Defaults: How The Policy Frame Overlooks Important Normative Implications, Gabriel Serna
Journal of Student Financial Aid
In this essay I examine the empirical considerations and normative aspects that such a proposal engenders and how the policy frame, while useful, misses important normative implications for aid policy. Specifically, I will analyze the policy’s proposed goals, and the normative implications that adoption of such measures entails; which have been omitted from the policy debate. I will also consider how empirical or economic implications have taken center stage in the process of defining the policy’s image and the potential negative consequnces this creates.

The history of financial aid in higher education covers a board range of philanthropic-, scholarship-, and loan-based approaches. This article comprehensively covers the history of American financial aid to students from influences of European medieval institutions to contemporary aid systems. A broad history of financial aid is covered, revealing an evolution from a system primarily based upon local philanthropic efforts, to a more formal system of scholarships and grants, to, finally, a complex federal system of loans. Peer Mentoring For-Profit College Students, Diane Mcgeehan

A peer mentoring program for new students at a for-profit institution was implemented at a campus over five quarters. Peer mentors with high GPAs were matched with students for eleven weeks to help with academic success. A Business Club was created to support the mentoring program and campus activities. A professor monitored the program and collected data about the mentors, mentees, and the program's initiatives. Qualitative and quantitative research practices were used. Most mentees completed their first quarter coursework and re-enrolled for multiple quarters. The peer mentors learned valuable skills that they will apply to their workplaces. The campus was …

Mckinney Vento Legislation: A Policy Analysis Of The Evolution Of Homeless Law In Illinois, Cathleen J. Weber

This policy analysis looks at the evolution of homeless education laws both through federal legislation and state laws. A policy analysis was utilized to show changes through the reauthorization of the McKinney-Vento Act.
One aspect of this analysis utilized qualitative data from four individual administrators in four central Illinois school districts. The qualitative data reviewed the training received by each administrator and the policies guiding their enrollment procedures.
Another aspect provided in this analysis is the changes established in response to court cases filed when school districts violated the provisions of the McKinney-Vento Act. The reauthorizations that followed each finding …

Armed state troopers standing by his side, an ashen-faced Robert Furek '64 waded carefully through the jeering crowd lining the hallway of the ornate Hartford city hall.
"Racists and fascists!" some yelled. Furek, chairman of the board of trustees running the Hartford, Conn., public schools, quickly left the building, the taunts and finger-pointing. Furek and his colleagues had just voted to remove the district's superintendent of schools, an African-American woman some in this downtrodden community saw as a source of hope and inspiration.

U.S.- Educated Multilingual Students In Community College: Transitioning From Esl To English 101, Melinda S. Harrison

This thesis focuses on U.S.-educated multilingual students as they transition from a community college academic English as a Second Language program to and through a semester-long first-year composition course. Research on non-native English speakers has indicated that U.S.-educated multilingual students have both similar and varied background and literacy experiences compared to native English speakers and international students; they also often present unique literacy needs compared to their peers. These various and shifting similarities and differences sometimes complicate placement and instruction in college courses.

More Than A Personality Match? High School Administrator Views On The Process, Factors Relevant, And Effectiveness Of The Selection Of Cooperating Teachers, Julie Lickfelt Pavlini

The purpose of this study was to describe the factors perceived relevant to high school administrators in selecting cooperating teachers in English, math, and science. Qualitative research techniques were used; themes from the data were organized by the research questions and analyzed through the conceptual framework of Charlotte Danielson's Framework for Effective Teaching. This study included semi-structured interview probes and two activity components.
All five participants were complimentary of their school's cooperating teacher selection process and identified several traits and factors as important in selecting cooperating teachers: commitment to professional development and continuous learning, enthusiasm for teaching, varied but not …

Research has suggested higher education is the most prominent way to ensure mobility from one socioeconomic status to another (Siff, 2006). Just as important is the development of the educational aspirations of low socioeconomic status (SES) students; this is called the predisposition stage (Brown v. the Board of Education, 1954; Perna & Swail, 2001; Walpole, 2003; Wilt, 2006). While much has been written on the subject of higher education of low SES student, Hossler and Gallagher (1987) discuss a three-phase college choice model that precludes the higher education of low SES students.
