My thesis project is to create a conservation plan for the Reservoir Canyon Natural Reserve (RCNR) in San Luis Obispo, California. It is a professional project for the City of San Luis Obispo with the goal of eventual adoption by the City Council. The plan was motivated by City policy, which advises creating conservation plans for open spaces, and by a particular need to address management issues in RCNR that include plant and wildlife conservation, trail access, erosion, electrical utility easements, and other legal matters. The project consists of two main components: the conservation plan and a companion paper. The …

This master’s thesis identifies the potential impacts of planning policies and key stakeholder groups on Red Hook, Brooklyn given current development trends and the neighborhood changes such as gentrification. The effectiveness of San Luis Obispo wildlife easements and city open space utilized to preserve species of concern is correlated to the health and maintenance of the San Luis Obispo Creek. I propose that the health of the Creek be addressed before more open space is added to the green belt surrounding the city. This bottom-up approach to preservation will ensure all steps of habitat will function as they should.

Lack of access to information on the cost and timeframe for the permitting and interconnection of distributed renewable energy generation facilities may hinder renewable energy capacity development. This issue is examined within the specific context of solar photovoltaic systems developed for participation in the Feed-in Tariff (FIT) program hosted by the Marin Energy Authority (MEA). A guide on the permitting and interconnection of solar PV generators for participation in the program was produced for the host agency. San Luis Obispo’s mid-century spanned the years beginning in the Great Depression and ending during the post-World War II housing boom. During this time the City grew in population and in size, adding several acres of land and thousands of single-family residential parcels. This research presents a chronological representation of the City’s growth, as well as key events in the City’s history. Residential development in the mid-century brought several new styles of architecture to the City including Mid-century Modern and Prairie homes among others. In preparation for a Climate Action Plan, this policy and practice audit provides an overview of current city policies and practices with the potential to impact greenhouse gas (GHG) emissions reduction goals. The audit builds upon information previously collected in a GHG emissions inventory report to identify policies that are consistent or inconsistent with emissions reductions goals. Preliminary GHG emissions reductions recommendations address policy gaps and opportunity areas in suggesting strategies to achieve GHG emissions reductions.

Development over the past sixty years has created patterned growth and expansion outward from city centers, separating residences from commercial areas and employment centers. This separation of land uses has increased automobile dependency, which increases vehicle miles traveled and associated greenhouse gas emissions. California Senate Bill 375 mandates the development and implementation of a “Sustainable Communities Strategy” in order to plan regional land use and transportation in a coordinated fashion. The Monitoring Program for all Inclusionary housing units in the City of San Luis Obispo is a needed component to the Affordable Housing Program. It ensures eligible households are occupying the affordable units and those that are renting are being charged according to the Affordable Housing Standards. Within the City’s Municipal Code it specifies monitoring and management of inclusionary units shall be done, however this hasn’t happened until now.

This dissertation, a case study of the Port of New York and New Jersey, covers three major research topics: 1) the evolution of the port spanning a period of over 200 years; 2) the relationship between the port (and the Port Authority of New York and New Jersey) and five municipalities on Newark Bay; and 3) the potential for land use conflicts between the commercial port operations and redeveloping waterfronts for non-industrial uses.

The extant literature on the play behavior of youth normalizes adolescent behavior in public space as transgressional, resistant, and in need of social control. The dissertation counters this trend by looking to see if physical qualities, peer effects, and neighborhood context of settings play a deeper role in youth behavior. The study documented urban context, peer effects, physical features, and play behavior across 21 urban settings in New Orleans. Unobtrusive observations employed a highly innovative technique based on YouTube videos and analyzed using hierarchical linear modeling. Coded observations of risk-taking and prosocial behavior demonstrated some stability in behavior amongst adolescents—“youth” …

This paper is about my experience walking through Los Angeles County. My principal motivations were to explore what it means to be a pedestrian in an urban landscape that generally does not recognize walkers and to give value to often overlooked spaces. The paper includes a brief history of the Los Angeles region, methodology, an analysis of some other art projects that have been done about walking, and a vignette of the experience.

The Gold Line Foothill Extension represents an unprecedented light rail expansion into the San Gabriel Valley from downtown Los Angeles. In examining its potential for success, transit-oriented development (TOD) appears to be an integral factor and a major opportunity to redraw growth patterns along the corridor. TOD opportunities and challenges are investigated throughout the Foothill Extension, and three towns in particular, Claremont, Monrovia, and Irwindale, are examined on the basis of their varying levels of TOD planning. The urban forest holds several important positions within the built and unbuilt environments. Those positions include economic, health, sustainability, quality of life measures, and overall protection of the environment, including air, water, and soil. An edible forest garden is a low-maintenance system that uses edible native and regionally-adapted plants arranged in beneficial relationships to meet human, wildlife and ecosystem needs. The forest garden in Roger Williams Park will transform underutilized urban land into a highly productive parcel producing market-viable fruits, nuts, vegetables, medicine and fiber. Forest gardens mimic natural forest systems in architecture and complexity. The design follows ecological principles to create a system that promotes biodiversity and enhances the surrounding ecosystem. This project also demonstrates the potential to grow food and create land-based livelihoods in the city.

Declining populations over the past several decades have created issues for residents in many rural areas. A serious concern is the emergence of “food deserts,” areas where people do not have sufficient access to nutritious foods. The Sandhills region in west-central Nebraska is a prime example of an area that is subject to the food desert phenomenon. It features a low-density rural population that creates a difficult economic environment for grocery retailers.

The Modernist movement was able, through the industrial revolution, to eliminate the role of façade as load bearing member, fetishizing transparency. However, this new preeminence of visuality was not applicable to the suburban home, with its predisposition toward the creation and control of privacy. What separates the suburban condition from the urban, in addition to the role of the single-family home as purchasable symbol representing an ideal, is the front yard. The city of Las Vegas is attempting to revitalize downtown through a creative economy by bringing cultural and experiential activities to the area in a mixed use arrangement with residential, business and civic uses. This study looks at the possibility of not only revitalizing downtown, but on it becoming a true creative milieu - a place that fosters creativity and innovation. It does so by first identifying three major forces working upon the realization of these goals: 1) the regional socio-economic conditions, 2) the government strategies, and 3) the creative population's participation.
