Federal legislation enacted in January 1974 created federal agencies to produce a rail plan process for the Northeast United States and to monitor and evaluate the programs. A a result of the federal enactment, many states are producing rail plans. Wisconsin is presently preparing one such plan which included the elements of freight operations. The State also has produced a Manual for State Railroad Planning. Both documents have included railroad abandonment as topic of discussion. The present planning process in the State is not sufficient to determine future courses of action concerning abandonments. A case study is presented to determine …

The Difficulty Of Forecasting Ambient Air Quality: A Weak Link In Pollution Control, W. David Conn
City and Regional Planning
This article examines one important component of the problem of implementing the federal government's Clean Air policy, namely, the difficulty of quantifying the relationship between emissions to the atmosphere and ambient air quality. Short-, middle-, and long-term control strategies are discussed with an emphasis on the information needed for their effective assessment and implementation. The requirement thus identified is compared with the information provided by air pollution models; it is shown that at their present stage of development, even the most sophisticated diffusion models are of limited usefulness in implementing current air pollution legislation. Humboldt City, located on Humboldt Point (Buhne's Point), was the first settlement on Humboldt Bay. Founded by members of the Laura Virginia party in April, 1850, it was to have been the supply center for the packing trade, but competition from Eureka and Union brought about its rapid decline.

The architectural and spatial design and two public housing projects, Brownsville and Van Dyke, located in the Brownsville section of Brooklyn, New York, were tested to determine their effects upon the crime rates and mental illness. While keeping the socio-economic factors under limited control, a data comparison approach was used to illuminate any difference in the crime and mental illness rates between the two projects. A significant difference in the crime rates was noticed between them with the Van Dyke Houses having a higher crime rate. This study seeks to provide a method which can be used to obtain the information necessary for the design of apartments within the limitations imposed by prevailing market conditions, financial considerations and investor needs. This is accomplished by presenting first, a method of market analysis designed to determine if a market exists in a given locality and delineating specifics about that market which would affect the design. Descriptions of Indian sites on Humboldt Bay have not been attempted in this report. According to Loud (1918) there were 115 archaeological sites located in the Wiyot territory which roughly covered the lower Mad River, the lower Eel and fill of Humboldt Bay Approximately 70 of these sites were on or near the bay. Many of the important village sites have been lost to development. The clearings in the forest, streams, and bluffs above the tidelands were naturally chosen by white settlers just as they had been chosen by Indian people generations before.

A five year Short Range Development Plan was prepared simultaneously with and as the basis for Jacksonville's Capital Outlay Program (COP). Background studies for the Plan included land use and structural surveys, population and dwelling unit projections, zoning change and site plan approval trends, land use assignment criteria, and environmental and capital improvement needs criteria. The squatter problem is one of complexity and diversity, and lasting solutions to the problem have been elusive, despite the numerous techniques and approaches that have been tried out. This is primarily because the squatter problem has. not been comprehensively understood or defined.
The objective of this study is therefore to find a comprehensive definition of the squatter problem, with specific reference to Bangkok, in Thailand, and to recommend workable principles as a basis for their control and progressive elimination.

The Institute of Urban Studies has in its first five years mounted a broad array of educational, research and service responses to the problems of communities in both metropolitan and rural areas. These initial efforts would not have been possible without the imagination and diligence of those who served with our initial research and service units, the urban affairs faculty, and more recently, our criminal justice faculty. What remains is the challenge of furthering the capability of our existing efforts and building in both the outreach and academic areas to respond to new needs in Texas communities.

This paper is an attempt to construct a model for a community which is called Gananda New Community. Its purpose is to provide an innovative community which will be coordinated with the existing social structures in the towns of Walworth and Macedon. It will serve, when completed, the eastern half of the standard metropolitan statistical area of the Rochester region, the estimated population of 85,000 people of the new community, and the residents of Wayne County.
