In post-conflict Liberia, more students are returning to schools and moving to urban areas resulting in overcrowding and class sizes that surpassed recommended and legally-sanctioned limits. The purpose of this mixed method study is to determine if women who lead secondary schools have gender bias experiences that might influence their leadership styles. The study focused on the accounts of five women who lead secondary schools, their gender bias experiences, their perceived leadership style and whether or not they believed the experience influences how they lead. Through in-depth interviews and survey completion, the data from both sources revealed the common leadership styles and gender bias experiences among the research participants. Students who enter kindergarten lacking readiness skills often struggle to meet literacy benchmarks and to successfully complete school. The problem to be investigated by this study is the low literacy scores on the standardized Fountas and Pinnell Benchmark Assessment test at 2 public New Jersey elementary schools. While some students attended public or private preschools, others did not attend any preschool prior to starting kindergarten. Students in grades 3 and 4 attending a traditional public elementary school in a northeastern state did not meet proficiency levels in mathematics as measured by the state's assessment system. Published reports indicated that students attending the Montessori programs were more proficient in solving math problems compared to students in traditional schools. However, researchers had not compared Montessori and traditional teachers' perceptions of teaching elementary mathematics. In 2009 the Common Core State Standards (CCSS) initiative was introduced to the nation’s education systems. The CCSS initiative compelled schools and districts to re-evaluate instructional programs to better meet the instructional needs of students as well as the professional development needs of teachers and administrators.

On May 30, 2014, South Carolina became the second state to withdraw from the CCSS initiative. South Carolina developed its own statewide set of standards to replace the Common Core for the 2015-2016 school year. However, little is known about how faculty perceive community college transfer students and how they make meaning of their interactions with these students. This qualitative, descriptive, ethnographic interview study describes faculty/student interaction and the ways in which community college transfer students are perceived by the faculty at one small, private, nonprofit, masters-level university. This study explores teachers’ perceptions and motivations, challenges, and needs of 50 teachers in Agusan del Norte, Philippines with regards to doing research. Methodologies used were survey questionnaire, and group and individual interviews. Findings revealed that teacher-respondents had a positive perceptions towards doing research and its benefits to their teaching practice and students’ learning process. Thus, job promotion is the motivating factor why teachers did research. However, reported challenges such as lack of research knowledge and skills, heavy teaching loads, and lack of financial support from the schools obstructed them from doing it. การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพพึงประสงค์ของการบริหารโรงเรียนอาชีวศึกษาตามแนวคิดการเสริมสร้างค่านิยมในการทำงาน 2) เพื่อวิเคราะห์จุดแข็ง จุดอ่อน โอกาสและภาวะคุกคาม ของการบริหารโรงเรียนอาชีวศึกษาตามแนวคิดการเสริมสร้างค่านิยมในการทำงาน 3) เพื่อพัฒนากลยุทธ์การบริหารโรงเรียนอาชีวศึกษาตามแนวคิดการเสริมสร้างค่านิยมในการทำงาน โดยใช้วิธีวิจัยแบบ Explanatory Sequential Mixed Method Design เก็บข้อมูลจากโรงเรียนอาชีวศึกษารัฐบาลและเอกชน จำนวน 200 แห่ง มีผู้ให้ข้อมูลคือ ผู้บริหาร ครู และนักเรียน/นักศึกษา เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสอบถาม แบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าดัชนี PNImodified และวิเคราะห์เนื้อหาจากการสนทนากลุ่ม ผลการวิจัยพบว่า 1) สภาพปัจจุบันของการบริหารโรงเรียนอาชีวศึกษาตามแนวคิดการเสริมสร้างค่านิยมในการทำงานอยู่ในระดับมาก โดยด้านการบริหารวิชาการมีค่าเฉลี่ยต่ำกว่าการบริหารกิจการนักเรียนนักศึกษา และสภาพพึงประสงค์ของการบริหารโรงเรียนอาชีวศึกษาตามแนวคิดการเสริมสร้างค่านิยมในการทำงานอยู่ในระดับมากเช่นกัน โดยด้านการบริหารวิชาการมีค่าเฉลี่ยสูงกว่าด้านบริหารกิจการนักเรียนนักศึกษา 2) จุดแข็งของการบริหารโรงเรียนอาชีวศึกษาตามแนวคิดการเสริมสร้างค่านิยมในการทำงาน คือการบริหารกิจการนักเรียนนักศึกษา ส่วนจุดอ่อนคือการบริหารวิชาการ โดยมีนโยบายของรัฐเป็นสภาพแวดล้อมภายนอกที่เสริมสร้างโอกาส ในขณะที่สภาพสังคม สภาพเศรษฐกิจ และสภาพเทคโนโลยีเป็นภาวะคุกคามการบริหารโรงเรียนอาชีวศึกษาตามแนวคิดการเสริมสร้างค่านิยมในการทำงาน และ 3) กลยุทธ์การบริหารโรงเรียนอาชีวศึกษาตามแนวคิดการเสริมสร้างค่านิยมในการทำงาน ประกอบไปด้วย 6 กลยุทธ์หลัก คือ (1) พัฒนาหลักสูตรเสริมสร้างค่านิยมในการทำงาน (2) ปรับปรุงการเรียนการสอนเสริมสร้างค่านิยมในการทำงาน (3) ปรับปรุงงานวัดผล และประเมินผลเสริมสร้างค่านิยมในการทำงาน (4) ส่งเสริมงานกิจกรรมนักเรียนนักศึกษา เสริมสร้างค่านิยมในการทำงาน (5) พัฒนางานส่งเสริมวินัยเสริมสร้างค่านิยมในการทำงาน และ (6) พัฒนางานโครงการพิเศษและการบริการชุมชน เสริมสร้างค่านิยมในการทำงานโดยมีกลยุทธ์รอง 18 กลยุทธ์ และวิธีดำเนินการ 36 วิธี

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของการพัฒนาสมรรถนะของครูใหม่สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 2 ตามแนวคิดการพัฒนาครูโดยโรงเรียนเป็นฐาน และ 2) นำเสนอแนวทางการพัฒนาสมรรถนะของครูใหม่สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 2 ตามแนวคิดการพัฒนาครูโดยโรงเรียนเป็นฐาน ประชากร คือ โรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 2 จำนวน 52 โรงเรียน ตัวอย่าง คือ โรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 2 จำนวน 46 โรงเรียน และผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษา หัวหน้างานบุคลากร และครูผู้ช่วย รวมผู้ให้ข้อมูลจำนวน 184 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามและแบบประเมินความเหมาะสมและความเป็นไปได้ โดยมีลักษณะเป็นมาตราส่วนแบบประมาณค่า สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การจัดลำดับความต้องการจำเป็นโดยใช้เทคนิค Modified Priority Needs Index (PNImodified) ฐานนิยม และการวิเคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า สภาพปัจจุบันและสภาพที่พึงประสงค์ในการพัฒนาสมรรถนะของครูใหม่สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 2 ตามแนวคิดการพัฒนาครูโดยโรงเรียนเป็นฐานโดยภาพรวม อยู่ในระดับปานกลางและมากที่สุด ตามลำดับ (สภาพปัจจุบัน Mean = 3.36 และสภาพที่พึงประสงค์ Mean = 4.55) สมรรถนะหลักของครูใหม่ที่มีลำดับความต้องการจำเป็นในการพัฒนาสูงที่สุด คือ ความสัมพันธ์กับชุมชน (PNIModified = 0.445) รองลงมาคือ การพัฒนาสถานศึกษา (PNIModified = 0.386) สมรรถนะหลักของครูใหม่ที่มีลำดับความต้องการจำเป็นในการพัฒนาต่ำที่สุด คือ การพัฒนาทางวิชาการ (PNIModified = 0.299) แนวทางการพัฒนาสมรรถนะของครูใหม่สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 2 ตามแนวคิดการพัฒนาครูโดยโรงเรียนเป็นฐาน มีดังนี้ 1) พัฒนาสมรรถนะของครูใหม่ด้านความสัมพันธ์กับชุมชนที่เน้นการสร้างความร่วมมือกับชุมชนเพื่อการจัดการเรียนรู้ เป็นรายบุคคล โดยวิธีโปรแกรมโค้ช (Coaching Program) 2) พัฒนาสมรรถนะของครูใหม่ด้านการพัฒนาสถานศึกษาที่เน้นการประกันคุณภาพการศึกษา …

แนวทางการพัฒนาการบริหารโรงเรียนอนุบาลเอกชนให้เป็นโรงเรียนแห่งความสุข, กมลพรรณ เอกณรงค์

การวิจัยในครั้งนี้ ผู้วิจัยใช้ระเบียบวิธีวิจัยเชิงบรรยาย มีวัตถุประสงค์ เพื่อศึกษาสภาพปัจจุบันในการเป็นโรงเรียนแห่งความสุขในโรงเรียนอนุบาลเอกชน และนำเสนอแนวทางการพัฒนาการบริหารโรงเรียนอนุบาลเอกชนในกรุงเทพมหานครให้เป็นโรงเรียนแห่งความสุข กลุ่มตัวอย่างโรงเรียนอนุบาลเอกชนในกรุงเทพมหานคร จำนวน 107 โรงเรียน เครื่องมือที่ใช้ ได้แก่ แบบสอบถาม วิเคราะห์ข้อมูลด้วยสถิติเชิงบรรยาย โรงเรียนแห่งความสุข หมายถึง โรงเรียนที่ส่งเสริมการจัดการศึกษา โดยเคารพในความหลากหลาย การสื่อสาร และการทำงานเป็นทีม โดยมีหลักเกณฑ์ ได้แก่ 1.คน ในด้านมนุษยสัมพันธ์และการมีปฏิสัมพันธ์ระหว่างกัน 2.กระบวนการสอนและการเรียนรู้ ที่มีความสนุกสนานและส่งเสริมให้ผู้เรียนได้เกิดการพัฒนาทักษะและสมรรถนะที่นอกเหนือจากวิชาการ 3.สถานที่ ภายในโรงเรียนและแหล่งเรียนรู้ของโรงเรียน ซึ่งผลการวิจัยพบว่า สภาพการบริหารโรงเรียนแห่งความสุขอยู่ในระดับมีการปฏิบัติมากที่สุด ( x̅ = 4.51, SD = .676) และเมื่อพิจารณารายด้าน พบว่า ด้านที่มีการปฏิบัติที่มีค่าเฉลี่ยสูงสุดคือ ด้านกระบวนการสอนและการเรียนรู้ ( x̅ = 4.53, SD = .641) ด้านที่มีการปฏิบัติที่มีค่าเฉลี่ยรองลงมาคือ ด้านคน ( x̅ = 4.52, SD = .662) และในด้านที่มีการปฏิบัติที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านสถานที่ ( x̅ = 4.47, SD = .724) แนวทางการพัฒนาการบริหารโรงเรียนอนุบาลเอกชนในกรุงเทพมหานครให้เป็นโรงเรียนแห่งความสุข ได้ทั้งหมด 17 ขั้นตอน ได้แก่ 1) ผู้บริหารและบุคลากรร่วมกันกำหนดนโยบาย วิสัยทัศน์ และทิศทางในการพัฒนาสถานที่ภายในโรงเรียน 2) ผู้บริหารโรงเรียนนำข้อมูลจากการประชุมมาวิเคราะห์ 3) ผู้บริหารจัดตั้งคณะกรรมการดำเนินโครงการโรงเรียนแห่งความสุข 4) คณะกรรมการฯ สำรวจและประเมินความสุข 5) คณะกรรมการฯ กำหนดแนวทางการพัฒนา 6) คณะกรรมการฯ นำผลที่ได้จากการประเมินมาจัดลำดับความสำคัญตามความเร่งด่วนของปัญหา 7) คณะกรรมการฯ วางแผนและกำหนดเกณฑ์การประเมินผลในแต่ละด้าน 8) คณะกรรมการฯ กำหนดระยะเวลาในการดำเนินงานตามแผน 9) คณะกรรมการฯ กำหนดระยะเวลาในการประเมินผล 10) ผู้บริหาร ครู …

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาแนวทางการบริหารงานด้านศิลปวัฒนธรรม สาขาอนุรักษ์มรดกไทย ของโรงเรียนมัธยมศึกษา ตามเกณฑ์รางวัลกระทรวงศึกษาธิการ เพื่อพัฒนาคู่มือการบริหารงานด้านศิลปวัฒนธรรม สาขาอนุรักษ์มรดกไทย ของโรงเรียนมัธยมศึกษาตามเกณฑ์รางวัลกระทรวงศึกษาธิการ แหล่งข้อมูลประกอบด้วย เอกสารจำนวน 13 รายการ และผู้ให้ข้อมูล จำนวน 9 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบวิเคราะห์เอกสาร แบบสัมภาษณ์ แบบประเมินความเหมาะสมของร่างแนวทางฯ แบบประเมินความครบถ้วนของร่างองค์ประกอบคู่มือ และแบบประเมินคุณภาพของคู่มือ การวิเคราะห์ข้อมูล ผู้วิจัยได้ใช้การวิเคราะห์เชิงเนื้อหา วิเคราะห์ความถี่ และการวิเคราะห์ฐานนิยม สรุปผลการวิจัยที่สำคัญได้ดังนี้ 1. แนวทางการบริหารงานด้านศิลปวัฒนธรรม สาขาอนุรักษ์มรดกไทย ของโรงเรียนมัธยมศึกษา ตามเกณฑ์รางวัลกระทรวงศึกษาธิการ ประกอบด้วยการบริหารงานด้านดนตรีไทย นาฏศิลป์ และการแสดงพื้นบ้าน และในแต่ละด้านประกอบด้วยการวางแผน การปฏิบัติตามแผน และการประเมินผล ซึ่งแนวทางที่ส่งผลให้โรงเรียนได้รับรางวัลกระทรวงศึกษาธิการ สาขาอนุรักษ์มรดกไทย ตามตัวชี้วัด ได้แก่ 1) โรงเรียนมีการจัดทำโครงการ/กิจกรรมด้านศิลปวัฒนธรรม 2) โรงเรียนมีการจัดตั้งชมรมด้านศิลปวัฒนธรรมและ นักเรียนได้รับรางวัลระดับชุมชน จังหวัดและประเทศ 3) โรงเรียนเป็นแบบอย่างและเผยแพร่ศิลปวัฒนธรรมสู่สาธารณะ 4) โรงเรียนมีการประสานงานร่วมกับหน่วยงานนอก และ 5) โรงเรียนดำเนินการต่อเนื่องทุกปีการศึกษา 2. คู่มือการบริหารงานด้านศิลปวัฒนธรรม สาขาอนุรักษ์มรดกไทย ของโรงเรียนมัธยมศึกษาตามเกณฑ์รางวัลกระทรวงศึกษาธิการ ประกอบด้วย 3 ส่วน ได้แก่ 1) ส่วนนำ ประกอบด้วย ปกคู่มือฯ, คำชี้แจง, ความเป็นมาและความสำคัญ, วัตถุประสงค์ของคู่มือและคำจำกัดความ 2) ส่วนเนื้อหา ประกอบด้วย การบริหารงานด้านดนตรีไทย การบริหารงานด้านนาฏศิลป์และการบริหารงานด้านการแสดงพื้นบ้าน 3) ส่วนอ้างอิง ประกอบด้วย รายการอ้างอิง และภาคผนวก

การวิจัยครั้งนี้เป็นวิจัยเชิงบรรยาย โดยมีวัตถุประสงค์ คือ 1) เพื่อศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารงานวิชาการเพื่อพัฒนาทักษะการคิดวิเคราะห์ของผู้เรียนในโรงเรียนสังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 2) เพื่อนำเสนอแนวทางการบริหารงานวิชาการเพื่อพัฒนาทักษะการคิดวิเคราะห์ของผู้เรียนในโรงเรียนสังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 ประชากรคือ โรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 จำนวน 103 โรงเรียน กลุ่มตัวอย่าง คือ โรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 จำนวน 83 โรงเรียน โดยผู้ให้ข้อมูล ได้แก่ ผู้อำนวยการโรงเรียน รองผู้อำนวยการโรงเรียนฝ่ายวิชาการ ครูผู้รับผิดชอบงานวิชาการ และครูผู้สอน รวม 249 คน เครื่องมือวิจัยที่ใช้คือ แบบสอบถามและแบบประเมินความความเหมาะสมและเป็นไปได้ของแนวทางการบริหารงานวิชาการเพื่อพัฒนาทักษะการคิดวิเคราะห์ของผู้เรียนในโรงเรียนสังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 โดยมีลักษณะเป็นแบบสอบถามมาตราส่วนประมาณค่า โดยสถิติที่ใช้คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ยเลขคณิต และส่วนเบี่ยงเบนมาตรฐาน นำข้อมูลที่ได้มาวิเคราะห์ค่าดัชนีความต้องการจำเป็นจากสูตร Modified Priority Index (PNIModified) และจัดลำดับความต้องการจำเป็น ผลการวิจัยพบว่าสภาพปัจจุบัน และสภาพที่พึงประสงค์ ของการบริหารงานวิชาการเพื่อพัฒนาทักษะการคิดวิเคราะห์ของผู้เรียนในโรงเรียนสังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 ในภาพรวมอยู่ในระดับมาก ( X̄ = 3.78) และมากที่สุด ( X̄ = 4.63) โดยด้านที่มีค่าความต้องการจำเป็นสูงที่สุด คือ การพัฒนากระบวนการเรียนรู้ (PNIModified = 0.205) รองลงมาคือด้านการพัฒนาหลักสูตรในสถานศึกษา (PNIModified = 0.199) ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษา (PNIModified = 0.195) ด้านที่มีลำดับความต้องการจำเป็นต่ำที่สุด คือ ด้านการวัดผล ประเมินผล และดำเนินการเทียบโอนผลการเรียน (PNIModified = 0.145) กำหนดแนวทางการบริหารงานวิชาการฯ ได้ 39 แนวทาง ดังนี้ การพัฒนาหลักสูตรในสถานศึกษา 6 แนวทาง …

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษากรอบแนวคิดการบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือและการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม 2) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์การบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือตามแนวคิดการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม 3) ศึกษาจุดแข็ง จุดอ่อน โอกาส และภาวะคุกคามของการบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือตามแนวคิดการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม และ 4) พัฒนากลยุทธ์การบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือตามแนวคิดการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม โดยใช้วิธีวิจัยแบบผสมทั้งการวิจัยเชิงปริมาณและเชิงคุณภาพ ประเมินกรอบแนวคิดโดยผู้ทรงคุณวุฒิจำนวน 5 ท่าน ประชากรในการวิจัยครั้งนี้ คือ สถาบันอุดมศึกษาสังกัดกองทัพเรือ มีจำนวน 2 แห่ง ประกอบด้วย โรงเรียนนายเรือและวิทยาลัยพยาบาลกองทัพเรือ ผู้ให้ข้อมูลได้แก่ กลุ่มผู้บริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือ จำนวน 7 คน และกลุ่มอาจารย์/นักวิจัยของสถาบันอุดมศึกษาสังกัดกองทัพเรือ จำนวน 90 คน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบประเมิน แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติเชิง บรรยาย ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าความต้องการจำเป็น (PNImodified) และ การวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) กรอบแนวคิดการบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือและการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม ประกอบไปด้วยกรอบแนวคิดหลัก 2 เรื่อง คือ 1.1) กรอบการบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือที่เกี่ยวข้องกับการวิจัย มี 2 องค์ประกอบคือ (1) ด้านการบริหารการผลิตบัณฑิต (2) ด้านการบริหารการวิจัย 1.2) กรอบแนวคิดการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรมประกอบด้วย 3 มิติ คือ (1) มิติของหน่วยงาน/องค์กร (2) มิติบุคคล (3) มิติเครือข่ายความสัมพันธ์ระหว่างองค์กร/บุคคล 2) สภาพปัจจุบันของการบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือตามแนวคิดการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรมในภาพรวมอยู่ในระดับปานกลาง ( = 3.309,SD=0.84) ส่วนสภาพที่พึงประสงค์ในภาพรวมอยู่ในระดับมาก ( = 4.258, SD= 0.70) 3) จุดแข็งของการบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือตามแนวคิดการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม คือ การบริหารการผลิตบัณฑิต และมิติองค์กร/หน่วยงาน จุดอ่อน คือ การบริหารการวิจัย มิติบุคคลและมิติของเครือข่ายความสัมพันธ์ระหว่างองค์กร/บุคคล ส่วนโอกาส คือ นโยบายของรัฐบาล สภาพสังคม …

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษากรอบแนวคิดการพัฒนาภาวะผู้นำและภาวะผู้นำแบบโลกาภิวัตน์ 2) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ 3) พัฒนากลยุทธ์การพัฒนาภาวะผู้นำของผู้บริหารโรงเรียนมัธยมศึกษาตามแนวคิดการพัฒนานักเรียนให้มีภาวะผู้นำแบบโลกาภิวัตน์ ประชากรที่ศึกษาคือโรงเรียนมัธยมศึกษาในโครงการพัฒนาประเทศไทยเป็นศูนย์กลางการศึกษาในภูมิภาค สังกัดคณะกรรมการการศึกษาขั้นพื้นฐาน 14 โรงเรียน ผู้ให้ข้อมูล ได้แก่ ผู้อำนวยการ รองผู้อำนวยการ หัวหน้าโครงการ หัวหน้ากลุ่มสาระ และหัวหน้าระดับชั้น เครื่องมือเก็บข้อมูลคือแบบประเมินและแบบสอบถาม สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ความถี่ ร้อยละ ดัชนีความตรงตามวัตถุประสงค์ อัตราส่วนความตรงตามเนื้อหาของข้อคำถาม ดัชนีความตรงตามเนื้อหาของแบบสอบถาม และดัชนีความต้องการจำเป็นแบบปรับปรุง
ผลการวิจัยพบว่า 1) กรอบแนวการพัฒนาภาวะผู้นำ ประกอบด้วย การพัฒนาส่วนบุคคล การเข้าใจความคิดรวบยอด การพัฒนาทักษะ และการให้ข้อติชม และภาะผู้นำแบบโลกาภิวัตน์ ประกอบด้วยความรู้โลกาภิวัตน์ ลักษณะสำคัญ ทัศนคติและการปรับแนวคิด ทักษะความสัมพันธ์ระหว่างบุคคล และทักษะระบบ 2) สภาพปัจจุบันในการพัฒนาภาวะผู้นำของผู้บริหารโรงเรียนมัธยมศึกษาอยู่ในระดับมาก สภาพที่พึงประสงค์อยู่ในระดับมากที่สุด และสภาพที่พึงประสงค์มีค่าเฉลี่ยสูงกว่าสภาพปัจจุบันในทุกแนวทาง 3) กลยุทธ์การพัฒนาภาวะผู้นำของผู้บริหารโรงเรียนมัธยมศึกษาตามแนวคิดการพัฒนานักเรียนให้มีภาวะผู้นำแบบโลกาภิวัตน์ ประกอบด้วย 4 กลยุทธ์หลัก ได้แก่ (1) เร่งรัดการพัฒนาภาวะผู้นำแบบโลกาภิวัตน์โดยการพัฒนาส่วนบุคคล (2) เร่งการพัฒนาภาวะผู้นำแบบโลกาภิวัตน์โดยการให้ข้อติชม (3) เสริมสร้างการพัฒนาภาวะผู้นำแบบโลกาภิวัตน์โดยการพัฒนาทักษะ (4) ส่งเสริมการพัฒนาภาวะผู้นำแบบโลกาภิวัตน์โดยการเข้าใจความคิดรวบยอด โดยมี 20 กลยุทธ์รอง และ 56 วิธีดำเนินการ
