Following on the 1990 and 2000 World Conferences on Education for All, African governments increased their focus on access to schooling (but not necessarily on outcomes) by providing more facilities for increased enrollments. The learning outcomes that had been neglected led to a call to focus on more sustainable access – re-examining the quality of some of those facilities against the anticipated quality of educational outcomes. Obtaining Cultural Competency Skills: Perceptions From Supervisors In Higher Education, Veronica Gomez Vilchis

A program evaluation was done on the supervisor training at Central Washington University to obtain the perceptions of supervisors on cultural competency. Eighteen supervisors were interviewed. The results demonstrated supervisors’ support of incorporating cultural competency as part of their professional development. However, supervisors indicated the current supervisor training does not give them tools to interact effectively with diverse populations. Implications for including cultural competency skills for supervisors in higher education are discussed.

Using business intelligence (BI) and archival data from a division II, public comprehensive, university in Washington State, the researcher identified specific characteristics of those students who enrolled, persisted and completed to undergraduate degree attainment. These characteristics created an applicant profile to be used in future enrollment management activities for intentional recruiting, while the predictive models for enrollment and completion inform administration to improve tuition revenue planning and budgeting, and to forecast future enrollment yield.

This mixed methods program evaluation examines the effectiveness of a high school advisory program in meeting its stated goals from the perspective of its various stakeholders. Using both qualitative and quantitative methods and applying a concurrent embedded strategy, the researcher uses Stufflebeam’s CIPP Model (Stufflebeam, McKee & McKee, 2003) as a framework to conduct a study of the Teachers-As-Advisors (TAA) Program in a rural high school in Georgia. Surveys were administered to 205 students, 40 parents, and 17 advisors. Two district administrators, three school administrators, and two counselors were interviewed. This exploratory, qualitative case study describes how a centralized training organization (LandWarNet School) was improved by introducing decentralization (Army Learning Model) toward “the best competitive position” or "sweet spot," defined by Brafman and Beckstrom (2006) as “enough decentralization for creativity, but sufficient structure and controls to ensure consistency” (pp. 189, 191). Any presence of the six chaordic elements of a decentralized organization, as described by Hock (1999), was also considered.

Latino college enrollment rates in South Carolina do not reflect the overall increase in the Latino population in the state, which suggests that schools, colleges, and universities may be unprepared to serve the unique needs of Latino students. Researchers have shown the importance of effective transition services for students with learning disabilities entering college. Few studies, however, have explored the perceptions of students with learning disabilities going through the transition process while pursuing postsecondary options. To address that gap, this study analyzed how students with learning disabilities perceive the effectiveness of their secondary transition services and preparedness for college. This study was designed to address teachers' difficulties implementing Response-to-Intervention (RtI) program strategies at a low-performing school in south Texas in response to students failing to meet statewide assessment standards in reading. In an urban school district in North Texas, there was a problem retaining highly qualified novice teachers. This phenomenological study examined the experiences of novice teachers to understand why some teachers demonstrated the resiliency to succeed as professional educators and to suggest potential solutions to improve novice teacher retention. Guided by Henderson and Milstein's theory of resilience, 8 novice teachers with 2-5 years of teaching experience participated in semi structured interviews. This study addressed the research question: To what extent do the measures of academic optimism predict academic achievement? The study was conducted in two suburban, adjacent school districts with 102 middle school teachers from five middle schools participating.

“Transfer student capital” refers to the learned ability of a student to successfully navigate the process of transferring from a community college to a four-year school. Transfer student capital is accumulated by gathering information about potential destination schools and programs, gaining an understanding of requisite academic skills, campus engagement, and weighing personal concerns surrounding eventual transfer. The aim of this study was to explore the health-related beliefs and perceptions of low-income African American women regarding obesity. Phenomenology served as the conceptual framework for this study. African American women, especially those in low-income brackets, have been shown to weigh more than women of other racial/ethnic groups. The consequences of these high rates are increased risks of developing chronic health disorders, such as type II diabetes and cardiovascular disease. There is considerable body of research about adults navigating advanced degrees, but little regarding adults in graduate degree programs while in full-time educational careers. Guided by Mezirow's transformative learning theory, the purpose of this study was to develop a grounded theory (GT) that reflected the lived experiences of fulltime teachers within a school district as they progressed through advanced degrees.
